the said object of <strong>Procurement</strong> in the <strong>Procurement</strong> Plan approved under Rule 16(7).<br />

(4) In deciding or justifying the use of the RFQ Method, the following shall be considered<br />

(a) Procuring Entities shall not use the RFQ Method as means to either bypass<br />

more competitive methods of Tendering or split large potential contracts into<br />

smaller ones solely to allow the use of this method.<br />

(b) the RFQ Method should not require complex Documentation or all the<br />

formalities of a full Tendering process.<br />

(5) Quotations for low value simple Works or physical Services may be requested in the<br />

form of -<br />

(a) unit rate prices, provided quantities can be estimated with a reasonable degree<br />

of accuracy; or<br />

(b) “cost plus fee” arrangements, when quantities cannot be reasonably determined<br />

or estimated in advance; or<br />

(c) a lump sum, if the Procuring Entity has prepared an accurate cost estimate for<br />

the Works or physical Services.<br />

(6) A Procuring Entity may engage in <strong>Procurement</strong> by means of RFQ Method for<br />

<strong>Procurement</strong> of Goods and related Services required for maintenance and urgent repairs to -<br />

(a) ; procurement by Procuring Entity of any spare parts or related Services for the<br />

maintenance or repair of any public sector utility workshops (buses,<br />

locomotives, rolling stock, ferries, power stations or installations,<br />

telecommunication installations, gas installations, water installations, etc), so<br />

long as the value does not exceed the amount specified in Schedule II ;<br />

(b) procurement of Goods and related services required for the maintenance and<br />

urgent repairs of national carriers not exceeding the amount specified in<br />

Schedule II;<br />

(c) procurement of any spare parts or related Services for the urgent maintenance<br />

or repair of any processing or production plant of public manufacturing<br />

industries (fertilizer, chemicals, steel & engineering, cement, petroleum, small<br />

and cottage industries, etc) if it is maintaining or repairing the equipment in its<br />

own workshops so long as value does not exceed the threshold specified in<br />

Schedule II.<br />

70. Documentation Needed for the RFQ Method. |— (1) <strong>The</strong> Request for Quotations<br />

shall contain a clear statement concerning the Procuring Entity’s requirements in respect of the<br />

Goods and related Services and low value simple Works or physical Services, such as quality,<br />

quantity or volume of Goods, scope of physical Services and their duration, terms and time of<br />

delivery or completion, and payment terms and invoicing procedures, including special<br />

requirements.<br />

(2) Tenderers may be required to furnish documentary evidence(s) demonstrating its<br />

eligibility by providing a valid trade license, Tax Identification No. (TIN), VAT registration and Bank<br />

solvency certificate.<br />

(3) Tenderers shall be requested to quote prices or rates in a process similar to those in<br />

Open Tendering Method.<br />

(4) <strong>The</strong> evaluation criteria to be used shall be stated in the requests for quotations<br />

considering type and value of Goods and related Services and low value simple Works or physical<br />

Services to be procured using the RFQ Method.<br />
