equire approval of the Head of the Procuring Entity or an officer authorised by him or her.<br />

(8) In the case of preparation of total <strong>Procurement</strong> Plan, updated Annual <strong>Procurement</strong><br />

Plan for Development Project or Program and Annual <strong>Procurement</strong> Plan for Revenue Budgets the<br />

formats prescribed in Part A, Part B, Part C, Part D, and Part E as applicable of Schedule V shall<br />

be followed.<br />

(9) At the beginning of each financial year, the Procuring Entity shall arrange to publish<br />

the Total <strong>Procurement</strong> Plan and updated Annual <strong>Procurement</strong> Plan for the Development Project or<br />

Programme, and Annual <strong>Procurement</strong> Plan for Revenue Budget approved under Sub-Rule (7) on<br />

their notice boards, and where applicable in their websites and in the websites of the concerned<br />

Department or Directorate or organisations, bulletins and reports. .<br />

(10) <strong>The</strong> Procuring Entity shall, for its own purposes, update the <strong>Procurement</strong> Plan on a<br />

quarterly basis to accommodate delays, re-tendering and other unforeseen changes or constraints.<br />

(11) <strong>The</strong> Procuring Entity shall keep the CPTU posted online or off-line, if online is not<br />

possible, with the Total <strong>Procurement</strong> Plan and updated <strong>Procurement</strong> Plan for Development Project<br />

or Programme and Annual <strong>Procurement</strong> Plan for Revenue Budget, above the threshold specified<br />

in Schedule II , which shall be published on a regular basis in CPTU’s website as well.<br />

17. Splitting of an Object of <strong>Procurement</strong> into More Than One Package |— (1)<br />

<strong>The</strong> Procuring Entity shall not generally split a Project or a Programme components into<br />

successive packages of lower value when preparing its <strong>Procurement</strong> Plan with the intention of<br />

avoiding either a particular <strong>Procurement</strong> method or the obligations of seeking the approval of a<br />

higher authority.<br />

(2) <strong>The</strong> Procuring Entity shall not usually split a package as approved in the Total<br />

<strong>Procurement</strong> Plan into more than five (5) lots in order to make application of the provisions of<br />

cross-discounts simple during evaluation.<br />

(3) <strong>The</strong> Procuring Entity shall take into account the following aspects for splitting single<br />

object of <strong>Procurement</strong> into smaller packages and packages into smaller lots -<br />

(a) the capacity of the local and international markets in submitting responsive<br />

Tenders for packages and lots of the size recommended;<br />

(b) the convenience of implementation with due regard to geographical location of<br />

sites for potential Works contracts,.<br />

(4) <strong>The</strong> Head of the Procuring Entity or an officer authorised by him or her shall approve<br />

splitting smaller packages and lots on justifiable grounds.<br />

(5) In the cases where a single object of <strong>Procurement</strong> is split into more than one (1)<br />

package and packages are split into more than one (1) lot under Sub- <strong>Rules</strong> (1), (2) & (3), the<br />

Tenders for each of the packages or lots shall be placed for approval before the authority<br />

competent to approve the sum total of those packages or lots, prior to the issuance of Notification<br />

of Award for any one (1) of those packages or lots.<br />

Example 1<br />

If Tender(s) are invited for a procurement package in four (4) lots for construction<br />

of a 50 km road-cum-embankment at a cost of Tk.800 million in such<br />

cases, the updated progress of all the four (4) Tenders shall be submitted<br />

to the CCGP prior to the issuance of Notification of Award for any one (1) of<br />

those lots.<br />

Example 2<br />

If an item-by-item Tender is invited for a procurement at a cost of Tk 1 billion, in<br />

such cases implementation in batches 24 if considered justifiable in order to<br />

avoid delays, the updated progress relating to all contracts based on that<br />

Tender shall be submitted to the CCGP, prior to the issuance of Notification<br />

of Award for any one (1) of those items.
