(2) <strong>The</strong> financial score of each Proposal shall be determined in a manner so as to ensure<br />
that the Financial Proposal with the lowest evaluated cost is given one hundred (100) points and<br />
other Proposals pro-rata points, reduced by the same percentage that the cost of their Proposal is<br />
higher than that of the lowest cost Proposal.<br />
Example<br />
If the lowest cost Financial Proposal is say Tk. one (1.0) million, then the financial<br />
points awarded to it would be one hundred (100) (the maximum) and the resulting<br />
financial scores would then be:<br />

(3) <strong>The</strong> technical score plus the financial score gives the combined score and the<br />
Consultant with the highest combined score shall be invited for Contract negotiations.<br />

122. Negotiations. |— (1) Upon completion of the Evaluation of the Proposals, a PEC<br />
(a) in the case of Quality and Cost Based Selection (QCBS) Method, review the<br />
combined Technical and Financial Evaluation Report and invite the Consultant<br />
that scored the highest in the combined Technical and Financial Evaluations for<br />
negotiations;<br />
(b) in the case of Fixed Budget Selection (FBS) Method, invite the Consultant that<br />
submitted the highest ranked Technical Proposal within the budget for<br />
negotiations;<br />
(c) in the case of the Least Cost Selection (LCS) Method, invite the Consultant that<br />
quoted the lowest price among those who passed the minimum technical points<br />
for negotiations.<br />
(2) <strong>The</strong> Procuring Entity shall notify the successful Consultant that its Proposal has been<br />
accepted and shall set a date for the commencement of Contract negotiations so that the Contract<br />
can come into force before the prescribed Proposal validity date expires.<br />
(3) A Proposal Evaluation Committee shall, in order to conclude a Contract, negotiate<br />
with the successful Consultant only on the following components of its Proposal:<br />
(a)<br />
(b)<br />
(c)<br />
(d)<br />
(e)<br />
(f)<br />
(g)<br />
Methodology;<br />
Work plan and activity schedule;<br />
Organisation and staffing;<br />
Deliverables;<br />
Training inputs, if training is a major component;<br />
Client or Procuring Entity's inputs;<br />
Reimbursables, in the case of time-based Contracts; and<br />
