(e) National participation, i.e. the extent to which nationals have been included<br />

among key staff; where applicable.<br />

(26) When determining the points to each criterion under Su-Rule (25), the Procuring<br />

Entity shall consider -<br />

(a) the points given to experience can be relatively low, since this factor has already<br />

been taken into account when short-listing the Applicant;<br />

(b) in the case of complex assignments, such as multidisciplinary, feasibility or<br />

management studies, more points should be given to the methodology and work<br />

plan and similarly higher points may be preferable for key staff in assignments<br />

where personnel input is of paramount importance;<br />

(c) transfer of knowledge may be more important in some assignments and in such<br />

cases, it should be given higher points to reflect its importance; and<br />

(d) when RFPs are issued on an international basis, points can be awarded for the<br />

use of national Consultants as key staff and generally the maximum number of<br />

points available shall be ten (10).<br />

118. Submission and Opening of Proposals. |— (1) <strong>The</strong> Applicants shall consider the<br />

following when submitting their Proposals -<br />

(a) A short-listed firm is not allowed to form a joint venture with a firm that has not<br />

been short-listed without the approval of the Procuring Entity;<br />

(b) A short-listed Applicant shall not participate in more than one Proposal;<br />

(c) It is desirable that the majority of the key professional staff proposed be permanent<br />

employees of the firm or have an extended and stable working relationship with it;<br />

(d) <strong>The</strong> curricula vitae shall be signed by the individual Consultants and dated;<br />

(e) It is essential to ensure accuracy in the curricula vitae and commitment of key<br />

staff submitted with the proposals;<br />

(f) A key professional shall not be proposed by more than one Firm, except for a<br />

nominated subconsultant; and<br />

(g) Non-compliance with these important requirements will result in rejection of the<br />
