Message<br />
The U.P. <strong>Academy</strong> of Administration and Management (<strong>UP</strong>AAM) is the premier training<br />
institute for the State and is responsible for training the human resource working not only in<br />
various State Government Departments, Organizations, and Public Sector Undertakings<br />
but also in the voluntary sector and civil society entities. There is a distinct paradigm shift in<br />
the governance scenario in which, on the one hand, the private sector is performing an<br />
accelerated role in infrastructure development and services sector, and on the other hand,<br />
the elected representatives of rural and urban local bodies are occupying an increasing<br />
space in the way public service is delivered. The <strong>UP</strong>AAM has responded with alacrity to the<br />
changing imperatives of the environment, and has accordingly extended its capacitybuilding<br />
endeavours to the representatives of private sector and civil society as also to the<br />
elected representatives.<br />
2. <strong>Training</strong> at induction level plays a valuable role. It has a three-fold objective: it<br />
ensures that the appointed civil servants transcend the narrow segments of their respective<br />
academic disciplines; it acquaints them with the macro level issues of State-level, national<br />
and global importance; and it strives to bring about the desired attitudinal changes. The inservice<br />
training at periodical intervals keeps the civil servants' mental and intellectual<br />
capabilities updated, and seeks to reinforce their value system. A committed and motivated<br />
human resource is the greatest asset that a State Administrative machinery can aspire to<br />
have. It not only enhances the productivity and quality in service delivery but also<br />
generates a sense of self-esteem and self-pride.<br />
3. I am happy to note that the <strong>Academy</strong> has made significant strides in the year gone<br />
by. U.P. is the only State to have introduced a four weeks in-service training programme, in<br />
conjunction with the Duke Centre for International Development (DCID), Duke<br />
University, Durham, USA (the latter provides two-weeks attachment) for its PCS officers<br />
with 20 or more years of service. It is a source of satisfaction that the <strong>Academy</strong> spearheaded<br />
a comprehensive and thorough mid-term evaluation of the above course through a<br />
committee of eminent experts and further enriched and augmented the contents of this<br />
course. The <strong>Academy</strong> is also poised to commence the five weeks in-service training course<br />
in collaboration with IIM, Lucknow for PCS officers with 15-20 years of service. It will have<br />

two weeks attachment with carefully identified institutions in South East Asian economies for the officers'<br />
exposure to the best practices. I am given to understand that <strong>UP</strong>AAM is also on way to setting up the Urban<br />
Governance, and World Trade Organization Cells.<br />
4. There has been a steady process of qualitative evolution in the conduct of its flagship programmes<br />
viz. the Institutional <strong>Training</strong> programme for IAS officers and officers of the Indian Forest Service, Field<br />
Experience <strong>Training</strong> for officers of Indian Foreign Service, Foundation Course for officers of the PCS and<br />
Allied Services, and for officers promoted to the PCS, Professional Programme for the PCS Executive, and<br />
Field Experience <strong>Training</strong> for Secretariat Officers. It has also thrown open its portals for training to officers<br />
of Power Corporation, Department of Physically Disabled, Labour, National Rural Health Mission<br />
(NRHM), State Innovations in Family Planning Services Project Agency (SIFPSA), and Women & Child<br />
Development.<br />
5. It satisfies me to note that the <strong>Academy</strong> has made notable contribution towards formulation of the<br />
State's strategy for combating and mitigating the deleterious effects of Climate Change through a series of<br />
interactive meetings with the Departments concerned. It also organized the first State level five days<br />
Workshop-cum-<strong>Training</strong> on Climate Change in which a cross-section of stakeholders were addressed by<br />
some of the best experts on the subject. <strong>UP</strong>AAM has also contributed towards preparation of State Disaster<br />
Management Plans and Standard Operating Procedures. Its contribution towards dissemination of<br />
information about the provisions of the RTI Act has also been commendable.<br />
6. The two areas that merit attention on part of the Departments concerned and the <strong>Academy</strong> are:<br />
one, the need to designate a reasonably competent and senior officer as the <strong>Training</strong> Managers in the<br />
Departments so that the Heads of the Department, aided by the <strong>Training</strong> Managers, and <strong>UP</strong>AAM can<br />
jointly undertake analysis and review of the training needs of a given sector; second, the need to spare the<br />
officers for training and to make use of their upgraded skills subsequent to training.<br />
7. I am aware that the <strong>Academy</strong> has a small team, and is in need of both human resource<br />
augmentation and infrastructure strengthening. The State Government will do its best to enable the<br />
<strong>Academy</strong> to discharge its mandate effectively. I wish all the best to the <strong>Academy</strong> and hope that it continues<br />
to discharge its obligations with dedication.<br />

From the Director General's Desk<br />
Competence, fair-mindedness, probity, neutrality and empathy are acknowledged to be five<br />
most distinct hallmarks of a classical civil servant. The <strong>Academy</strong> is engaged in earnest endeavors towards<br />
realization of its key mandate of inculcation and nurturing of these attributes amongst the civil servants of<br />
the State. Various legislative, judicial and executive institutions, as envisaged within the framework of<br />
our country's Constitution, derive their vitality and robustness from the quality of governance, which in<br />
turn is a function of system, processes, and above all, of the ethical values and ideals upheld by the<br />
individuals at the helm of affairs. Just, impartial and informed delivery of public service ensures<br />
harmonious and stable social and economic order. Recognizing this truth, the training modules of<br />
varying durations for civil servants at different levels of governance delivered by the <strong>Academy</strong> seek to<br />
evolve information levels, instil positive attitude, and a liberal and secular outlook in the trainee officers.<br />
As a matter of fact, the motto of the <strong>Academy</strong>, derived from Shrimadbhagavata, and as enshrined in its<br />
logo, urges and exhorts alleviation of the suffering and affliction of all living beings in pain. Accordingly<br />
the <strong>Academy</strong> strives to develop a sense of empathy among civil servants for the less fortunate members of<br />
society.<br />
2. The <strong>Academy</strong> continued to discharge its primary mandate of conducting induction level flagship<br />
programmes for the officers of Indian Administrative Service, Indian Forest Service, Indian Foreign<br />
Service (field level exposure), direct recruits and promotee officers to the PCS (Executive), officers of the<br />
PCS Allied Services, and Professional Course for the PCS (Executive).<br />
3. The <strong>Academy</strong>'s role in conduct of in-service training programmes is on continual increase. The<br />
newest addition to the basket of in-service training programmes is the five-week long Phase-IV course for<br />
PCS officers with 15 to 20 years of service in conjunction with the Indian Institute of Management,<br />
Lucknow, and having a component of visits to institutions/organizations in Asian countries to learn from<br />
the practices worthy of emulation. Consistent with our objective of continuous evolution, a mid-term<br />
evaluation and review of the Phase-V training course for PCS officers with 20 years or more years of<br />
service conducted jointly with Duke Centre for International Development, Duke University led to the<br />
required refinement in the delivery of outputs on the basis of mutual agreement by the State Government<br />
of U.P. and DCID.<br />

4. The basket of short-term courses for officers of the State Government's Departments and<br />
organizations has witnessed a considerable enrichment with incorporation of subject areas reflecting<br />
contemporary concerns. We have added courses on 'Coping with Climate Change', 'Public-Private<br />
Partnership in Service Delivery and Infrastructure Development', 'Sustainable Development', 'Urban<br />
Forestry', 'Watershed Development' and 'Orientation for Retiring Officers'.<br />
5. Following the assignment of specific mandate in the field of Disaster Management, the <strong>Academy</strong>'s<br />
DM Cell is geared to conduct courses on mitigation, response and rehabilitation concerning disasters<br />
caused by fire, earthquakes and the chemical, biological, radiological and nuclear accidents.<br />
6. The scope of responsibilities assigned to the <strong>Academy</strong> saw a welcome enlargement with the<br />
coordinating role being assigned to this Institution with regard to two areas namely, the formulation of<br />
strategy and action plan for meeting challenges posed by Climate Change; and preparation of State<br />
Disaster Management Plans and Standard Operating Procedures for managing disasters of various kinds.<br />
7. The band of our mandate is happily widening, and so is our determination to live up to it. We are<br />
glad that we moved a few confident strides closer to the goals that we have set for ourselves.<br />
