JOB DESCRIPTION<br />

Position Title: <strong>Project</strong> <strong>Manager</strong>, <strong>Arts</strong> <strong>Education</strong> Outreach<br />

Classification:<br />

<strong>The</strong> <strong>Arts</strong> <strong>Education</strong> <strong>Project</strong> <strong>Manager</strong> is a part-time, non-exempt position that performs<br />

professional and administrative work to advance the goals of <strong>California</strong> State PTA’s arts<br />

education and parent engagement grant project. This position coordinates, implements and<br />

manages the activities of the grant project; it reports to the executive director and works closely<br />

with PTA’s Special Committee for <strong>Arts</strong> <strong>Education</strong>. This position is classified on the non-exempt<br />

salary schedule as a <strong>Project</strong> <strong>Manager</strong>.<br />

Salary Range:<br />

$51,000 to $61,200 Full-Time Equivalent (FTE)<br />

Essential Functions:<br />

• Working closely with the Special Committee for <strong>Arts</strong> <strong>Education</strong> and under the direction<br />

of the executive director, initiates, coordinates and manages strategies to implement the<br />

activities set forth in the grant project (see below).<br />

• Coordinates the work of committee members, other staff, outside consultants, project<br />

participants and partner groups to successfully implement grant activities.<br />

• Provides direct support to the Special Committee in preparing for meetings and<br />

conducting follow-up.<br />

• Manages project timelines and deliverables.<br />

• Maintains, compiles and analyzes data to regularly monitor progress towards project<br />

indicators and targets; prepares periodic progress reports and summaries.<br />

• Assists project team members, PTA leaders, educators, communities and partner groups<br />

in organizing, skill building and implementing the pilot engagement and training program<br />

component.<br />

• Builds relationships with PTA leaders, educators, community groups, arts groups,<br />

policymakers and other key decision makers that have impacts on education and arts<br />

issues.<br />

• Conducts and compiles arts education related research.<br />

• Consistent with <strong>California</strong> State PTA priorities and positions, assists in initiating and<br />

developing advocacy strategies and messages, including member and community<br />

mobilization.<br />

• Facilitates communications with multiple audiences; promotes diversity and inclusion to<br />

maximize broad participation in the project.<br />

• Effectively utilizes online organizing to engage local and statewide supporters; prepares<br />

materials for the website and social media.


• Writes and edits articles, reports, summaries, background papers, key messages and other<br />

materials.<br />

• Conducts in person and conference call presentations; represents the association at<br />

meetings and events as requested.<br />

• Successfully monitors feedback to identify and resolve problems and meet project needs.<br />

• Performs other duties as assigned.<br />

Qualifications<br />

o Minimum 2 -3 years project management experience including organizing and<br />

implementing assigned projects; logistical planning; and experience interacting with and<br />

communicating with diverse populations<br />

o Independent, self-motivated, proactive thinker<br />

o Proven critical thinking skills and ability to manage multiple tasks simultaneously.<br />

o Detailed-oriented<br />

o Team player; ability to work well with people in a professional environment<br />

o Excellent writing and presentation skills<br />

o Strong computer and internet research skills<br />

Desired Qualifications<br />

o Familiarity with the arts<br />

o Familiarity with public education and parent involvement<br />

o Experience working with committees and/or boards<br />

o Experience with community organizing and/or grassroots advocacy<br />

o Experience with web-based outreach and online organizing<br />

o Experience coordinating projects with non-traditional alliances<br />

o Experience leading and coordinating skill trainings<br />

o Able to keep diverse communities motivated to achieve project objectives<br />

Working conditions/Physical demands:<br />

• Travel is a requirement for this position.<br />

• Must have a valid <strong>California</strong> Driver’s License.<br />

• Work in an office setting.


<strong>California</strong> State PTA <strong>Arts</strong> <strong>Education</strong> <strong>Project</strong><br />

Background<br />

<strong>California</strong> State PTA has received an 18-month grant from the Hewlett Foundation to implement an arts<br />

education and parent engagement plan that was developed last year, as part of a planning grant. <strong>The</strong><br />

ultimate desired outcome of this grant is to achieve: “Academic and career success for all <strong>California</strong><br />

public school students through increased and equitable access to a complete curriculum that includes high<br />

quality arts education.”<br />

At the end of the grant term, the intermediate outcomes we expect o see are:<br />

• Increased levels of parent involvement and collaboration in pilot schools and districts.<br />

• <strong>California</strong> State PTA leading a sustainable and ever-growing network of parents, family<br />

members and caring adults who communicate and act at the local and state levels to<br />

promote and support increased and equitable access for all students to a complete<br />

curriculum that includes high quality arts education.<br />

Subsequent to the grant term, we expect to see:<br />

• Systemic arts education building blocks in place at the pilot schools and/or school<br />

districts, including: stakeholder awareness about the value of arts education; creation of<br />

an arts planning team; development of a school or school district policy and long-term<br />

plan (or an inclusive process in place for developing such a policy and plan); assessment<br />

of students’ access to standards-based arts education; sharing of best practices and<br />

strategies; and parent input and involvement in policy and funding decisions.<br />

Snapshot of major activities during the grant term<br />

A. Implement a pilot parent engagement and leadership training program to increase general<br />

awareness about public schools and thereby increase participation in the network,<br />

especially from traditionally underrepresented communities. <strong>The</strong> pilot program will run<br />

in a minimum of four elementary school sites in each of four school districts, (a minimum<br />

total of 16 schools). At each pilot school site, the program will consist of two parent and<br />

family engagement sessions followed by a series of leadership trainings that are:<br />

inclusive, relevant to parents’ primary interest in helping their own children, and provide<br />

general training on schools. Multiple channels will be utilized to invite and encourage all<br />

parents and family members at the site to attend the sessions. At each site, PTA will act<br />

as the catalyst to bring together and involve principals and various other parent bodies<br />

(such as English Language Acquisition Committees and School Site Councils).<br />

B. Expand opportunities for people to participate in <strong>California</strong> State PTA’s statewide<br />

network, both within PTA channels, and with PTA partners. Assist and support PTA


units, councils and districts in promoting participation in the network, and providing local<br />

resources to parents and families.<br />

C. Provide structured opportunities for network participants to gain knowledge, share<br />

strategic information and best practices, establish partnerships, develop common<br />

advocacy strategies, and build momentum for an overall quality education/arts<br />

movement. Convene quarterly conference calls/webinars and regional forums for network<br />

participants; build an online community; develop tools for network leaders to assist in<br />

building local partnerships.<br />

D. Develop and refine network strategies, messaging and materials to maximize the<br />

effectiveness of the network.<br />

E. Develop/refine <strong>California</strong> State PTA advocacy mobilization systems to maximize<br />

effectiveness of the network. Develop systems to reach more participants through<br />

electronic communications, and enable message delivery by PTA districts, counties,<br />

school districts and/or legislative districts.<br />

F. Develop non-electronic mobilization systems. Utilize PTA regional arts chairmen and<br />

legislative chairmen to disseminate messages and calls to action.<br />

G. Track progress in pilot schools and districts and statewide .
