BACKGROUND<br />

About 65 percent of the land area of India is liable<br />

to seismic hazard damage.<br />

The housing situation in the country is: 50 percent<br />

of existing housing units consist of clay, adobe or<br />

stone walls and 35 percent have burnt brick walls.<br />

All are highly vulnerable to sustain heavy to total<br />

damage under seismic intensities of VII, VIII and IX.<br />

60% of the nation's population, live in regions of<br />

high seismic risk<br />

with little or no earthquake<br />

preparedness measures in place.


Seismic Hazard in India<br />

• The Himalayan frontal arc, , flanked by the<br />

Chaman fault in the west, constitutes one<br />

of the<br />

most seismically active intra<br />

continental regions in the world.<br />

• During past two centuries, earthquakes in<br />

India have killed 120,000 people, , including<br />

the devastating 2001 Gujarat earthquake<br />

that killed around 13,300 people.

urban areas of Uttar Pradesh for :<br />

Earthquake provisions as per BIS<br />

& NBC are made mandatory in all<br />

urban areas of Uttar Pradesh.<br />

Mandatory provisions as per BIS & NBC in all<br />

urban areas of Uttar Pradesh for :<br />

• All building having more than 12mt ht.<br />

• All important building, e.g. Hospitals,<br />

Bus terminals, Educational institutes,<br />

Auditorium, Meeting halls, Cinema Halls<br />

having more than 500sqm covered area.<br />

• Structural Safety Certificate by<br />

Structure Engineer along with Buildings<br />

Plans is made mandatory on prescribed<br />

proforma.


Mandatory provisions as per BIS & NBC in all<br />

urban areas of Uttar Pradesh for :<br />

• The Building plan shall include, soil testing<br />

report, proposed foundation &<br />

superstructure details / design, & structural<br />

provisions for earthquake safety<br />

• Supervision of construction as per sanction<br />

plan by Site Civil Engineer having mini. of 3<br />

years experience of construction activities.<br />

• Regular sample testing of building materials<br />

by authorised laboratories & result report to<br />

be kept ready at construction site itself.


Mandatory provisions as per BIS & NBC in all<br />

urban areas of Uttar Pradesh for :<br />

• Provisions for surprise inspection by an<br />

independent expert or by an expert appointed<br />

by the allottees.<br />

• Provisions of inspection for buildings having 8<br />

storied or more than 24mt ht. by Expert<br />

Inspecting Civil Engineer as a panel<br />

constituting one expert of mini. of a chief<br />

engineer level and one mini. of a professor level<br />

from IIT Roorki or equivalent technical institute.<br />

• Based on severity of earthquake zone and type<br />

of buildings, mini. experience for Graduate and<br />

Post Graduate structural engineers are laid out.


Mandatory provisions as per BIS & NBC in all<br />

urban areas of Uttar Pradesh for :<br />

• A signboard of mini. 3 X 4 feet size to be fixed at<br />

an appropriate location having name, address,<br />

tel.no. of Architect and Structural Engineer<br />

• Completion Certificate made mandatory & no<br />

occupancy of any kind is allowed before getting<br />

the Completion Certificate<br />

• Any type of alteration or modification in the<br />

sanction building plan requires the Structure<br />

Safety Certificate from Qualified Structural<br />

Engineer.<br />

• Any deviation or violation from the Sanction plan<br />

or the norms of structure safety shall be<br />

considered as Criminal Negligence


Mandatory provisions as per BIS & NBC in all<br />

• Provisions are being made in Master<br />

Plans/Zoning Plans to identify Risk Zones<br />

• Comprehensive survey in progress to<br />

identify all high rise buildings in urban<br />

areas of Uttar Pradesh<br />

• Preparation of Panel of experts to be kept<br />

handy at Awas Bandhu at the time of any<br />

disaster emergency


Five moderate earthquakes of<br />

around 6.5 magnitude have occurred<br />

in India since 1988; this leaves the<br />

country with no choice but to<br />

develop strong initiatives in<br />

earthquake disaster preparedness,<br />

mitigation and management.
