facilities are to serve visitors, local picnickers and beach goers, and increase the attraction <strong>of</strong><br />

the beach edge parklands and contribute to surveillance and community safety.<br />

• Bush regeneration to maintain and improve native vegetation to enhance the bushland setting.<br />

4.3.3 <strong>Plan</strong>ning Guidelines<br />

• Innovative site design and interpretation will respond to the transitions that exist between the<br />

<strong>Foreshores</strong> MP and the Public domain hub / recreation link shown in Figure 6.<br />

• A detailed landscape and development plan, including further public consultation, should<br />

precede all landscape and recreation developments. Any vegetation clearance to provide<br />

improved beach access and vista should be subject to further detailed planning and<br />

consultation.<br />

• Pedestrian access to the beach to be located and designed to retain the visual and ecological<br />

values <strong>of</strong> the rehabilitated dunal system.<br />

• Boardwalk and viewing platforms to be introduced and integrated with pedestrian access<br />

through the dune.<br />

• All built form within the MP is to be sympathetic to the foredune vegetation view line west from<br />

<strong>Jetty</strong> Beach.<br />

• Architectural style to reflect the beach side character and native bushland setting.<br />

• Adequate vehicular access and on grade parking to be provided to serve the needs <strong>of</strong> local<br />

users and visitors to the area.<br />

• Naval cadets to be re-accommodated with a suitable venue.<br />

4.3.4 Urban / <strong>Land</strong>scape Design Guidelines<br />

Built Form<br />

Any proposal for development within the MP is to take account <strong>of</strong> impacts on views west from <strong>Jetty</strong><br />

Beach.<br />

Built Character<br />

Architectural style is to reflect the heritage features <strong>of</strong> the <strong>C<strong>of</strong>fs</strong> <strong>Harbour</strong> <strong>Jetty</strong>, beach side<br />

character and bushland setting.<br />

Traffic and Parking<br />

• Traffic access is to be restricted to a single north-south connector road.<br />

• Parking is to be provided in discrete parking areas located in close proximity to picnic / play<br />

areas behind the dune.<br />

Pedestrian Amenity And Movement<br />

• Pedestrian / cycle movement is to be catered for via a formalised north - south pedestrian /<br />

cycle way.<br />
