Measuring LLN success against<br />

<strong>the</strong> AQTF quality indicators<br />

<strong>The</strong> AQTF Users’ Guide to <strong>the</strong> Essential Conditions<br />

and Standards for Registration states that <strong>the</strong><br />

application <strong>of</strong> <strong>the</strong> essential conditions and<br />

standards will differ considerably according to <strong>the</strong><br />

size and scope <strong>of</strong> <strong>the</strong> RTO and <strong>the</strong> types <strong>of</strong> learners<br />

<strong>the</strong>y are dealing with.<br />

State and territory registering bodies will use <strong>the</strong><br />

AQTF quality indicators to develop and manage<br />

<strong>the</strong> risk pr<strong>of</strong>ile <strong>of</strong> RTOs, that is, how well <strong>the</strong>y are<br />

meeting <strong>the</strong>ir obligations under <strong>the</strong> AQTF.<br />

Each RTO needs to manage <strong>the</strong> risk associated with<br />

LLN against each quality indicator according to <strong>the</strong>ir<br />

learner pr<strong>of</strong>ile and scope <strong>of</strong> registration.<br />

RTOs need to be aware <strong>of</strong> LLN because <strong>the</strong>y impact<br />

on <strong>the</strong>:<br />

• way information is communicated to learners and<br />

staff<br />

• way in which training and assessment is<br />

constructed and conducted<br />

• way in which learners learn, as well as <strong>the</strong>ir<br />

success and satisfaction<br />

• perception by employers <strong>of</strong> <strong>the</strong> RTO’s ability to<br />

provide learners with <strong>the</strong> required workplace skill<br />

AQTF quality indicators<br />

Employer satisfaction<br />

This indicator will focus on: employer evaluations<br />

<strong>of</strong> learners’ competency development; its<br />

relevance to work and fur<strong>the</strong>r training; <strong>the</strong> overall<br />

quality <strong>of</strong> training and assessment.<br />

Learner engagement and competency<br />

development<br />

This indicator will focus on: <strong>the</strong> extent to which<br />

learners are engaging in <strong>the</strong> types <strong>of</strong> activities<br />

which are likely to promote high quality skills<br />

outcomes; learners’ perceptions <strong>of</strong> <strong>the</strong> quality<br />

<strong>of</strong> <strong>the</strong>ir competency development; <strong>the</strong> support<br />

learners receive from RTOs.<br />

Competency completion rate<br />

This will be calculated for qualifications and units<br />

<strong>of</strong> competency / modules delivered. It will be<br />

based on data provided by RTOs concerning <strong>the</strong><br />

number <strong>of</strong> enrolments in <strong>the</strong> previous calendar<br />

year, as well as <strong>the</strong> number <strong>of</strong> qualifications<br />

completed and / or units <strong>of</strong> competency /<br />

modules awarded in <strong>the</strong> previous calendar year.<br />

• RTO’s ability to comply with <strong>the</strong> AQTF Essential<br />

Conditions and Standards for Registration.<br />
