• There should be mechanisms in place for children to report suspected or real cases of<br />
abuse and exploitation and these must be child- and gender sensitive. Follow-up by<br />
professionals should be timely and child- and gender-sensitive.<br />
• Coordination among stakeholders.<br />
• Establish collaboration agreements, protocols and viable networks to build<br />
coordination and service referral for victims among government agencies, civil society<br />
organizations and service providers.<br />
Family unity and capacity<br />
• Focus policies on (1) building family capacity to protect and care for children,<br />
including livelihood options; (2) building knowledge of child rights, child<br />
development, child participation and child protection issues; and (3) health care and<br />
social intervention services.<br />
• Give special attention to disadvantaged communities, minorities, indigenous groups<br />
and households headed by females and children.<br />
Institutionalization of children<br />
• Establish policies that reduce the number of children in institutions by developing<br />
family care and community-based alternatives.<br />
International cooperation<br />
• Promote international cooperation through coordination among international<br />
organizations.<br />
• Increase the focus on sexual abuse and exploitation of boys through development aid.<br />
9.5 Programming<br />
Expand awareness of sexual abuse<br />
• Conduct awareness campaigns in schools, communities and families, with children’s<br />
participation and the assistance of national media, on sexual abuse and related issues,<br />
including gender discrimination and imbalance, children’s rights and harmful<br />
traditional practices, among others.<br />
• Provide information and education on sexual health and sexual abuse in schools and<br />
in training curricula for professionals, including social workers, teachers, police,<br />
health practitioners and journalists.<br />
Address sexual exploitation in pornography<br />
• Ensure the existence of a national specialized law enforcement entity dedicated to<br />
investigating Internet-facilitated crimes against children and to identifying victims of<br />
child sexual exploitation.<br />
• Establish national specialized units to work in cooperation with other national units on<br />
child pornography, through Interpol, with images of child sexual exploitation to be<br />
shared through the International Child Sexual Exploitation database as material<br />
evidence of a crime.<br />
• Require Internet service providers to report child abuse images and block access to<br />
sites including them.<br />
• Establish administrative regulation of cyber cafes and other places where computers<br />
are available to the general public, including specific measures to protect children and<br />
adolescents, which may take the form of a standard or code of conduct.<br />
