UNICEF has supported local NGOs to train community-based organizations and religious<br />

leaders to identify victims of family-based violence and provide appropriate support and care<br />

for them. Although a large number of cases remain hidden, this initiative has increased<br />

awareness, and more cases are being reported. 452 The Department of Police, with the<br />

assistance of Save the Children and UNICEF, has produced a handbook on child abuse for<br />

police officers, with practical advice on detecting and dealing with different forms of abuse,<br />

including sexual abuse. The NCPA has published a teachers’ guide on corporal punishment,<br />

including how to detect child sexual abuse.<br />

8.4.3 Legislative changes<br />

Several NGOs and international organizations, as well as members of the NCPA, government<br />

and judiciary, have taken active steps to strengthen the country’s legislation. The result is a<br />

number of amendments to the Penal Code that more effectively address child abuse and<br />

exploitation. The NGOs include PEACE, the Lanka Evangelical Alliance Development<br />

Service (LEADS), Centre for Women’s Research and Lawyers for Human Rights and<br />

Development.<br />

8.4.4 Prevention through advocacy and awareness-raising<br />

For many years PEACE has been campaigning against child sexual abuse and exploitation<br />

both internationally and within the country. As the local representative of ECPAT<br />

International, PEACE has been instrumental in bringing international attention to tourism for<br />

child sexual exploitation in Sri Lanka. As well as conducting community-based research and<br />

education, PEACE works on awareness and advocacy regarding child sexual exploitation<br />

both within and outside tourism at all levels of Sri Lankan society, among children, parents,<br />

professionals and legislators.<br />

Eradicating Sexual Child Abuse, Prostitution and Exploitation (ESCAPE) is a project of<br />

LEADS. It conducts awareness programmes in schools and training programmes for teachers,<br />

social workers, counsellors and others working with children. Don Bosco conducts<br />

community outreach prevention programmes to empower families and communities to protect<br />

children. The social workers of the NGO Serve conduct awareness-raising activities in<br />

schools to reduce physical, psychological and sexual abuse of children.<br />

In partnership with local organizations, UNICEF sensitizes lawyers, police officers, probation<br />

officers, doctors and other professionals on sexual abuse and exploitation. UNICEF has<br />

worked with the country’s police to establish special desks for child abuse and build the<br />

capacity of law enforcement officers to provide child-friendly services for abuse victims. 453<br />

UNICEF has also played a significant role in changing community attitudes towards the<br />

sexual exploitation of Sri Lankan children. Using television, radio and newspapers in English,<br />

Sinhala and Tamil, UNICEF has led a mass media campaign to promote awareness of the<br />
