CBJ conducted raids in22 districton Friday
as part of its investigation into the NRHM
scam, which ha claimed five lives tillnow.
It also lodged fourfresh fißs inthe tlO,OOOcrore
scam that rocked the Mayawati government
last year. Among those named in
the FIR are doctors, health department officials
and medicine suppliers. Withthis the
total number of casesregistered inregards

The raids were carried out in Lucknow,
Basti, Eahraich, Varanasi, Gazipur among
other places. CIII had on Wednesday questionedßSP
MLARam Prasad Jaiswal, akey
figure in the NEfIM scam. It had already
questioned and raided the residence of
family welfare minister Babu Singh Kushwaha.
It is likely to question him again in
the coming weeks,
The NRHM scam came into the openafter
chief medical officer, family welfare, Vinod
Kumar Arya, was killed in broad daylight
on October2olo. This was soonfollowed by
the killing of CMO B Singh outside his
home on April2,2011. In its bid to cover up
the scam, the police under pressure from
higher upsframed deputy CMO YS Sachan
forgetting the two doctorskilled and he was
sent to prison. But on June 22,2011, Dr Sachan
was also found dead inside the jail
premises, with the police trying to dismiss
itas a suicide first. Later it emerged that he
too was kified to cover up the scam. These
murders were related to the rampant corruption
in the implementation of the
NRIIMscheme in UP.

initiated two preliminary
enquiries (PEs) in two cases of
alleged irregularities in the
Cononwealth Games(CWG).
The PFIs were lodged toprobe
irregularities in the multi-crore
renovation project on
Connaught Place (CP) and New
Delhi Municipal Council
(NDMC)'s street-lighting projects
as part of a beautification
drive ahead of the
sporting event.
The CPrenovation projecthad
allegedly escalated nine times,
from the initial estimated sum
oft76 crore in 2005 to
671 crore
in 2007, according to a CDI
source. Though the project's
planning began in 2004, its
detailedproject report was only
completed in February 2008,
which delayed itand led to cost
escalation, the source said.
The agency also suspects that

the project's cost escalation
could have been allegedly triggered
by the NDMC decision to
expand its scope and also due
to a cost-revision exercise triggered
by its inclusion under the

equipment, though they were
available in the domestic market,
led to the needless expenditureofaround

of imported equipment.

against seven persons, including

for their alleged roles in the
CWG street lightning scam, on

ofInvestigation (CBI) has lodged
a case against an official of the
rank of Assistant Commissioner
of Police (ACP) in Delhi Police
for allegedly amassing assets
worth several crore that were
disproportionate to his known
sourceof income.
The accused, ACP Mahipal
Yadav, is currently posted with
the fourth battalion, Delhi
Armed Police, Wazirabad.
Inducted as a sub-inspector in
Delhi Police in 1977, Yadav has
held several important assignments
in the past.
The agency filed a cased
against Yadav under Section
13(1)(e) of the Prevention of
Corruption Act, 1988, for owning
disproportionate assets
including six prime assets in
central and south Delhi, one of
which is located in the posh
Greater Kallash. The CBI has
accused Yadav of owning five
floors, worth several crore, in
Tughlaqabad and Green Park.

"Documents also indicate that
he held a flat in F'aridabad,
Haryana and a lucrative commercial
property in Greater

in Lucknow.
In New Delhi CBI spokesperson
Dharini Mishra said, "The
allegations are of gross irregularities
and manipulation in
award ofcontracts by CMOs to
various private parties."
The scam has claimed two
CMOs and a deputy CMO, who
were murdered, and others, who
allegedly committed suicide.
The agency has named politicians
and bureaucrats, includingformer
minister Babu Singh
Kushwaha, who wassacked, and
formerfamily welfare secretary
Pradeep Shukla.

The Supreme Court today
dismissed the petition filed by former Union telecom
secretary Mr Siddarth Behura seeking interim
bail in the 2G scam case even as Team Anna
member Mr Prashant Ehushan filed another
petition seeking a court-monitored CM trobe
into the Union home minister Mr P
Chidambaram's alleged rote in fixing the 26
spectrum prices along with then teletom minister
Mr A Raja. Mr Chidambaram was the finance minister
when the alleged multi-million-rupee scam
took place.

which had rejected his petition for bail, Mr Raja
and Mr Behura are in Tihar Jail for their alleged
involvement in (he 2G scam case.
The petition, filed by the Centre for Public
Interest Litigation (CPIL), has contended that the
facts that have now come on record merit a thorough
investigation into the role of the finance
ministry and Mr Chidambaram in the 2G scam.
The petition has alleged that Mr Chidambaram
overruled the officers of the finance ministrywho
had favoured auction/market-based pricing'of
the spectrum, and by doing so he allowed the 2G
scam to precipitate.
The CPIL has held that as the finance minister,
Mr Chidambaram was in a position to stop the
scam which led to massive loss to public finances
and corresponding gains to private parties. Thus,
he clearly abused his position to benefit private
parties and is liable to be tried under the
Prevention of Corruption Act.

Yesterday, the Janata Party president Mr

The case has been
registered against the
first-time Lok Sabha MP
fromDadra and Nagar
Haveli based on allegations
that he amassed
disproportionate assets
worth about Rs.2.18 crore
between 2001 and 2009
when he was the member
of Silvassa Group Gram
Panchayat, Interim
Council of Silvassa
Municipal Area and the
Silvassa Municipal Council
on different occasions.
The CBI has claimed to
have seized documents
pertaining to movable and
immovable assets during
the search and they were
being examined.

of the Delhi Police
has been booked by the Central
Bureau of Investigation
for allegedly possessing assets
disproportionate to his

Mahipal Singh, who was
previously posted as the in-'

sub-division, has been booked
under the Prevention of
Corruption Act.
According to the CM, he
was allegedly found in possession
offive properties--one in
Green Park and four in Tughlaqabad--in
the name of either
him or his relatives. He
also
purportedly owns a flat
in neighbouring Faridabad.
The agency suspects that he
also owns several benami
properties at other places in
the Capital.
After registration
of the
case, the CBI sleuths conducted
searches at five places,
including the South Delhi
residence of the accused ACP.+
They are scrutinising property
papers and the financial
transactions allegedly made
through his bank accounts.

of Investigation has detected
alleged irregularities
in the award of contracts by
the Chief Medical Officers of
district hospitals in the
course of execution and implementation
of the National
Rural Health Mission funds
in Uttar Pradesh. While four
fresh cases have been registered,
searches are being carried
out at over 30 places
across the State.
The cases have been registered
under the relevant provisions
of the Indian Penal
Code and the Prevention of
Corruption Act. According to
a CBI spokesperson, gross irregularities
and manipulations
have allegedly been
detected in the award of contracts
by the accused CMOs
to groups of private parties
active in several districts.
The first case covers irregularities
in the contracts
awarded by the then CMOs
posted in ICushinagar, Gorakhpur,
Deoria and
Maharajganj
to a group of private
firms, mainly based in Lucknow,
at inflated rates causing
substantial losses to the exchequer.
The companies have
been identified as Sewa Enterprises,
Sun Surgical, undustan
Trading, Surji
Sugicals, Charisma Health
Care, Medicine Mahal, Garg
Pharma and Gupta Brother.

Ballia, Gorakhpur,
Siddharth Nagar and Kanpur
have been booked in the
fourth case for allegedly
awarding contracts for procurements
to Daffodills Pharmaceuticals
and Eastern
Drugs & Sanitary Products at
inflated rates.
"Searchesare being carried
out at $0 places in Lucknow,
Varanasi, Meerut, Bahraich
and Ballia," said the official.
The CBI had in November
last registered a preliminary
enquiry in pursuance of a
court order for a probe into
the implementation of the
NRHM funds allocated to the
State Government. The enquiry
revealed that the Mission
Directorate (NRI-IM) of
the U.P. Government had received
money running into
several thousand crores between
2005-06 and 2010-11
towards expenditure under
various heads of schemes like
Mission Flexipool, Immunization,
Reproductive Child
Health and
National Blindness
Control Programme,
apart from funds forcivil construction
and up-gradation of
hospitals.
The funds channelled to
the respective district health
societies were "utilised" by
the CMO5/CMO (Family
Welfare) concerned. "The enquiry
carried out so far has
indicated that drugs and
equipments, even of substandard
quality, were supplied
by the accused firms at
inflated rates," said the official
added. The private companies
purportedly bagged
the contracts through their
links with public servants.

Home Minister P. Chidambaram,
as Finance Minister, had
an equal role as the former
Telecom Minister A. Raja in
fixing the 2G spectrum licence
prices, the Centre for
Public Interest Litigation
(CPIL) on Friday moved the
Supreme Court demanding a
CBI probe into the former's
role in the scam:

overruled the officers of
his own Ministry who
favoured

and instead allowed the 2G
scam to take place and the
companies to make windfall

The CPIL alleged that Mr.
Chidambarani, in no time, revised
his position from giving'
away 4.4 MHz of spectrum at
2001 prices, to giving away
6.2 MHz of spectrum at 2001
prices thus forcing an additional
loss on the exchequer.
He knew fully well even post
issue ofLetters of Intent that
it was legally possible to auction
start-up spectrum
and
provisions of the licence
agreement being cited by the
DoT were not applicable
since the Lol holders were
not licensees at this stage.
Further, it said, the then
Finance Minister allowed
companies such as Swan and
Unitech to sell off their
stakes, without charging any
government's share of itspremium
on account of spectrum
valuation and without enforcing
his own agreement
with Mr. Jtaja dated January
30,2008.
The petitioner said new
documents and evidence
showed that within three
weeks of the issuance of the
LoIs, Mr. Raja and Mr. Chidambaram
met and concluded
that 14 operators were too
many for the Indian market
and that several of the new
entrants had come in for
'speculative reasons.' Further,

"There are
several unanswered
questions that are for
the CR1 to investigate. The reluctance
of the CR1 in investigating
thç role of Mr.
Chidambaram or even questioning
the then Finance
Minister is not surprising because
as Home Minister, Mr.
Chidambaram is a very powerful
figure in the Central
Government under which the
CR1
functions, and most of
the officers of the CBI are of
IPS cadre whose controlling
authority (in charge
of appointments,
postings, transfers,
appraisal reports,
promotions) is the Home
Ministry itself," the CPIL
said.
It sought a direction to the
CR1 to conduct a thorough investigation

Finance Ministry under the

MCD officials, for their alleged
role in the Commonwealth
Games (CWG) street
lighting scam. One of the 10
Games-related scams being
probedby the CBI, it caused
a loss ofaboutRs 1.5 crore to
the

In an order issued on Friday,
Special CBI Judge
Pradeep Chadha said that
prima facie, a case was made
out against the four officials
forentering into a conspiracy
with a private firm, Sweska
Powertech EngineersPrivate
Ltd, and its two co-promoters,
J P Singh andT P Singh.
The court discharged
MehulKarnik, an official of
Philips India, stating that he
was simply in the wrong
place at the wrongtime.

In 2008, theMCD floated
a tender for impioving street
lights in the city. As much as
10136 km of road was covered
in thecontract, bagged
by Sweska Engineering, a Rajouri
Garden-basedfirm,for
Rs 3433 crore.

(PEs) against NDMC
officialsand private contractors
in connection withbeautification
workundertaken at
Connaught Place (CP) and installation
of Street lightsin

reportedly found prima facie
evidence suggestingthat
funds were misappropriated.
TheCBI will coordinatewith
the I-Tdepartment and

a loss ofRs 1,42,83,000 to the
government.

WEEKS after an Assistant
Commissionerof Delhi Police
was transferredand an
inquiry orderedagainst him
in connection with a land
scam that took place in an
area under his jurisdiction,
the CBI on Thursday conducted
searches at his residence
and office.
The searches reportedly
led to the recovery ofdocuments
pertaining to properties
and bank accounts,
sourcessaid.
Following the searches,
theCBI registered a case under
Section 13 (1) (E) of the
Prevention of Corruption
Act against ACP Mahipal
Singh.
Sources in the agency
claimed that theywerelooking
into allegations that

either in his name or in

houses in assets case

in connection with a disproportionate
assets case. Pate!
is a first-timeMI'from Dadra
andNagar Haveli.
Theraids werecarded out
in Delhi and Dadra and Nagar
Haveli. Pate!, who is also a
member of standing committe
on Home Affairs, has
been under theCBJ scanner
for past fewweeks. The CI,
in a simultaneous operation,
searched
his Silvassa residence
in Dadra and Nagar
Haveli and his SouthAvenue
residence inDelhi.
It is alleged that the MP
has accumulatedwealth
proportionate to his known
sources of income. The
agercy has pegged the disproportionate
assets to the
tuneofRs2.l8crore.
Patel sewed as memberof
Silvassa Group Gram Panchayat,
Interim Council of
Silvassa Municipal Area and
Silvassa Municipal Council
on different occasions between
2001and 2009.
The Cifi claimed that several
incriminatingdocuments

in connection with the

related to his income
