Upon eligibility, the <strong>of</strong>fender is <strong>in</strong>terviewed and a detailed case summary is submitted to<br />

parole panel members for a release decision.<br />

Clemency Section is responsible for process<strong>in</strong>g and prepar<strong>in</strong>g clemency requests for<br />

consideration and decision by the board. There are several types <strong>of</strong> clemency available <strong>in</strong><br />

<strong>Texas</strong>, but the primary requests are for full pardon, commutation <strong>of</strong> sentence, reprieve <strong>of</strong><br />

execution, and emergency reprieves. The Clemency Section’s staff <strong>in</strong>vestigates, compiles all<br />

<strong>in</strong>formation, and notifies trial <strong>of</strong>ficials <strong>of</strong> clemency consideration prior to presentation to the<br />

board.<br />

<strong>Parole</strong> Division<br />

The term “parole” comes from the French parole mean<strong>in</strong>g “word,” as <strong>in</strong> giv<strong>in</strong>g one’s word <strong>of</strong><br />

honor or promise. It has come to mean an <strong>of</strong>fender’s promise to conduct him or herself <strong>in</strong> a<br />

law-abid<strong>in</strong>g manner and <strong>in</strong> accordance to certa<strong>in</strong> rules <strong>in</strong> exchange for release. A person on<br />

parole is still <strong>in</strong> the legal custody <strong>of</strong> the state and rema<strong>in</strong>s under supervision for the<br />

rema<strong>in</strong>der <strong>of</strong> his or her sentence.<br />

TDCJ <strong>Parole</strong> Division is responsible for pre-release plann<strong>in</strong>g and for supervis<strong>in</strong>g parolees<br />

and mandatory supervision <strong>of</strong>fenders once they are released to the community. The mission<br />

<strong>of</strong> the <strong>Parole</strong> Division is to promote public safety and positive <strong>of</strong>fender change through<br />

effective supervision, programs, and services.<br />

Review and Release Process<strong>in</strong>g coord<strong>in</strong>ates the movement and ma<strong>in</strong>tenance <strong>of</strong> <strong>of</strong>fender<br />

files and performs the adm<strong>in</strong>istrative activities necessary to release <strong>of</strong>fenders to parole or<br />

mandatory supervision.<br />

Specialized Programs develops, adm<strong>in</strong>isters, and coord<strong>in</strong>ates therapeutic, rehabilitative,<br />

and resource <strong>in</strong>tervention programs that enhance the division’s ability to re<strong>in</strong>tegrate<br />

<strong>of</strong>fenders and protect the public, to <strong>in</strong>clude tra<strong>in</strong><strong>in</strong>g.<br />

Warrants handles functions related to the process<strong>in</strong>g <strong>of</strong> parole violations, <strong>in</strong>clud<strong>in</strong>g<br />

warrant issuance, publication, and confirmation as well as Interstate Services/Extradition.<br />

Additionally, the section adm<strong>in</strong>isters the Super Intensive Supervision Program (SISP) and<br />

the Electronic Monitor<strong>in</strong>g (EM) program.<br />

Central Coord<strong>in</strong>ation Unit coord<strong>in</strong>ates field operations and carries out various support<br />

functions (deta<strong>in</strong>er monitor<strong>in</strong>g, <strong>in</strong>terstate compact supervision and <strong>in</strong>termediate sanction<br />

facility transfer).<br />

Field Supervision <strong>in</strong>cludes staff <strong>in</strong> numerous district parole <strong>of</strong>fices located throughout the<br />

state who provide direct supervision <strong>of</strong> parolees and mandatory supervision <strong>of</strong>fenders.<br />

<strong>Parole</strong> <strong>of</strong>ficers and other field staff are responsible for <strong>in</strong>vestigat<strong>in</strong>g release plans prior to an<br />

<strong>of</strong>fender’s release, for assessment and classification <strong>of</strong> the <strong>of</strong>fender after release, for<br />

development <strong>of</strong> a supervision plan based on the needs <strong>of</strong> the <strong>of</strong>fender, and for mak<strong>in</strong>g<br />

appropriate referrals. In addition, they ensure that conditions <strong>of</strong> release are met and<br />

<strong>in</strong>itiate <strong>in</strong>tervention procedures when necessary.<br />
