BUSINESS PLAN<br />

1. What is the <strong>Women's</strong> <strong>Premier</strong> <strong>Soccer</strong> <strong>League</strong> (WPSL)<br />

a. The WPSL is a National women's soccer league newly formed in1998, designed to<br />

provide women with a highly competitive summer soccer league. The<br />

teams are comprised of players who have played at the highest levels of soccer<br />

available to women, including International, National, Division I, II, III and NAIA<br />

College play.<br />

b. The WPSL is sanctioned by the United States Adult <strong>Soccer</strong> Association (USASA) as<br />

an affiliate of the United States <strong>Soccer</strong> Federation (USSF), the ruling body for soccer<br />

in the United States and FIFA the World's ruling body for soccer.<br />

2. Mission Statement<br />

a. Promotion and development of Independent <strong>Women's</strong> <strong>Soccer</strong> at the highest level.<br />

Provide a playing opportunity for the elite woman soccer players to play at the<br />

highest level.<br />

b. All are dedicated to the success of the league as a whole as well as to their own<br />

success, recognizing that they cannot long succeed individually without the league<br />

succeeding.<br />

c. Make every effort to bring quality soccer to all levels of the community and to youth<br />

programs.<br />

Promotion of stature of female athlete as role models for the youth.<br />

3. Goals and Objectives<br />

a. Provide the highest level of <strong>Women's</strong> <strong>Soccer</strong> and continuously raise the overall<br />

standard of play.<br />

b. Pursue every avenue of promotion, advertising and community involvement to<br />

create public awareness and interest in the WPSL.<br />

c. Ensure that all teams enter the league with and maintain financial stability.<br />

d. Help all teams gain access to elite players to fill their team roster, including but not<br />

limited to National team, University and College, former University and College<br />

players, and foreign players.<br />

e. Pursue <strong>League</strong>-wide sponsors/advertisers<br />

4. Operation of <strong>League</strong><br />

a. The WPSL will make available a detailed yearly league financial report at the end of<br />

the season, disclosing where league funds are being spent.<br />

b. New teams must submit a business plan with a financial report.<br />

c. Each team must be a financially and operational independent entity and be willing to<br />

sign a league agreement to meet all obligations.<br />

d. Each team will be involved in operating, financing and promoting the league.<br />

e. This will be a team representative run league.<br />

f. Elections will provide the league leadership as to who will control funding of the<br />

league.<br />

4. Operation of <strong>League</strong> Cont.<br />

BUSINESS PLAN<br />

g. Team Representatives will control league activities and will employ a Director of<br />

Operations that will make decisions pertaining to running the league. The league<br />

Administrator will need approval on all decisions from the league and will serve at<br />

the pleasure of the league. This position can be changed or expanded to Fund<br />

Raising, Marketing or Public Relations.<br />

h. Team Representatives vote on all issues including any financial increases.<br />

i. The league will report all meeting minutes to all team representatives.<br />

j. All meeting agendas will be open and any team may add agenda items.<br />

k. Committees will be set-up as needed and as the league grows.<br />

l. A team will be considered an active member of the league upon paying the one time<br />

entry fee of $2,500 and signing a contract approved by the <strong>League</strong>.<br />

m. A team will continue to be an active member of the league as long as they are in<br />

good standing and have a zero balance.<br />

n. See Addendum (Operation of the <strong>League</strong> D. 15). For commissioner assignments<br />

including but not limited to Commissioner Pro-tem, Treasurer, Referee Coordinator,<br />

Recording Secretary, Marketing, Fund Raising or New Team Development.<br />

5. Timetable<br />

a. Team commitment to the league prior to the Annual General Meeting of the current<br />

season.<br />

Championships. The Championships will be played on a rotating<br />

yearly basis in venues throughout the United States.<br />

7. The league will assist all new incoming teams in meeting the above<br />

deadlines.<br />

8. Provisional teams will be allowed to play games around the <strong>League</strong>’s<br />

final schedule.<br />

a. The league will provide a divisional structure of which calls for a <strong>Premier</strong> Open<br />

Division and future plans for a <strong>Premier</strong> Second Division.<br />

b. Structure of the league can be changed at the league meeting preceding the start of<br />

the next season.<br />

c. <strong>Premier</strong> First Division will be comparable to the best amateur teams in the world.<br />

d. <strong>Premier</strong> First Division teams will play every team within their Division home and<br />

away, when feasible.<br />

e. <strong>Premier</strong> Second Division teams will be comparable to NCAA Division I.<br />

f. Second Division teams can be formed during the <strong>League</strong> year and can play a limited<br />

provisional schedule.<br />

g. Other premier soccer leagues may be formed as a separate entity within the WPSL.<br />

The other leagues will have independent laws and accounting procedures. They will<br />

operate as a separate entity.<br />

CONSTITUTION & BY-LAWS<br />

Chapter 1<br />

Constitution<br />

Article 1.1<br />

The Constitution and Laws will govern the operations of the <strong>Women's</strong> <strong>Premier</strong> <strong>Soccer</strong> <strong>League</strong> (WPSL).<br />

The Constitution and Laws may be Amended, changed, deleted or have new language adopted by a<br />

majority of teams in good standing. Changes not written can be made by a majority of teams of good<br />

standing.<br />

Article 1.2 Name<br />

This body shall be known as the <strong>Women's</strong> <strong>Premier</strong> <strong>Soccer</strong> <strong>League</strong> (WPSL).<br />

Article 1.3 Purpose<br />

1. Promotion and development of Independent <strong>Women's</strong> <strong>Soccer</strong> at the highest level.<br />

2. Provide a playing opportunity for the elite women soccer players to play.<br />

3. Make every effort to bring quality soccer to all levels of the community and to youth programs,<br />

while promoting the stature of female athletes as role models for the youth.<br />

4. Provide an environment where soccer as a sport can expand into a viable choice in sports<br />

entertainment.<br />

Article 1.4 <strong>League</strong> Structure<br />

The <strong>Women's</strong> <strong>Premier</strong> <strong>Soccer</strong> <strong>League</strong> (WPSL) may include the following divisions:<br />

1. <strong>Premier</strong> First Division organized on a regional into a National <strong>League</strong>. Regions will propose<br />

schedules to league for approval and, handle regional matters not in conflict with the National<br />

<strong>League</strong>.<br />

2. Second Division.<br />

3. Other premier or youth soccer leagues may be formed as a separate entity within the WPSL.<br />

These leagues will have independent laws and accounting procedures. They will operate of a<br />

separate entity with approval of the WPSL.<br />

Article 1.5 Affiliation<br />

The WPSL is affiliated with the United States <strong>Soccer</strong> Federation and sanctioned by the United States<br />

Adult <strong>Soccer</strong> Association.<br />

The United States Adult <strong>Soccer</strong> Association recognizes the WPSL as a National Amateur <strong>League</strong>.<br />

Chapter 2<br />

Governing Bodies & Committees<br />

Article 2.1 <strong>League</strong> Governing Board, Commissioner and <strong>League</strong> Advisory Board<br />

The <strong>League</strong> Governing Board will meet at least once a year, consisting of a representative from each<br />

team of the WPSL. The Board will have an open agenda and all teams will be able to submit items for<br />

the agenda prior to Board Meetings. Meeting minutes will be available to all teams. The <strong>League</strong><br />

Commissioner will also have the power to:<br />

1. Will approve the schedule for league play and Championship series.<br />

2. Interpret the rules.<br />

3. Be the final appeal in protested games along with the <strong>League</strong> Advisory Board unless the<br />

Commissioner has a conflict.<br />

4. Exercise disciplinary powers conferred by these By-laws.<br />

5. Make known and enforce the provisions of these By-laws and the Laws of the WPSL.<br />

6. The Commissioner and the Treasurer shall have charge of and be responsible for all funds and<br />

securities of the <strong>League</strong>; shall receive all duties, assessments and other revenues paid to the<br />

<strong>League</strong>. They shall deposit all such revenues in the name of the <strong>League</strong> in such depositories as<br />

may be selected by the Treasurer. The Treasurer will keep an accurate account of all monies of<br />

the <strong>League</strong> for the payment of accounts, fees and dues and shall make such payments as shall<br />

be due by the <strong>League</strong>. All of which will be public to WPSL teams and available upon request.<br />

Article 2.2 <strong>League</strong> AGM Elections<br />

The <strong>League</strong> at the AGM will consist of one representative from each team and elect the following<br />

officials. The following positions will be elected at the AGM:<br />

1. <strong>League</strong> Commissioner<br />

2. 1st and 2nd Associate Commissioners<br />

3. <strong>League</strong> Treasurer<br />

4. Recording Secretary<br />

Article 2.3 Operation of <strong>League</strong><br />

The <strong>League</strong> Commissioner has the power to appoint at the Annual General Meeting (AGM) or during<br />

the interim between AGM meetings. If <strong>League</strong> Commissioner is unable to continue in Office, The<br />

Associate Commissioners will assume the role of Commissioner.<br />

Article 2.3 Operation of <strong>League</strong> Cont.<br />

The officers of the league should be selected from team representatives.<br />

1. A <strong>League</strong> Commissioner will be in charge of calling meetings, <strong>League</strong> Advisory Committee<br />

meetings, Conference calls, decide meeting agendas, and chair meetings. The Commissioner will<br />

be responsible for all personnel decisions, league operations, league team discipline, automatic<br />

expenditures, league dues, travel to necessary meetings, legal fees, compensation to enforce the<br />

constitution and rules, final approval on all regional schedules content, regional structures,<br />

appointment of regional commissioners and other duties outlined in the constitution and by-laws.<br />

2. A Treasurer to produce a <strong>League</strong> budget and a once a year detailed financial report, collecting and<br />

paying all monies. During the interim between AGM’s, shall make available reports to the <strong>League</strong><br />

Advisory Board and Regional Commissioners.<br />

3. A Referee Commissioner to coordinate all referees for the <strong>League</strong> will be appointed.<br />

4. A Recording Secretary to take the minutes of all meetings.<br />

5. Appointed Registrar.<br />

6. Other Commissioners may be appointed by the <strong>League</strong> Commissioner for duties as needed.<br />

7. Regional Commissioners will be appointed by the <strong>League</strong> Commissioner<br />

Article 2.4 <strong>League</strong> Administrator or Staff<br />

Will serve at the pleasure of the <strong>League</strong>. The <strong>League</strong> prior to any decisions or financial spending by<br />

staff must have approval. Staff and contracts must be approved by the Commissioner and announced<br />

at the next AGM.<br />

Article 2.5 Committees<br />

Committees will be established as needed including but not limited to finance (treasurer) or marketing.<br />

Article 2.6 <strong>League</strong> Advisory Committee<br />

The <strong>League</strong> Advisory Committee will consist of the Commissioner, 1 st Associate Commissioner, 2 nd<br />

Associate Commissioner, Treasurer, Director of Operations and appropriate Regional Commissioners<br />

when needed. The <strong>League</strong> Commissioner shall keep the <strong>League</strong> Advisory Committee advised on<br />

decisions affecting the <strong>League</strong> operations and when appropriate, rely on their advice.<br />

Chapter 3 Meetings<br />

Article 3.1 <strong>League</strong> Meetings<br />

The <strong>League</strong> Commissioner will chair and designate the site and date of <strong>League</strong> meeting(s). The<br />

<strong>League</strong> will meet a minimum of once a year. The <strong>League</strong> will have an open agenda and all teams will<br />

be able to submit items for the agenda prior to all <strong>League</strong> meetings. Meeting minutes will be available<br />

Article 3.2 Annual <strong>League</strong> Meeting (ALM)<br />

The <strong>League</strong> Commissioner will designate the site and date of the Annual General Meeting. Election of<br />

officers will take place at that meeting. All teams must have representation at the annual general<br />

meeting.<br />

Article 3.3 Other Meetings<br />

<strong>League</strong> committees will meet at the pleasure of the Chairperson or Commissioner.<br />

Article 3.4 Ratification of Minutes<br />

Once distributed, discrepancies within the minutes need to be addressed within one week. After one<br />

week, the minutes will be automatically ratified.<br />

Chapter 4 Membership<br />

Article 4.1 Membership Conditions for New Teams<br />

Membership conditions will be made available at the time of affiliation with the WPSL in the<br />

Membership Agreement, signed by the entering team. The treasurer will notify all teams after the nonrefundable<br />

membership funds have been deposited. Conditions of membership are posted on the<br />

www.wpsl.info website. The <strong>League</strong> Commissioner or Chair of the Expansion Committee shall contact<br />

a team already existing in the area and determine if there is a conflict. Special conditions may be<br />

imposed by the <strong>League</strong> before acceptance into the <strong>League</strong>. Any violation of the conditions can cause<br />

the expulsion of the team from the <strong>League</strong> unless the conditions are rectified.<br />

Article 4.2 Condition for Termination of Membership<br />

Team affiliation and membership may be terminated by violation of any of the conditions set forth by the<br />

Membership Agreement and any blatant disregard for the <strong>League</strong> By-laws. Membership may also be<br />

terminated if a team is not in good financial standing with the <strong>League</strong>.<br />

Article 4.3 Reference to Member Agreement<br />

Information concerning team specific membership conditions shall be found in the Membership<br />

Agreement signed by the team at the time of admission into the <strong>League</strong>. All new and returning<br />

teams must submit by the AGM, both a membership agreement form and team contact form.<br />

Article 4.4 Leave of Absence<br />

Teams may suspend operations with a leave of absence for up to 2 years. A letter requesting a Leave<br />

of Absence must be submitted to the league.<br />

If the team taking the leave of absence agrees, a new team may take over their charter and will not be<br />

required to pay the $3500 new team fee. However, if the original team decides to come back into the<br />

league within the 2 years, the team that took over the charter will be required to pay the $3050 new<br />

team fee in order to remain a league member team.<br />

Article 4.5 Performance/Payment Guarantee<br />

The amount of the bond, letter of credit or cash deposit will regress over 4 years depending on the<br />

status of the team. The following will be the guideline:<br />

1st year - $5000 for existing teams not in good standing.<br />

2nd year - $3000 for all 2nd year of the bond for teams in prior bad standing.<br />

3rd year - $2000 for all 3rd year of the bond for teams in prior bad standing.<br />

4th year - no bond required for the 4th year or the bond for teams in prior bad standing.<br />

Teams not in good standings are those that owe over $500 and/or have forfeited games.<br />

Article 4.6<br />

New Team Entry<br />

All new team entries will be approved or disapproved by the <strong>League</strong>, after reviewing their business plan<br />

or other contributing factors.<br />

Article 4.7 Operation and Finances<br />

Mailing address, phone number, e-mail address and fax number must be kept current with <strong>League</strong>.<br />

One person minimum must be available to the <strong>League</strong> from January thru August. A substitute contact<br />

is highly recommended.<br />

Commitment to pay all league fees when due. Commitment to pay all team registration, player<br />

registration, administrative and insurance fees.<br />

Chapter 5 Misconduct, Protest, Appeals & Discipline<br />

Article 5.1 Protest and Appeals<br />

Filing game protest must be submitted in writing for review, to the Director of Operations who will<br />

present it to the <strong>League</strong> Advisory Board, within 10 days of the protested game and must include $100,<br />

refundable if the protest is awarded. A special <strong>League</strong> Advisory Board conference call will be called as<br />

soon as possible.<br />

Any matter is a valid subject for an appeal, except matters of fact that occur on a playing field during a<br />

sanctioned match, where the referee is the sole determinant of fact.<br />

The <strong>League</strong> Advisory Board will conduct a hearing, allowing both sides to express their positions. The<br />

WPSL has the right to seek witness and testimony and to interrogate individuals on matters pertaining<br />

to the issue. Such hearing process must commence within 30 days of the notification to the WPSL<br />

Director of Operations.<br />

When its deliberations are complete, the <strong>League</strong> Advisory Board will render a judgment to the parties in<br />

the appeal. The judgment can be in favor of either side or can be to direct the involved parties to<br />

reconsider the issue. The Director of Operations will then prepare a written report to be included in the<br />

minutes of the next regular meeting.<br />

Article 5.2 Disciplinary Powers<br />

The <strong>League</strong> will have the disciplinary power to act on any breach of the By-laws or Laws of the Game.<br />

It is the policy of the WPSL to not permit the appeal process to hinder the efficient functioning of the<br />

<strong>League</strong> and therefore will not entertain trivial or nuisance appeals.<br />

Article 5.3 Further Appeal<br />

Beyond this appeal, either party may appeal directly to USSF according to their rules and regulations. A<br />

lawyer shall not represent the person or organization requesting an appeal, and no league, official,<br />

team coach, referee, or player (or their representative) may invoke the aid of the Courts of any state or<br />

of the United States, without first exhausting all available remedies within the appropriate soccer<br />

organizations.<br />

Article 5.4 Referee Assault<br />

The referee will immediately report any situation where a player, coach, official or spectator physically<br />

assaults a referee to the WPSL Director of Operations. A physical assault is defined as any physical<br />

contact with the intent to do harm. It is the responsibility of the WPSL to determine if assault has<br />

occurred, and incidents of presumed or suspected assault will be reported as well as situations where<br />

there is direct physical evidence of assault.<br />

Any act in which physical contact is made with, or is attempted to be made with, the person of the<br />

official, which contact is intended to cause physical harm, or is reasonable perceived by the official to<br />

be intended to cause physical harm, or places of the official in fear of imminent physical harm, including<br />

but not limited to: a) striking or attempting to strike; b) kicking or attempting to kick; c) tripping or<br />

attempting to trip; d) holding or restraining, or attempting to hold or restrain; e) intentionally running into<br />

or at; f) poking or poking at; g) spitting at or on; h) throwing or propelling in any way any object<br />

(including the ball) capable of injuring the official or damaging property, or degrading the official; I)<br />

taking, knocking, or dislodging from the official any item in his possession; or j) any other act which<br />

could cause or result injury to an official or his property if contact was made or the official resisted.<br />

Any act in which serious physical contact is made on an official’s person, which causes bodily harm or<br />

injury to the official, or damage or loss of personal property belonging to the official, or the property in<br />

the custody or control of the official.<br />

Article 5.5 Penalties<br />

Assault: A minimum suspension of (6) six months to a maximum of (5) five years.<br />

Violent Assault: A minimum suspension of (2) years to a maximum of (20) twenty years.<br />

Article 5.6 Reporting<br />

It shall be the responsibility of the referee in any match in which a referee assault occurs to report that<br />

incident to both the WPSL and the <strong>League</strong> Referee Assignor. Such report shall be in writing and shall<br />

contain a detailed statement on the conduct constituting the assault. Such report shall be mailed within<br />

(48) forty-eight hours of the incident. The player card of the offending player shall be included with the<br />

report mailed to the WPSL.<br />

Article 5.6 Reporting Cont.<br />

The WPSL Director of Operations shall immediately upon receipt forward the report to the Full <strong>League</strong>.<br />

The <strong>League</strong> Commissioner shall conduct a hearing among the WPSL Advisory Board only to determine<br />

if the report in fact describes an incident constituting a referee assault justifying further Board action. If<br />

no such action is justified the player card shall be immediately returned to the player. If no threshold<br />

determination is made within (21) twenty-one days of the incident the player card must be immediately<br />

returned to the player and no further action taken against the player. If a majority of the members<br />

determine that further action is justified then a hearing shall be scheduled as set forth below. The<br />

threshold hearing may be conducted by telephone or in any manner deemed reasonable by WPSL<br />

Board.<br />

Article 5.7 Disciplinary Hearing<br />

Should the WPSL Advisory Board determine that a disciplinary hearing is necessary then a hearing<br />

shall be scheduled within (45) forty-five days of the incident alleged. The hearing must be held within<br />

the geographic area served by the affiliate conducting the match in which the incident occurs. The<br />

officials involved and the player shall be notified of the time, place, and purpose of the hearing. Either<br />

may bring to the hearing such witnesses as they fell might be relevant. The hearing may be conducted<br />

in any manner deemed reasonable by the chairman. Both the official and the player shall be allowed to<br />

present their versions of the events allegedly constituting the assault. The committee shall first<br />

determine whether an assault occurred, and if so, what level of assault. If the committee determines<br />

that an assault occurred, the committee shall then assess such penalties within the guide lines set forth<br />

herein, as the committee deems appropriate.<br />

Article 5.8 Team Suspension & Expulsion<br />

The <strong>League</strong> Commissioner, after consultation with the <strong>League</strong> Advisory Committee, has the power to<br />

suspend or expel teams.<br />

Article 5.9 Team Disputes<br />

Disputing teams may take part in the <strong>League</strong> Advisory Board discussion, but may not vote on the<br />

resolution.<br />

Law A <strong>League</strong><br />

Law A1 By-Laws<br />

The Constitution and By-Laws will govern the operations of the <strong>Women's</strong> <strong>Premier</strong> <strong>Soccer</strong><br />

<strong>League</strong> (WPSL). The Constitution and By-Laws may be Amended changed or deleted or have<br />

new language adopted by a majority of the teams in good standing. Any changes not written<br />

can be made by a majority of teams of good standing.<br />

Law A2 Laws of the Game<br />

All games under the jurisdiction of the <strong>League</strong> shall be conducted according to the rules and<br />

regulations recognized by the <strong>League</strong>. Playing Rules of the <strong>League</strong> shall be those adopted by<br />

the most recent USSF/FIFA rulebook except for those exceptions listed herein.<br />

Law A3 Playing Season<br />

The playing season of the <strong>League</strong> shall start no sooner than May 1st, though that date is not a<br />

mandatory start for all teams, and end no later than the first weekend of August. Second<br />

division teams can play limited games within the league.<br />

Law A4 Playoffs<br />

All Playoff Games shall be under the control and supervision of the <strong>League</strong>.<br />

Law A5 <strong>League</strong> Championships and Playoffs<br />

The team that wins its Division may be required to play another Division winner to determine<br />

the representative in the WPSL National Championship. The <strong>League</strong> Champion will be the<br />

winner of the Championship Tournament. A team will not be considered for the Championship<br />

Tournament unless all league dues are current within four weeks of the start of playoffs.<br />

Law A5.1 Location of Championship Tournament<br />

Starting with the 2008 Championship series the host location will start in the West and rotate<br />

annually to the East, Southwest, Midwest, and South. If no teams in the regional rotation<br />

submit a proposal then it becomes open to the region next in the rotation.<br />

Law A6 Tie in Standings<br />

In case of a tie in the Final <strong>League</strong> Standings the following tiebreaker will be used.<br />

1) Head to head record between the teams.<br />

2) Goal difference between the teams.<br />

3) Goal difference within the Division.<br />

4) Most goals scored within <strong>League</strong>.<br />

5) Least goals scored against within <strong>League</strong>.<br />

6) Tiebreaker to be determined by a coin toss.<br />

Law A7 Game Balls<br />

The home team must provide the referee with at least Five (5) game balls prior to the kickoff.<br />

The referee will return all game balls to the home team upon completion of the game.<br />

Every team must submit to the league what type of game balls they will be using by April 15th.<br />

The balls must be stamped FIFA match approved.<br />

Law A8 Substitutions<br />

Each team will be allowed 20 players on the game day roster from the unlimited team roster.<br />

Substitutions may be allowed on any dead ball situation with the referee's instruction.<br />

Law A9 Game Tied After 90 Minutes of Regulation Play<br />

In the event of a tie after 90 minutes, the game ends in a tie with each team receiving one (1)<br />

point.<br />

Law A10 WPSL Point System<br />

- Win 3 points<br />

- Tie 1 point<br />

- Loss 0 points<br />

- Forfeit - 3 points<br />

Law A11 <strong>League</strong> and Division Structure<br />

<strong>Premier</strong> First Division will be organized on a regional basis.<br />

Law A11.1 Regional Flexibility<br />

1. Propose schedule deadlines to the <strong>League</strong> office<br />

2. Conference calls/meetings<br />

3. Submit schedule to <strong>League</strong> for approval<br />

4. Financial arrangements not in conflict with the WPSL Constitution<br />

However, if any of the decisions will affect the entire league financially or otherwise, the entire<br />

league must approve the decision.<br />

Law A12 <strong>League</strong> Schedule<br />

LAWS OF THE WPSL<br />

The schedule is the ultimate responsibility of the <strong>League</strong>. The league schedule, once issued by<br />

the league office, shall not be changed without the consent of the <strong>League</strong>.<br />

The schedule posted on the league website is the official schedule. It is the responsibility of<br />

each team to ensure the schedule posted on the league website is accurate, no change in the<br />

league schedule will be considered without a completed game change request form sent to the<br />

<strong>League</strong> office 7 days prior to any change. A team may not schedule a Sunday game later than<br />

3pm if the road team is traveling more than 200 miles or the visiting team approves of a time<br />

change.<br />

Law A13 Cancellations<br />

The cancellation procedure is as follows:<br />

No game may be canceled prior to the scheduled date unless both teams and the Director of<br />

Operations and <strong>League</strong> Commissioner agree. If a stadium is closed (due to "acts of God" or<br />

circumstances beyond control) the league must receive notice in writing, a statement of<br />

closure from the facility owner immediately after closure. The Regional Commissioner shall<br />

determine the policy of rainouts and all other cancellations including games in progress.<br />

The <strong>League</strong> Commissioner, Regional Commissioners, and Director of Operations will<br />

determine on a case-by-case basis whether or not a game is considered a cancellation or a<br />

forfeit.<br />

Any postponed game must be re-schedule within 72 hours. If the two teams do not agree on<br />

the date/time of the rescheduled game, the <strong>League</strong> office will make the final decision.<br />

Authority To Delay Or Postpone A Match<br />

Once in progress, a match may be delayed or postponed due to unfavorable weather and/or<br />

other adverse conditions beyond the control of the participating teams which would make<br />

the playing of the match impractical or dangerous. Only the referee and either the <strong>League</strong><br />

Commissioner or Regional Commissioner has the authority to delay or postpone a scheduled<br />

match. The referee has the final word on delays due to weather.<br />

If a match needs to be terminated and the first half has been completed, the match will count<br />

as a complete and official match.<br />

If a match is terminated prior to completion of the first half, the teams must contact the <strong>League</strong><br />

Commissioner to discuss a reschedule date.<br />

Grace Period Before Abandoning A Match<br />

Unless both teams and the referee agree to an alternate plan, teams must wait at least one<br />

hour before abandoning a match that has been delayed. The one hour grace period may be<br />

extended, up to a maximum of three hours from the time the match is delayed, if there is a<br />

likelihood of resuming the match that day. Because of the cost and difficulty of rescheduling,<br />

every attempt should be made to continue the match.<br />

No match will be continued after the three hour waiting period without the approval of the<br />

<strong>League</strong> Commissioner or Regional Commissioner.<br />

Law A14 No Shows/Forfeit<br />

A No-show is when a team willfully does not appear at a game without a specific agreement<br />

approved by the Regional Commissioner and Director of Operations. The penalties for a Noshow<br />

are as follows:<br />

1) A 3-0 loss, a 3-point deduction from their standings and a <strong>League</strong> fine of $500.00.<br />

2) Justified compensation to opponent of up to $2500.00 to be determined by the <strong>League</strong>.<br />

Opponent may seek no additional compensation.<br />

3) All fines and fees must be paid within 7 days. If fines and fees are not paid within 7 days,<br />

the <strong>League</strong> may consider options on continued play in the <strong>League</strong>.<br />

4) A club may be expelled from the league if it accumulates two No-shows within one season.<br />

A team unable to attend a scheduled game because of an accident, weather or Act of God<br />

should immediately notify the opponent and the league office. The Regional Commissioner will<br />

review each situation and a decision rendered. Consideration may be given by the Regional<br />

Commissioner and Director of Operations in situations where the opponent has been given at<br />

least five days notice of an impending No-show. The Regional Commissioner and Director of<br />

Operations may also give consideration if an opponent shows up with at<br />

Law A14 No Shows/Forfeit Cont.<br />

least seven players prepared to play and the team has given the opponent and <strong>League</strong> office<br />

advanced notice of this situation. A team may use players registered with a local team unless<br />

they are starters for that team.<br />

Law A14.1 Non Performance of Home Team<br />

In the event the visiting team is present at the venue and the home team is unable to provide a<br />

venue or fails to show up at the scheduled venue and time, and the game is unable to be<br />

played within an hour of the game time, all sanctions in Law A14 apply, except for<br />

compensation, which will be, the greater of $1000.00 or actual travel costs incurred by the road<br />

team for that particular game. This law does not apply if a facility owner, due to weather or an<br />

Act of God, closes a stadium.<br />

Law A15 Quarters<br />

Teams shall play quarters as opposed to halves when the weather is over 100 degrees or<br />

when heat requires it for safety reasons. This may be decided before the game begins. The<br />

players should not leave the field.<br />

Law A16 Provisional Teams<br />

Provisional teams will not be guaranteed any games during their provisional season.<br />

Provisional games do not count in the standings.<br />

It will be up to the AGM or <strong>League</strong> Commissioner to decide how long a provisional team may<br />

remain a provisional team.<br />

Law B Team<br />

Law B1 Operation Fees<br />

The dues are for the operation of the <strong>League</strong> are due by deadlines established by the <strong>League</strong><br />

Office. The dues for the next year will be decided at the AGM. If a team is 60 days past due<br />

on payment of the dues, then the <strong>League</strong> may apply sanctions. Prompt payment will be a<br />

consideration for acceptance into the league for the following year.<br />

Law B2 Other Fees<br />

Each team is responsible for league fees and costs, including but not limited to:<br />

1. USASA Field Liability Insurance<br />

2. Player Registration- Annual rate determined at the AGM<br />

3. Media Guide by Home Teams<br />

4. Game Day Programs by Home Teams<br />

5. Referee Fees by Home Teams<br />

6. Travel Expenses<br />

Law B3 Roster<br />

There is no limit to the number of players listed on the team roster at any given time.<br />

All registered players must be listed on the team's roster web page and approved by the<br />

Treasurer and Registrar 72 hours prior to game.<br />

A maximum of 20 players may dress for games (this is the game day roster).<br />

As a courtesy, the visiting team shall submit a proposed roster to the home team by noon<br />

Thursday prior to the game. The home team will produce a game day publication including<br />

both team rosters at all league games.<br />

The Director of Operations will decide on whether or not to allow player loans. Only players<br />

that are not considered starters may be loaned.<br />

Rosters will be frozen Twenty (20) days before the start of the WPSL Championship<br />

Tournament, unless the team has no chance of making the playoffs. All roster moves after the<br />

registration deadline, must be approved by the <strong>League</strong> Registrar.<br />

Law B4 Conduct & Appearance of Team Bench Personnel<br />

Professional conduct and attire is required of all personnel on the team bench. Abusive<br />

language will not be tolerated. Minimum dress code will include polo shirt, dress shorts and<br />

shoes.<br />

Law B5 Bench Requirements<br />

Absolutely no one but players on the Team Roster, Coaches, Managers and Medical Staff will<br />

be permitted in the bench area.<br />

Law B6 Game Day Reports<br />

Prior to the start of the game, a team representative shall provide the referee with a WPSL<br />

Game Form listing the registered players participating in the game. Referees shall report to the<br />

league the results of the game, the goal(s) scorer(s), the time of the goal(s), assists and list<br />

any cards which may have been issued- any violations of rules and regulations by either team<br />

or their team officials must be included, and shall be given to a team representative from both<br />

teams. The referees will also be required to fill out the referee information form located on the<br />

Game Report for each game indicating whether they have been paid and how they were paid.<br />

The home team is responsible for submitting this information to the league. The allowed<br />

substitutions will be on the game day report. The home team, immediately after a game will<br />

call the WPSL Scoreline at 800-854-0913 x703.<br />

The home team must fax or email Game Reports to the designated office by noon of the<br />

following Monday. Failure to furnish the <strong>League</strong> Office with this information by the stated time<br />

can result in loss of points in the standings.<br />

The home team shall assign a person to sit with the 4th official and assist with the Game<br />

Report. Game Reports need to be checked by both teams and signed AFTER the game. By<br />

signing the Game Report the team agrees that it is correct.<br />

Law B6.1 Travel Information Sheet<br />

No less than five days prior to a WPSL match, each team will be required to fax or email each<br />

opponent a road team information sheet or home team information sheet, whichever is<br />

applicable. The following information shall be furnished:<br />

Date, time, venue of match, uniform color, game day roster, emergency contact number, mode<br />

of transportation, estimated time of arrival, and any minimum standards lacking.<br />

Teams must obtain approval from US <strong>Soccer</strong> to travel and play internationally.<br />

Law B7 Disbanding<br />

In the event a team, by disbanding or for any other reason, withdraws from the league without<br />

finishing its scheduled games the following regulations will take effect:<br />

1) If at least half of the full schedule of games has been played, all resulting scores shall stand<br />

as validated by the <strong>League</strong>.<br />

2) The remaining unplayed games shall be credited to the opponents, as scheduled with the<br />

scores adjusted to an equitable basis so as not to impact an playoff race.<br />

3) If less than one-half of the full schedule of games has been played, the resulting scores of<br />

the games played shall be canceled.<br />

4) If a team is suspended or expelled, players can be transferred by filling out a Transfer Form<br />

and paying a $5 transfer fee. After the start of the season, a registered player must notify her<br />

team before contacting any other team.<br />

Law B8 Risk<br />

Each player or team official shall assume all risks, responsibilities and liabilities for loss,<br />

damage, injury or death to her/himself while using property and facilities of the WPSL and<br />

whether such loss, damage, injury or death be occasioned by the team or by the league, its<br />

officers, agents or otherwise. See Form in Section 10.<br />

Law B9 Indemnification<br />

LAWS OF THE WPSL<br />

Each team shall provide the league with a suitable indemnification agreement to hold the<br />

league, member teams, league officers, employees and agents harmless against all claims,<br />

action, liability or demands of whatever nature which may be commenced by any person or<br />

connection with the member's agreement to become a member of the league and league's<br />

acceptance of such member. Each player coach, trainer and team personnel will sign an<br />

acknowledgment of a hold harmless clause.<br />

Law B10 Uniforms<br />

Each team must have two full sets of complete uniforms, each set being identical. They must<br />

contain numbers on the back of jersey (at least 8" high). Numbers can start from 00 and go<br />

through 99. Home team chooses colors and informs visiting team of choice. All uniforms must<br />

have a 3" or 4" number on the shorts or front of jersey. The WPSL logo must be prominently<br />

placed on all team uniforms.<br />

Law C Players<br />

Law C1 Amateur and Professional<br />

An amateur player is any person other than a professional player.<br />

A professional player is a person who currently receives payment for playing soccer and/or<br />

who signs a professional form of the United States <strong>Soccer</strong> Federation.<br />

An amateur player may not receive and retain any remuneration for playing except expenses<br />

directly related to a game or games that have actually been incurred by the player.<br />

A professional player can play in the WPSL with proper registration with the United States<br />

<strong>Soccer</strong> Federation and the WPSL.<br />

An amateur player may participate as a member of an amateur team against professional<br />

athletes or professional teams.<br />

An amateur player may participate with a professional on a team, provided the professional is<br />

not being paid by a professional team or league to play as a member of that team (e.g.,<br />

summer basketball leagues with teams composed of both professional and amateur athletes).<br />

Law C2 Foreign Player Status<br />

Any player coming or returning to the WPSL from outside the United States must obtain proper<br />

international clearance with applicable rules of the USSF and FIFA being complied with before<br />

they can register the player. A U.S. player who has gone to train or play overseas and<br />

registered with that country's Federation is considered a foreign player. Each team is<br />

responsible for their team's eligibility.<br />

Law C3 Participation<br />

LAWS OF THE WPSL<br />

Players may participate in any competition under the jurisdiction of the <strong>League</strong> provided that<br />

they are duly registered in accordance with the regulations contained herein.<br />

Law C4 Registration<br />

An eligible player is one properly registered with the <strong>League</strong> and the USASA, and not under<br />

suspension. A youth player, (that is one who has not attained the age of eighteen prior to<br />

August 1 of the current year) registered as such with the USYSA on a junior team, will be<br />

permitted to play after having obtained the appropriate permission, eligibility clearance, etc., as<br />

required by the State Youth Association. Valid registration for players will be from September 1<br />

of the current year through August 31of the following year.<br />

All players must also sign a separate indemnification form, as well as, all coaches and team<br />

personnel. The team will have the responsibility to have these on file.<br />

Player registration fees must be received before registration forms are processed. The player<br />

passes will be emailed to the team and each team will adhere a photo, have the players sign<br />

pass, and laminate the cards.<br />

Law C5 Player Pass<br />

Every player must have a current WPSL player pass. WPSL player passes shall be presented<br />

to the referee prior to the game. If no pass is presented, player(s) must show some proof of<br />

identification (with picture), and the game may be played under protest, subject to verification<br />

by the <strong>League</strong> office.<br />

Law C5.1 Registrar<br />

The <strong>League</strong> Registrar will be appointed by the <strong>League</strong> Commissioner and will maintain records<br />

of all players and teams participating under the sanction of the WPSL. The Registrar shall<br />

report to the USASA and USSF such portions of that record by the rules of USASA and USSF.<br />

The Registrar shall determine the eligibility of players and teams. The issuance of a player<br />

pass does not in itself constitute that a player is eligible to play in a WPSL match.<br />

Law C5.2 Player Registration<br />

The purpose of player registration is to limit access to participation in sanctioned games of<br />

soccer to those who show respect for and abide by the laws of the game and the rules of the<br />

WPSL. The WPSL shall make rules and establish procedures and fees for issuance of player<br />

registration cards. No person can be denied issuance of a player registration card on the<br />

bases of race, color, age, creed or national origin. Player registration cards remain the property<br />

of the WPSL and must be surrendered upon request under the rules of competition of the<br />

WPSL. At the minimum, the player registration form must include the player date of birth, full<br />

name, signature, ID number, address, and phone number. The player registration card must<br />

indicate the date of birth and the full name of the individual. It must also have a current photo,<br />

signature and ID number. The Registrar will post all eligible players on the team website. The<br />

Registrar will determine the submission deadline for the weekend games.<br />

A player's registration must be submitted to the <strong>League</strong> Registrar at least 72 hours before the<br />

team's next game in order to be eligible to play. Expedite fee of $100 will be applied if player<br />

card is needed within the 72 hours. The roster on the team's webpage will be updated after<br />

each approved player registration.<br />

Law C6 Illegal Player<br />

An illegal player is a player not properly registered with the <strong>League</strong> and/or the USSF/USASA<br />

and does not appear on the Team Roster. A team using an illegal player shall forfeit 3-0 all<br />

games illegal player(s) plays in and will lose 3 points per illegal player per game.<br />

Law C7 Transfer and Releases<br />

During the official playing season, a player shall not sign for another team within the <strong>League</strong><br />

until the team's current managing director of record properly releases her from her former<br />

team. No team shall approach a player who is registered with another team within the Division<br />

without the consent of her team. A player desiring her release shall apply to her team and<br />

according to USASA rules must be released if she has met all the conditions set forth here. In<br />

the event that she is refused, she may bring the matter to the attention of the <strong>League</strong> with<br />

reasons stated. Any player withholding property of the team of which she was last a member of<br />

shall not be eligible for release or transfer.<br />

1) The Player - Player may terminate their registration with a team after meeting the above<br />

conditions.<br />

2) The Team - Team may terminate the Player Contract at anytime for any reason, including<br />

but not limited to, player's performance and violation of team rules, upon written notice to<br />

player. Upon such termination all of the rights obligations of team and player here under shall<br />

terminate, provided that team actions are in accordance with the <strong>League</strong>.<br />

3) Any team contacted by a player must inform the player to contact her own team and ask to<br />

be released or transferred. Also the team contacted shall notify the manager of the player's<br />

team.<br />

4) A registered player (not a starter) may be loaned to traveling teams short of players.<br />

* To transfer a player: A Transfer Form must be filled out and signed by the appropriate<br />

persons, a $10 processing fee made out to the WPSL must be paid and the form must be<br />

received and signed by the <strong>League</strong> Registrar before the player will be allowed to play.<br />

Law C8 Insurance<br />

USASA provides each amateur club's registered player's secondary player medical insurance,<br />

as part of the registration fee. The field liability insurance will be paid to the <strong>League</strong> and send<br />

to the USASA. Any false representation of USASA insurance documents by any team will<br />

incur a $5000 penalty and possible expulsion from the league.<br />

Law C9 Risks<br />

Each player shall assume all risks, responsibilities and liabilities for loss, damage, injury or<br />

death to herself while engaged as a player for a team or a representative team of the <strong>League</strong>.<br />

It is the player's responsibility to have a primary health care plan.<br />

Law C10 All-Star Team<br />

<strong>League</strong> wide and Regional All-Stars shall be determined at the AGM or by the <strong>League</strong> or at a<br />

Regional meeting.<br />

Regular season statistics will not be affected or enhanced by the playoffs. The playoff and<br />

season statistics will be separate.<br />

Law C11 <strong>League</strong> Recognition<br />

The <strong>League</strong> shall select a Coach of the Year. The regions will select their Coaches of the<br />

Year. The Director of Operations will select a team in the regions who have displayed<br />

exceptional management during the season.<br />

Law D Referees<br />

Law D1 Registration<br />

Only currently registered USSF or FIFA referees shall officiate league-scheduled games. Once<br />

a year the <strong>League</strong> may designate a USASA referee coordinator.<br />

Law D2 Game<br />

The referee shall be the sole judge of all matters pertaining to the game. All USSF Law applies<br />

except were WPSL modifications have been accepted by the USSF. Players without passes<br />

may play with proper identification and the game will be considered under protest until the<br />

<strong>League</strong> office determines the player's eligibility.<br />

Law D3 Field Inspection<br />

Before the commencement of each game, the referee shall inspect the playing field and if its<br />

conditions render the field unsafe for the players, he/she shall call the game off, notifying the<br />

two competing teams of his decision.<br />

Law D4 Fee<br />

The fee for refereeing service is set by the WPSL. The WPSL is not responsible for travel cost<br />

incurred by referees unless expressly approved by the WPSL in writing. Travel must be over<br />

50 miles one way to be considered for reimbursement. Referees will be paid by the home team<br />

at the end of the game provided the referees fill out and sign the referee information form on<br />

the back of the Game Report. Referees are asked to notify the Director of Operations<br />

immediately if they do not receive payment at the end of the game.<br />

Law D5 Fee Disbursement<br />

The referees shall be entitled to the fee when:<br />

1) They arrive at the field at the proper time (minimum 30 minutes before the scheduled start of<br />

the game) and they perform assigned services.<br />

2) They arrive at the field at the proper time and the game has been canceled without proper<br />

notification.<br />

3.) Either of the competing teams fails to appear for the scheduled game.<br />

4.) The game has started but for some reason it is not brought to completion.<br />

5.) The referees have traveled to the field and do not officiate the game due to an error of the<br />

league.<br />

6.) Only 50% of the total referee fees will be paid in the event of a rain-out or any other<br />

weather related issue.<br />

7.) The referees have completed the required Game Report as instructed (including goals,<br />

assists, time of goals and substitution) and return a copy to both teams.<br />

Law D6 No Show<br />

If referees do not show up, you may use substitute referees if both teams agree.<br />

Law D6 WPSL Rules<br />

Before each game, the referee will be provided with unique rules to the WPSL.<br />

Law D9 Referee Suspension<br />

If both teams agree, a referee may be discouraged from any future WPSL games for whatever<br />

reason the teams deem proper. If only one team has a referee dispute, then a match video<br />

must be sent to the <strong>League</strong> office for the matter to be considered. When possible, the <strong>League</strong><br />

Defense Coordinator may select referees and designate them as WPSL referees.<br />

Law E Discipline<br />

Law E1 <strong>League</strong> Commissioner<br />

The <strong>League</strong> Commissioner shall have the authority to suspend, fine or disqualify any official(s),<br />

player(s) or competing team(s), who may be proven guilty of breaching any Laws of the<br />

<strong>League</strong> or for any action or conduct not in the best interest of soccer or the WPSL, unless the<br />

<strong>League</strong> Commissioner has a conflict of interest.<br />

Law E2 Cautions<br />

Cautions shall include, but not limited to:<br />

Retaliation, unsporting conduct, dissent to a referee, encroachment, entering or leaving the<br />

field of play without permission, persistent infringement of the Laws of the Game, etc.<br />

Law E3 Ejections<br />

Players, coaches, managers or team bench personnel issued a red card or two violent yellow<br />

cards will incur a mandatory minimum of a one game suspension, which must be served in the<br />

next scheduled league game, unless it is the last game of the season. Ejections shall include,<br />

but not limited to: violent conduct, foul and abusive language, persistent misconduct after a<br />

caution.<br />

Law E4 Serving Ejections<br />

Any ejection will incur a minimum of a one game suspension, which must be served in the next<br />

scheduled league game. However, if the player is still on an overnight trip when issued the<br />

suspension, the player may play the next scheduled league game and serve the suspension<br />

the following weekend, unless it is the last game of the season.<br />

The official Game Report shall be reviewed by the <strong>League</strong> to determine the duration of all<br />

suspensions due to ejection. Any violent act directed against the referee(s) will be an<br />

automatic suspension from all league play for the remainder of the season. Teams may appeal<br />

to the Director of Operations before the next scheduled league game. If the team loses the<br />

appeal, they will be required to pay a $200 fine to the league.<br />

Law F Minimum Standards<br />

Law F1 Adherence<br />

The <strong>League</strong> shall have the power to assess penalties on clubs and/or individual club members<br />

or officers. Penalties may consist of warnings, fines, loss of points, and temporary or<br />

permanent suspension from soccer activities and/or the <strong>League</strong>.<br />

Law F2 Playing Field<br />

The home team shall be responsible for keeping its field in playing condition and it shall be<br />

responsible for visible, correct and complete markings of the playing field.<br />

Certificate of insurance for practice and game facilities form will be filled out and sent to the<br />

<strong>League</strong> office as soon as you have facility information.<br />

Law F3 Nets and Corner Flags<br />

Goal nets and comer flags (not less than 5 feet high), shall be used for all games.<br />

Law F4 Benches<br />

Home team must provide home and visitor benches large enough to accommodate 10 persons<br />

per team.<br />

Law F5 Referee Provisions<br />

Home team must provide a table and water for referees at midfield. The referee coordinator<br />

will send all teams the referee manual and any memos.<br />

Law F6 Water & Ice<br />

THERE MUST BE WATER AND ICE SUPPLIED FOR THE VISITING TEAM.<br />

Law F7 Trainer<br />

Home teams will provide a medical trainer for all games. The visiting team will be responsible<br />

for bringing its own medical supplies not including ice. The home team must notify the visiting<br />

team at least 48 hours before kickoff, if they will be unable to provide a trainer. If a visiting<br />

team is not notified as aforementioned and a visiting team is unable to play, then the visiting<br />

team may issue a complaint to the league.<br />

Law F8 Back-Up Field<br />

All teams will work towards having a back-up field in case of the unforeseen chance the<br />

regular field is not useable (Act of God, Rain, Field Owner cancellation, etc.). A back-up field<br />

may be used unless an immediate mutually agreed upon time and place is scheduled. There<br />

will be considerations given to back up fields not meeting the Laws of the WPSL and Minimum<br />

Standards.<br />

Law F9 Fans<br />

Fans may be 7 yards from behind the net. However, the referee may remove the fans if there<br />

is unruly behavior.<br />

PLAYER REGISTRATION<br />

Every player that wants to play in a WPSL game must fill-out this form. Registrations should be sent at<br />

least 2 days before the scheduled game. Do not send 20 player registrations the day before the game.<br />

Player passes WILL NOT be issued until payment is received. The cost is $16 per player or $6 for<br />

duplicates. A registration is considered a duplicate if the player has already registered with USASA<br />

through the WPSL or their State Association for the current season.<br />

WPSL GAME REPORT<br />

These forms must be completely filled-out and signed at each game. A representative from each team<br />

and the referee must sign the forms after the game as verification that all scores, cards, stats, etc. are<br />

correct. It is the HOME team’s responsibility to complete and fax the forms to the league office.<br />

CERTIFICATE OF INSURANCE REQUEST<br />

This form must be filled out and submitted directly to USASA in-order to get the $2,000,000 insurance<br />

coverage for stadiums and fields where your team will be competing.<br />

WAIVER AND RELEASE FROM LIABILITY<br />

This form must be filled-out and signed by EVERY player and coach on your team. If the player is<br />

under the age of 18, the parent or guardian must also sign. Keep this form with your team records.<br />

GAME CHANGE FORM<br />

The team requesting a change of date, time or location of the game must fill-out and sign this form,<br />

then have the opponent fill-out sign and then fax to the league office.<br />

WPSL COMPLAINT FORM<br />

Use this form any time you have a dispute, either with another team, a referee, representative or the<br />

league itself. Be as descriptive as possible and fax the completed form to the league office. The dispute<br />

will then be discussed during the next conference call.<br />

WPSL MEDIA REPORT<br />

This form must be completed immediately after each game. It is the HOME team’s responsibility to<br />

complete the form and submit it to the league office. The Defensive and Offensive MVP’s are to be<br />

chosen by the WINNING team. However, they do not have to be players from the winning team. If the<br />

game ends in a tie, each team may choose one MVP. No more than two MVP’s per game. If the home<br />

team is not the winning team, make sure to ask the winning team’s coach for their MVP selections. The<br />

paper form is for your own records.<br />

USSF INTERNATIONAL CLEARANCE REQUEST FORM<br />

Complete this form if the player you want to register for your team last played for an international team<br />

Each team must fill-out the line-up information before the game. After the game both teams must check<br />

the score information for accuracy and both teams must sign the form.<br />

Women’s <strong>Premier</strong> <strong>League</strong> Content Management Software<br />

Welcome to the new WPSL Web Content Management system. Through Content Management Software (CMS)<br />

you will be able to add and edit web content for your team.<br />

I. Login<br />

To administer the wpsl.info website, you can log on through the http://dev.wpsl.info/cms/. Here you will be asked<br />

for a user name and password.<br />

Once logged in you will have several areas to choose from:<br />

Admin, About, Text Block, News, File Manager, Logo<br />

Manager, Roster, Schedule, Venue, Staff and Advertisers.<br />

II. Admin<br />

The “Admin” window is where users are added and deleted.<br />

Only the Administrator will have the option to create new<br />

users and assign accessibility.<br />

III. About<br />

The “About” window is where you will be able to update your team information, (i.e. Team Contact, Coaches,<br />

Type of Players, Colleges, Jersey Color, and Tryout information.<br />

In the “About the Team” and “About the Coach”, you can<br />

type directly in the text window or copy and paste from<br />

another application. However, when copying from another<br />

application sometime the formatting from the copying<br />

document will also copy over and may make the website<br />

story look different. So it is best to type directly into the<br />

Content Manager<br />

You can change the appearance of the text by highlight the<br />

text and selecting any of the text formatting tools. (Similar to<br />

Microsoft Word).<br />

You can also add links and images using the<br />

menu tool bar above the text field. If you would<br />

like to view the html code check the “View<br />

Source” at the bottom and the source code will<br />

be displayed. The “Type of Player”, “Local<br />

College” and “Tryouts” fields are plain text<br />

fields, so you will need to put html tags for any<br />

special formatting.<br />

When adding a link or image you will need the<br />

correct path. For example, to add an image<br />

the url would look like: http://www.somedomain.com/images/picture.jpeg. A link would be:<br />

http://www.somedomain.com. To save the information click the “Insert Link” or “OK” button.<br />

IV. Text Block<br />

The “Text Block” window is where you will be able to edit the Ticket Information. To edit a text block select the<br />

block by clicking the name. Here you can add, modify or delete any text. You can type directly in the text window<br />

or copy and paste from another application. You can change the appearance of the text by highlight the text and<br />

selecting any of the text formatting tools. (Similar to Microsoft Word). You can also add links and images using the<br />

menu tool bar above the text field.<br />

V. News<br />

The “News” window is where you will be able to add news stories to your teams page. To add a new News story ,<br />

select the “New” button. Input the “Title of Article (headline)”, the “Release Date” to be posted. Enter the<br />

“Teaser” to be displayed. Enter the entire story in the “Article Body”. Similar to the “Text Block” you can format the<br />

text using the text formatting tools. You can also add links and images using the menu tool bar above the text<br />

field. If you would like to view the html code check the “View Source” at the bottom and the source code will be<br />

displayed. Once you have all the information enter and formatted click the “Save” button at the top. To modify a<br />

story select the the “Title” in the “New” widow. Make the modifications and click “Save”. To delete a story(s) check<br />

the box next to the Title(s) and click the “Delete Checked Items” button at the top.<br />

VI. File Manager<br />

The “File Manager” window is where images and pdf<br />

files are uploaded. To upload an image or file, click the<br />

browse button. Find the image or pdf you want uploaded<br />

and click the “Upload File” button. (There must be no<br />

spaces in the naming of the files. Also each new images<br />

must have a unique name, and must be RGB color and<br />

saved as a jpg, gif, png or some other formate for the<br />

web.). To view the uploaded image and to get the image<br />

path click on the desired file name. Here you can get the<br />

correct path for images you want in your news stories.<br />

To add an images to a story you must get the correct<br />

path name for the image to be viewed correctly. To get<br />

the path click the desired image and copy the entire url<br />

in the browser window.<br />

VII. Logo Manager<br />

The “logo Manager” window is where your small logo for<br />

the “About” page is stored.<br />

VIII. Roster<br />

The “Roster” window is where you can update your players’<br />

information, such as number, position, etc. You will also be<br />

able to update their games played, goals, assist, etc. You<br />

will not be able to delete a player from your roster. Also a<br />

new player will have to be approved by the registrar before<br />

you will have access to them on your roster.<br />

IX. Schedule<br />

The “Schedule” window is where you can update your<br />

home schedule information. You will be able to add<br />

new league games, edit and update current games.<br />

You will not be able to delete games. To add a new<br />

game click the “New” button and enter the information<br />

and click “Save”.<br />

To edit or add the score of a game click the “game no”.<br />

Changes in location, opponent and/or time must still be<br />

submitted to the league using the “Game Change<br />

Form”.<br />

X. Venue<br />

The “Venue” window is where you can add, edit and<br />

delete your venue. You will be able to add a link for<br />

driving directions also. To ad a new venue click the<br />

“New” button and add all the information and click<br />

“Save”. To edit click the venue name and change any<br />

information. To delete a venue check the check box<br />

to the right of the venue and click the “Delete” button<br />

at the top left of the page.<br />

X. Staff<br />

The “Staff” window is where you can add, edit and<br />

delete your members of your staff that will show up<br />

on your teams home page. You will be able to list the<br />

staff members in the order you want. To ad a new<br />

Staff member click the “New” button and add all the<br />

information and click “Save”. To edit click the staff<br />

name and change any information. To delete a staff<br />

member check the check box to the right of the staff<br />

member and click the “Delete” button at the top left of<br />

the page.<br />

VII. Advertisers<br />

The “Advertisers” window is where you can add<br />

Advertisers to the your team pages. To add a new<br />

Advertiser click the “New” button at the top. Select the<br />

category the Advertiser falls under. Enter the<br />

Advertiser’s Name, URL (website), Advertiser Logo (the<br />

logo must first be uploaded in the “File Manager”), Sort<br />

Order (list the order the Advertisers are displayed on<br />

the website), and Description. Click Save.<br />

You can edit an Advertiser by clicking the Advertiser’s<br />

Name in the “Advertiser” window.<br />
