ensemble event. The director was instructed to gather input from IBA and ISTA regarding
this issue. The second recommendation was to increase the maximum time allowed for
Chamber Choirs from 6 to 8 minutes. MMS (MERZ/COLTON) to accept this recommendation.
PASSED The third recommendation was to increase the maximum number of singers
allowed in a Bass Clef, Treble Clef, and Mixed Vocal Ensemble from 9 to 12 singers,
with the understanding that ensembles employing 10-12 singers must sing 4 part literature.
MMS (COLTON/LETTOW) to accept the recommendation. PASSED The director
presented a proposal to provide certificates online for directors to download and print off
for students receiving a Division I or Division II rating at the IHSMA Solo/Small Ensemble
Festival. MMS (MERZ/LETTOW) to accept the proposal and publish the certificates online
as modified. PASSED The director outlined concerns with the Outstanding Performers
Recital. MMS (NUGENT/LETTOW) for IHSMA to facilitate a meeting with representatives of
the Iowa String Teachers Association, Iowa Bandmasters Association, and the Iowa Choral
Directors Association to collaboratively discuss the current success of the Outstanding
Performance Award Winners recital and explore future enhancements of that recital.

ASSOCIATION CONCERNS: The director provided an outline of the content to be included
in the Adjudicator Specialist Certification sessions as derived by input from the
ICDA Liaison Committee and the IBA Concert Band Af fairs Committee. MMS (COLTON/
MERZ) to implement the Adjudicator Specialist Certification Sessions as they are developed.
PASSED MMS (COLTON/DANNEN) to adopt a uniform policy for all festivals
concerning adjudicator pay where a festival is cancelled or postponed due to inclement
weather. Under this policy adjudicators would be reimbursed, at the contracted rates, for
expenses incurred (mileage, housing, and meal honorarium). Adjudicators will not be
reimbursed for their adjudication honorarium unless the festival is cancelled or postponed
af ter it has already begun. In that instance adjudicators will be paid their full contract.
Adjudicators of festivals that have experienced a postponement will be given first consideration
when securing adjudicators for the re-scheduled festival. PASSED The director
outlined an adjudicator recognition program that would recognize currently approved adjudicators
and veteran adjudicators for years of service. MMS (COLTON/NUGENT) to
provide certificates for all “approved” adjudicators. PASSED The Adjudicator Recognition
Program for Years of Service was tabled for further discussion at the October meeting.
MMS (NUGENT/MERZ) to provide metal “Lifetime Passes” to IHSMA events to all former
and current Executive Committee members and to Everett Johnson; and to provide laminated
term passes to current DAG members. PASSED The director notified the committee
that the current supply of “Distinguished” Academic Achievement Awards had been exhausted
and that a re-order of the same certificate was not possible. MMS (NUGENT/
LETTOW) to abandon the current certificate program and implement a plaque program
similar to that of the IHSAA and IGHSAU. PASSED Meeting dates for the 2004-2005
school year were established as October 13, 2004 (Executive Committee and DAG);
January 19, 2005 (Executive Committee); April 20, 2005 (Executive Committee and DAG);
and June 18, 2005 (Executive Committee). The joint meeting between the IHSMA Executive
Committee and IMEA Executive Board will be April, 19, 2005. The 2005 National
Federation Summer Meeting will be held in San Antonio, Texas and is tentatively scheduled
for June 30 – July 3, 2005. MMS (COLTON/NUGENT) to provide a donation of $150
to IPTV. The director outlined current plans for joint booth space at the SAI convention
