MARCHING BAND FESTIVAL: Director Greiner informed the committee of his recent<br />

conversation with Mr. Video General Manager, Kevin Hart regarding IHSMA’s request that<br />

Mr. Video obtain Mechanical Licensing prior to their marketing the IHSMA State Marching<br />

Band Festival footage. Mr. Hart assured the director that he would try to secure a blanket<br />

mechanical license for that festival and if that license became cost prohibitive he would<br />

notify the director in plenty of time so that an alternate plan could be put in place.<br />

ALL-STATE FESTIVAL: <strong>The</strong> director provided a status report of the <strong>2004</strong> All-State Festival<br />

and informed the committee of the All-State Choral <strong>Music</strong> reading session that would take<br />

place July 26 on the campus of Valley <strong>High</strong> <strong>School</strong> in West Des Moines. <strong>The</strong> director also<br />

shared a request by Chad Criswell to use All-State video footage for an educational DVD<br />

that would contain both video performances of significant wind band literature as well as<br />

many useful classroom materials that an individual teacher could easily print out and<br />

distribute to students as a part of an organized lesson. <strong>The</strong> director was instructed to<br />

contact Mr. Criswell and let him know that the committee felt his project was certainly<br />

worthwhile and to be commended but that they did not feel footage of the All-State performing<br />

ensembles would best suit his needs citing challenges in obtaining the needed<br />

permissions. <strong>The</strong> committee felt a better solution was to have Mr. Criswell contact some of<br />

<strong>Iowa</strong>’s finest instrumental music programs and have them provide him the needed footage<br />

and support materials.<br />

SOLO/SMALL ENSEMBLE FESTIVAL: <strong>The</strong> director presented two recommendations<br />

from the IBA Concert Band Af fairs committee. <strong>The</strong> first recommendation was to allow<br />

“comments only” performances for any Solo/Small Ensemble performance. MMS<br />

(NUGENT/MERZ) to approve this recommendation. PASSED Upon reconsideration, MMS<br />

(NUGENT/MERZ) to table this issue and the director was instructed to gather input from<br />

ISTA and ICDA regarding their feelings on this issue. PASSED <strong>The</strong> second recommendation<br />

was to change the minimum number allowed in a Percussion Choir or Mallet Choir<br />

from 7 to 5 members. MMS (MERZ/COLTON) to accept this recommendation. PASSED<br />

<strong>The</strong> director presented three recommendations from the ICDA Liaison Committee. <strong>The</strong><br />

first recommendation was to allow 4 hands, 1 piano accompaniment for any solo or small<br />
