LARGE GROUP FESTIVAL: Director Greiner presented the registration report as evident,<br />

reporting a decline in participation of 30 ensembles.<br />

ALL-STATE MUSIC FESTIVAL: <strong>The</strong> director advised the committee of IPTV agreement to<br />

market the All-State Festival Concert in DVD format rather than VHS and that Comprehensive<br />

Sound would take care of the reproduction and distribution duties. A proposal from<br />

Comprehensive Sound will be available at the next meeting of the Executive Committee.<br />

DISTRICT ADVISORY GROUP CONCERNS: David Rutt presented a summary of concerns<br />

and comments provided by the north central district. Those concerns included<br />

concern over the quality of work provided by Jolesch Photography at the State Marching<br />

Band Festival; the success of the video verbal adjudication of the Show-Jazz Choir Festival<br />

at the Forest City site; online registration/scheduling process concerns for Solo/Small<br />

Ensemble Festival; and the quality of adjudicators for the IHSMA Marching Band Festival<br />

and Large Group Festival.<br />

ASSOCIATION CONCERNS: <strong>The</strong> director provided an update of plans to move the registration<br />

processes for the rest of the IHSMA festivals online. MMS (Lehmann/Merz) to<br />

approve the <strong>2004</strong>-2005 registration, penalty, and festival dates as provided. PASSED<br />

Classification proposals provided by the director were reviewed. MMS (Nugent/Colton) to<br />

re-classify the IHSMA schools into 4 classes for the 2005-2006 academic year. Those<br />

classifications would be based upon the Department of Educations BEDS document (grades<br />

9-11) from the previous year and are as follows: Class 4A – 600 or more students; Class 3A<br />

– 275 to 599 students; Class 2A – 150 to 274 students; and Class 1A –149 or less students.<br />

PASSED <strong>The</strong> director informed the board of some inconsistencies in existing policy<br />

regarding adjudicator pay for IHSMA festivals that are cancelled/postponed due to inclement<br />

weather. <strong>The</strong> director was directed to draw up a proposal for the boards consideration.<br />

With the resignation of Treasurer Tim Peterson, Charter Oak from the Executive Committee<br />

it was necessary to elect a new treasurer. MMS (Lehmann/Lettow) to elect Tom Nugent as<br />

Treasurer. PASSED <strong>The</strong> director informed the committee of a plan to cooperatively consolidate<br />

booth space for the upcoming SAI convention with IBA/ISTA/IMEA (ICDA has not<br />

yet committed). MMS (Nugent/Lehmann) to provide a booth for the SAI Convention. <strong>The</strong><br />

idea of term and lifetime passes for Executive Committee members and DAG members<br />

was discussed. <strong>The</strong> director was instructed to draw up a proposal for the next meeting.<br />

MMS (Lehmann/Merz) to move into closed session at 2:55 PM for discussion of the evaluation<br />

and the continuing contract of the Executive Director. PASSED MMS (Nugent/Merz)<br />

to return to open session. Passed MMS (Merz/Colton) to extend a 2-year contract to the<br />

Executive Director, increasing the salary package by 9.5% to $79,358 for the first year, the<br />

salary is to be negotiated for the second year but will not decrease. PASSED <strong>The</strong> director<br />

thanked the committee for their continued support and confidence. <strong>The</strong> director informed<br />

the committee that he had met with Executive Director of the IHSAA and the agreement<br />

between the IHSAA and the IHSMA was satisfactory to both parties.<br />

MMS (Merz/Colton) to adjourn. PASSED<br />
