ARTICLE IX<br />

Amendments<br />

Section 1. Amendments to this constitution may be initiated in either of the methods<br />

enumerated in this section.<br />

1. By petition signed by the administrators of not less than 20% of the member<br />

schools.<br />

2. By Executive Committee action.<br />

Section 2. <strong>The</strong> Executive Committee shall submit within reasonable time all properly<br />

proposed amendments to the administrators of the member schools. <strong>The</strong> ballot shall be<br />

cast by the member school over the signature of the superintendent or principal within the<br />

time limit stated on the ballot. <strong>The</strong> proposed change shall become part of the constitution<br />

immediately if approved by a majority of the member schools voting on the proposal.<br />

Section 3. Regulations made by the Executive Committee not contrary to this constitution<br />

shall apply to all festivals in this Association, unless rejected by the Association in<br />

the manner prescribed for voting in Article IX, Section 1 and 2 of this constitution.<br />

MINUTES OF EXECUTIVE COMMITTEE MEETING<br />

January 21, <strong>2004</strong><br />

<strong>The</strong> Executive Committee of the <strong>Iowa</strong> <strong>High</strong> <strong>School</strong> <strong>Music</strong> Association met in Boone, <strong>Iowa</strong><br />

at the association of fices at 9:30 a.m. Executive Committee members present were: Jan<br />

Merz, Fort Dodge; Tom Nugent, Villisca; Tim Peterson, Charter Oak; Steve Colton, Marion;<br />

Tom Dannen, Melcher-Dallas; and Mark Lehmann, Waverly. Also in attendance was Alan<br />

Greiner, Executive Director who served as recording secretary. President Dannen chaired<br />

the meeting.<br />

MMS (Merz/Colton) to approve the minutes from: October 22, 2003. PASSED<br />

MMS (Merz/Colton) to approve the financial bills as submitted. PASSED<br />

ALL-STATE MUSIC FESTIVAL: Director Greiner presented an up-to-date financial report<br />

for the 2003 festival. Participation levels in the audition process have increased in band,<br />

and orchestra, but the vocal and piano areas have decreased leaving a net gain of 7<br />

participants. Video sales from the festival have increased and the director informed the<br />

committee that he has placed a second order with IPTV. October 23, <strong>2004</strong> and <strong>No</strong>vember<br />

18-20, <strong>2004</strong> will serve respectively as the audition and festival dates for next year. <strong>The</strong><br />

Audio, Video, and T-shirt programs and their suppliers were reviewed. MMS (Nugent/<br />

Lehmann) to use the same audio and video suppliers for the <strong>2004</strong> Festival, to investigate<br />

other potential T-shirt suppliers, and to move to a DVD video format: Audio – Comprehensive<br />

Sound; Video – <strong>Iowa</strong> Public Television; and T-shirt – Intensitee. PASSED MMS<br />

(Merz/Colton) to raise the All-State Conductor Honorarium for 2006 at $1,700. PASSED<br />

<strong>The</strong> All-State Chaperone policy was reviewed and discussed. It was decided that the<br />
