Dear <strong>Phillips</strong> <strong>Hairstyling</strong> <strong>Institute</strong> Student:<br />

On Friday, May 18, 2012, Mr. <strong>Phillips</strong> notified the Bureau that the school intends to close later this<br />

year. The purpose of this correspondence is to notify you of your current <strong>options</strong> as an active<br />

<strong>student</strong> of the school. These <strong>options</strong> are only open to currently active <strong>Phillips</strong> <strong>Hairstyling</strong> <strong>Institute</strong><br />

<strong>student</strong>s and does not apply to past <strong>student</strong>s or graduates. The <strong>options</strong>, as well as a discussion of<br />

them, are as follows:<br />

Option 1: Receive a full refund of all monies paid to the school. Under this option, <strong>Phillips</strong><br />

<strong>Hairstyling</strong> <strong>Institute</strong> would refund all monies paid to them on your behalf. The refunds<br />

would be made to the funding source. Therefore, any monies paid by <strong>student</strong> loans<br />

would be refunded to the lender, not the <strong>student</strong>, etc. Students choosing this option<br />

would not receive a copy of their transcript and would not be credited in any way for the<br />

hours taken at <strong>Phillips</strong> <strong>Hairstyling</strong> <strong>Institute</strong>. In effect, this would cancel the initial<br />

enrollment agreement contract, relieving the <strong>student</strong> of any monetary obligations for that<br />

contract and relieving the school of any instructional obligations of that contract.<br />

Option 2: Receive a transcript of hours completed at <strong>Phillips</strong> <strong>Hairstyling</strong> <strong>Institute</strong> and a refund of<br />

any funding paid over the per-hour tuition rate at the <strong>Phillips</strong> <strong>Hairstyling</strong> <strong>Institute</strong>. Based<br />

upon the approved enrollment agreement on file, the tuition rate was $8,225 for 1000<br />

hours of training resulting in a $8.23 per hour tuition rate. Therefore, for a <strong>student</strong> who<br />

had been offered 400 hours of training (offered hours are the sum of completed hours and<br />

absent hours from the start date until the last date of the <strong>student</strong>’s physical attendance),<br />

the school would be able to retain $3,292 of tuition money. Any monies paid for tuition<br />

beyond that amount would need to be refunded to the <strong>student</strong> or the funding source. If<br />

after that computation, the <strong>student</strong> still owes the school money, that money would be<br />

forgiven and the <strong>student</strong> would still be able to receive his or her transcript but would<br />

receive no refund.<br />

Option 3 (Seniors Only): Continue training at <strong>Phillips</strong> <strong>Hairstyling</strong> <strong>Institute</strong>. At the time that this<br />

correspondence is being written, this option is only available to <strong>student</strong>s with 500 or<br />

more clock hours and who are on the senior floor due to the fact that the school will not<br />

be continuing long enough to teach out any of the other <strong>student</strong>s. Mr. Steven <strong>Phillips</strong> will<br />

be the only instructor during this teachout.


Some considerations in making your decision might be as follows:<br />

Option 1 regarding a full refund and no transcript might be a good choice if, after your experience:<br />

you decide that you no longer are interested in the appearance enhancement field and never<br />

plan to return to that career choice;<br />

you only just started your hours when the school ceased operation and would not mind<br />

beginning completely new at another school; or<br />

you plan to move out of state soon and would like to do your training in that state which<br />

probably requires more than 1,000 hours of study.<br />

Remember, if you choose a full refund, you will not receive a transcript of the hours you<br />

completed now or in the future.<br />

Option 2 regarding receiving your transcript and a partial refund, if one is due, might be a good<br />

choice if:<br />

You plan to complete your instruction but want a broader choice of schools where you can<br />

complete your hours; or<br />

You are unsure how soon you want to return to instruction but want to keep the hours already<br />

completed for consideration by a school at some point in the future. Remember that<br />

wherever you transfer, you will be tested to see how much of your instruction you retain, you<br />

will pay that school’s tuition rate and will probably need to purchase that school’s kit, book,<br />

uniform (if one is used), etc.<br />

Option 3 (for <strong>student</strong>s with 500 clock hours or more only) regarding completing your instruction at<br />

<strong>Phillips</strong> <strong>Hairstyling</strong> <strong>Institute</strong> might be a good choice if:<br />

You are close to completion and wish to stay in the same facility and be taught the remaining<br />

hours by Mr. <strong>Phillips</strong>. Because your original contract and financial aid package will be<br />

honored as if the school were not closing, you should expect no surprises in those areas.<br />

In order to formally advise us of your choice, you will need to complete a Student Complaint Form<br />

which will be provided to you or which you can download from our website at<br />

www.<strong>acces</strong>.nysed.gov/bpss/<strong>student</strong>s/documents/ComplaintForm.pdf. If you choose an option<br />

requiring a full or partial refund from <strong>Phillips</strong> <strong>Hairstyling</strong> <strong>Institute</strong>, be certain to attach copies of all<br />

of your receipts from payments made to the school so that we can compare them with the school’s<br />

record of your <strong>student</strong> account. Once your complaint is filed, you will be notified the name of a<br />

specific Bureau staff member who has been assigned to handle your case.<br />
