Dear Phillips Hairstyling Institute Student:
On Friday, May 18, 2012, Mr. Phillips notified the Bureau that the school intends to close later this
year. The purpose of this correspondence is to notify you of your current options as an active
student of the school. These options are only open to currently active Phillips Hairstyling Institute
students and does not apply to past students or graduates. The options, as well as a discussion of
them, are as follows:
Option 1: Receive a full refund of all monies paid to the school. Under this option, Phillips
Hairstyling Institute would refund all monies paid to them on your behalf. The refunds
would be made to the funding source. Therefore, any monies paid by student loans
would be refunded to the lender, not the student, etc. Students choosing this option
would not receive a copy of their transcript and would not be credited in any way for the
hours taken at Phillips Hairstyling Institute. In effect, this would cancel the initial
enrollment agreement contract, relieving the student of any monetary obligations for that
contract and relieving the school of any instructional obligations of that contract.
Option 2: Receive a transcript of hours completed at Phillips Hairstyling Institute and a refund of
any funding paid over the per-hour tuition rate at the Phillips Hairstyling Institute. Based
upon the approved enrollment agreement on file, the tuition rate was $8,225 for 1000
hours of training resulting in a $8.23 per hour tuition rate. Therefore, for a student who
had been offered 400 hours of training (offered hours are the sum of completed hours and
absent hours from the start date until the last date of the student’s physical attendance),
the school would be able to retain $3,292 of tuition money. Any monies paid for tuition
beyond that amount would need to be refunded to the student or the funding source. If
after that computation, the student still owes the school money, that money would be
forgiven and the student would still be able to receive his or her transcript but would
receive no refund.
Option 3 (Seniors Only): Continue training at Phillips Hairstyling Institute. At the time that this
correspondence is being written, this option is only available to students with 500 or
more clock hours and who are on the senior floor due to the fact that the school will not
be continuing long enough to teach out any of the other students. Mr. Steven Phillips will
be the only instructor during this teachout.
Some considerations in making your decision might be as follows:
Option 1 regarding a full refund and no transcript might be a good choice if, after your experience:
you decide that you no longer are interested in the appearance enhancement field and never
plan to return to that career choice;
you only just started your hours when the school ceased operation and would not mind
beginning completely new at another school; or
you plan to move out of state soon and would like to do your training in that state which
probably requires more than 1,000 hours of study.
Remember, if you choose a full refund, you will not receive a transcript of the hours you
completed now or in the future.
Option 2 regarding receiving your transcript and a partial refund, if one is due, might be a good
choice if:
You plan to complete your instruction but want a broader choice of schools where you can
complete your hours; or
You are unsure how soon you want to return to instruction but want to keep the hours already
completed for consideration by a school at some point in the future. Remember that
wherever you transfer, you will be tested to see how much of your instruction you retain, you
will pay that school’s tuition rate and will probably need to purchase that school’s kit, book,
uniform (if one is used), etc.
Option 3 (for students with 500 clock hours or more only) regarding completing your instruction at
Phillips Hairstyling Institute might be a good choice if:
You are close to completion and wish to stay in the same facility and be taught the remaining
hours by Mr. Phillips. Because your original contract and financial aid package will be
honored as if the school were not closing, you should expect no surprises in those areas.
In order to formally advise us of your choice, you will need to complete a Student Complaint Form
which will be provided to you or which you can download from our website at
www.acces.nysed.gov/bpss/students/documents/ComplaintForm.pdf. If you choose an option
requiring a full or partial refund from Phillips Hairstyling Institute, be certain to attach copies of all
of your receipts from payments made to the school so that we can compare them with the school’s
record of your student account. Once your complaint is filed, you will be notified the name of a
specific Bureau staff member who has been assigned to handle your case.
