Waste Spillage<br />

Spillage <strong>co</strong>uld occur during the handling of waste (either tear in<br />

filter bags / or dust extracted by the plant).<br />

Air Quality<br />

The operation of the FFP will reduce the particulate emissions<br />

from the Unit 4 boiler by up to 99.99% <strong>co</strong>mpared to the 99.6% -<br />

99.8% from the ESP. This will ensure that particulate emissions<br />

emitted from the stack are less than 50mg/Nm 3 during normal<br />

operation, which is the minimum emission standard for new plant.<br />

This will eliminate the visible plume of dust currently visible from<br />

the stack (refer photographs).<br />

Employment<br />

This project will no create any additional permanent positions,<br />

however it is anticipated that every four years 100 general<br />

labourers will be employed for an estimated 5 weeks to assist with<br />

the replacement of the fabric filter bags in the FFP. There is also<br />

potential job creation at the bag production plant due to the extra<br />

bags required for this FFP.<br />

Impacts to Human, Plant and Animal Health<br />

The reduction of emissions from Unit 4 by 50% - >60% by using<br />

the FFP <strong>co</strong>mpared to ESP technology will improve the ambient air<br />

quality around the power station, and indirectly reduce the<br />

potential impact to human, animal and plant health by the<br />

emissions.<br />

Legal Compliance<br />

Upgrading Unit 4 with the FFP technology will allow the plant to<br />

operate within the current 75 mg/Nm 3 limit and also the future 50<br />

mg/Nm 3 limit. Thus ensuring long term legal <strong>co</strong>mpliance to air<br />

quality legislation.<br />

Air Quality<br />

Systematic improvements have occurred over the years as Duvha<br />

power station has been replacing the existing ESP technology<br />

with FFP technology. The positive cumulative impact is<br />

noticeable. In time (estimated in the year 2017-8) the remaining<br />

two Units 5 and 6 will also be replaced.<br />

• Adhere to the FFP dusting procedures as well as the<br />

bag inspection and replacement procedure.<br />

• In terms of mitigation ensure that the FFP is operated<br />

ac<strong>co</strong>rding to the FFP operating procedure and ensure<br />

that all maintenance is <strong>co</strong>nducted in line with the<br />

existing procedures for maintenance.<br />

• Ensure that the minimum emission standards are met.<br />

• Enhance the positive impact by allowing for HDI<br />

individuals to be employed.<br />

• No mitigation measures required.<br />

• Ensure that the emissions from Duvha Power Station<br />

are within the allowable limit as per national legislation<br />

and site specific license <strong>co</strong>nditions.<br />

• Ensure that the current vision of <strong>co</strong>ntinual improvement<br />

at the station is reached by keeping the retrofit of Units 5<br />

and 6 in the long term planning of the station.<br />
