Pakistan is among the top countries that are adversely<br />

affected by the global climate change affects. The<br />

frequency of disasters have been forecasted rather<br />

intensifying in years to come. This year multi flavored<br />

disasters in Pakistan i.e, floods in Punjab, drought in Sindh<br />

and cyclone in the coastal areas of Balochistan & Sindh,<br />

denoted a prototype that how significantly climate change<br />

is affecting our region.<br />

Since half a decade in the past, Pakistan has experienced<br />

string of medium and large scale of floods almost every<br />

year. Yet this year, it encountered another challenge of<br />

calamitous flood transpired in September 2014.Flood was<br />

consider to be one of the worst in the country's history<br />

which had caused massive losses to the valuable property,<br />

agriculture assets (land & standings crops), livelihood including community infrastructure and<br />

resulted in a large scale displacement of local habitants in various central parts of Punjab<br />

Province, Gilgit Baltistan (GB) and Azad Jammu & Kashmir (AJ&K).Nevertheless, mobilization<br />

of well intact and deployed rescue-relief resources at various strategic locations across the<br />

country, continued monitoring, judicious information sharing and coordination based on timely<br />

contingency planning for June-2014 among all the provincial/regional stakeholders i.e, DMAs,<br />

PMD and FFD etc helped to take matched measures to cope with taxing situation and finally<br />

followed by rapid rescue-relief operations that provided timely assistances to the sufferings of<br />

marooned affectees.I would also like to commend the joint efforts of federal - provincial<br />

departments, Armed Forces, Rescue 1122 and various other local organizations/departments<br />

involved in the operations for their successful rescue /relief activities in the flood affected areas<br />

to help people tide over crisis.<br />

After the successful completion of the relief phase, NDMA immediately focused on the Early<br />

Recovery and Rehabilitation of flood affectees. NDMA also assisted/ coordinated with District<br />

Authorities and UN system to carryout Multi-sector Initial Rapid Assessment (MIRA) followed<br />

by Recovery Need Assessment (RNA) and Damage Need Assessment (DNA) to determine<br />

humanitarian needs based on the losses occurred due to flood and support required from the<br />

Government to use appropriate resources and prioritized recovery & rehabilitation tasks.<br />

NDMA is fully committed and making all out efforts in collaboration with the government and<br />

private public sector including international partners UN System to prevent and mitigate the<br />

sufferings and ensure complete rehabilitation of the flood affectees The present challenge, as<br />

in the past has left many lessons to be learned thereby unfolded valuable courses to prevent<br />

and avoid such disasters in future. We need to work together for (i) better disaster management<br />

system (ii) effective strategy to strive for long term sustainable development to amicably handle<br />

with the eventualities (iii) improve systems like Weather Forecasting (iv) more advance and<br />

efficient Early Warning system (v) coordination mechanism among all relevant<br />

agencies/stakeholders (i.e, NDMA, PDMAs, DDMAs, PMD, FFC etc), (vi) intensification of<br />

Flood Protection (vii) build Water Reservoirs, effective drainage systems (viii) Disaster<br />

Management Capacities at local levels (ix) fortifying Community Based Disaster Risk<br />

Management to ensure long term flood control measures and improved Response<br />

Mechanism, not only during floods but post flood situation also needs a systematic and efficient<br />

management.<br />

I would like to commend the efforts of entire NDMA team for their contributions in managing the<br />

situation. NDMA is determined and intends to shift its focus from a reactive approach to a more<br />

proactive approach. This will build and further enhance the disaster resilience culture to ensure<br />

better response during such emergencies.<br />

MONSOON SEASON<br />

Fighting Floods-2014<br />

The onset of monsoon once again found Pakistan in the grip of floods. On 3 September 2014, country<br />

experienced very high to exceptionally high rains coupled with unprecedented high flood discharges from<br />

across the eastern border. The heavy precipitation during monsoon triggered flash floods and landslides in<br />

North Eastern parts of the country, followed by urban flooding in major population centers and riverine floods<br />

(exceptionally high flood flows) in Rivers Chenab, Jhelum and Ravi. These torrential rains and ensuing<br />

floods swamped a large parts of the Punjab, Gilgit Baltistan(GB) and Azad Jammu & Kashmir (AJ&K),<br />

inundated villages, destroyed houses, submerged crops over hundreds of acres and washed away<br />

livestock in many villages.<br />

Yet, before the commencement of flood season, NDMA focused its<br />

efforts to mitigate and take preventive measures to meet any<br />

disastrous situation. Active liaison was maintained with all<br />

stakeholders including PDMAs, Pakistan Metrological<br />

Department (PMD), Federal Flood Commission (FFC) and<br />

Pakistan Commission for Indus Water (PCIW). The federal &<br />

provincial contingency plans were prepared, rescue-relief<br />

resources were deployed at strategic locations across the country<br />

for effective supply.<br />

In response to the flood alerts by PMD, NDMA issued regular advisories/ warnings to all concerned<br />

departments and ensured precautionary evacuations of population and livestock residing/ present in the flood<br />

plains and low lying areas. The provincial/district response agencies and health units were put on alert through<br />

PDMAs & district administrations to meet any emergent situation.<br />

The provincial & district administration also undertook precautionary measures to cope with eventuality which<br />

may arise with the ingress of flood discharges. Aerial monitoring carried out regularly through Army<br />

helicopters to review the flood shielding arrangements, flood control centers were established to monitor<br />

expected flood situation. NEOC at NDMA was activated for 24/7 on 15 July - 15 October that monitored the<br />

weather updates and river flows round the clock to substantiate coordination mechanism.<br />

Due to the catastrophic floods during September<br />

2014, federal government immediately mobilized all<br />

its resources to ensure an efficient rescue - relief<br />

efforts. All otherconcerned authorities and<br />

departments including NDMA, PDMA, Armed Forces,<br />

Rescue 1122 and district administration worked hand<br />

in glove and tirelessly to cope with this calamity.<br />

NDMA on the directives of federal government<br />

extended full support to PDMA Punjab, SDMA AJ&K in rescue-relief efforts and undertook all possible steps to<br />

save lives and property through constant coordination with all concerned stakeholder. NDMA teams<br />

were<br />

immediately deployed in the flood affected areas that monitored the river flows and flood peaks<br />

along Marala Headworks, Khanki Barrage and Qadirabad Headworks at River Chenab and along Mangla<br />

Dam, Rasul Headwork and Trimmu Barrage at River Jhelum, as well as coordinated with local civil<br />

administration and authorities for better response and relief management.<br />

NDMA also coordinated aviation rescue - relief<br />

efforts with Pak Army, other agencies and district<br />

administration to support the evacuation of<br />

affected people from flooded areas around river<br />

Chenab and Jhelum. A total of 19 helicopters and<br />

574 boats (provided by Army & Provincial<br />

Government) while approximately 2300 Army<br />

troops and Rescue 1122 teams successfully<br />

undertook search & rescue operations. NDMA<br />

ensured timely relief to the flood affectees through<br />

PDMA Punjab, SDMA AJ&K and GBDMA as well<br />

supplemented provincial relief through additional<br />

supply of tents, blankets, plastic mats, boats, life<br />

jackets, aqua tablets and mobile filtration plants.<br />

In order to assess the ground situation, Prime Minister and Chairman NDMA also visited the flood affected<br />

areas and personally monitored the rescue-relief activities.<br />

After the successful completion of search-rescue-relief<br />

activities, in order to ascertain initial damages/losses and to<br />

determine humanitarian needs of affected population, NDMA<br />

on the instructions of the government undertook Multi- sector<br />

Initial Rapid Assessment (MIRA) in collaboration with UN<br />

system, PDMA, district authorities of Punjab and NGOs from<br />

13th - 26th September 2014 in five flood affected districts of<br />

Punjab namely Chiniot, Hafizabad, Jhang, Mandi Bahauddin<br />

and Multan as identified by PDMA Punjab. The assessment<br />

was conducted under 9 major sectors (including agriculture,<br />

food security, livelihood, shelter / housing, health & nutrition,<br />

The findings of MIRA report identified Agriculture, Housing, Livelihood and Community Infrastructure as<br />

worst affected due to floods. The assessment report (finalized jointly by NDMA & UNOCHA) was also shared<br />

with the government, donors and UN/International organizations to assist in utilization of resources and<br />

direct relief efforts where most needed.<br />

With the initiation of the early recovery phase, NDMA initiated the process of RNA in AJ&K and Punjab on 3<br />

October 2014 to assess the cost of damages caused by the floods and carrying out recovery and<br />

rehabilitation process. The assessment was carried out jointly by NDMA, PDMA Punjab, SDMA AJ&K,UNDP,<br />

provincial Line Departments and district authorities in 28 flood/rain affected districts of Punjab and 10 FA<br />

districts of AJ&K to determine losses to crops, houses, livelihood and community infrastructure. The UN<br />

agencies, WB and ADB expressed their satisfaction on damages/losses data collected by the government.<br />

The financial impact of floods 2014 estimated by RNA report is Rs 43.99 M or USD 439.97 M. The outcome of<br />

report was also presented to the donors/international community to acquire their assistance and support in<br />

recovery and rehabilitation process.<br />

While the government used its national capacity for relief, it decided to seek assistance from the donors for its<br />

recovery plan as resilient recovery and reconstruction of FAA require considerable resources to meet the set<br />

targets. As a sequel to this the Recovery Action Framework based on RNA was jointly finalized by NDMA and<br />

UNDP on 30 October 2014. It has been approved by the government for overall recovery process proposed<br />

to be concluded in 24 months time period.The recovery plan will be executed through government lead<br />

implementation and monitoring mechanism, adding resilience into infrastructure, institutions and<br />

communities through reconstruction. Funding for recovery plan by government, Donor NGOs is being<br />

considered.<br />

In addition to above assessments, Economic Affairs Division (EAD) has initiated a request to WB and ADB for<br />

concluding Damage Needs Assessment (DNA) for a comprehensive reconstruction of flood affected areas.<br />

The federal and provincial governments, NDMA, PMD, FFC, Army, Navy, Rescue 1122 and other agencies<br />

made commendable efforts to ensure best possible measures within the available resources to evacuate the<br />

stranded people from the flooded areas through effective strategy & well-coordinated efforts. The<br />

government is fully committed to mitigate sufferings of the affected population and rehabilitate damages<br />

caused by floods 2014.<br />
