ANNEX 1 – ELIGIBILITY CRITERIA FOR FINAL APPLICATION<br />

FOR THEMATIC NETWORKS<br />

<strong>The</strong> Final applications submitted within the deadlines to the <strong>URBACT</strong> Secretariat<br />

will be checked for compliance with the eligibility criteria listed below.<br />

Any Final application failing to fulfil all the eligibility criteria will be<br />

declared ineligible.<br />

1) the Final application and all required documents are submitted within<br />

the deadline set for the <strong>The</strong>matic Networks, 21 October 2008 latest.<br />

2) the Final application is complete in terms of number of documents<br />

required and includes:<br />

- the Final Application Form signed and stamped<br />

- the 5 financial Excel sheets<br />

- one signed letter of commitment for each partner included in the<br />

partnership<br />

- one signed audit trail for each partner<br />

- one signed letter of intent for each associated Managing Authority<br />

- the Joint Convention signed by all partners<br />

- the baseline study<br />

3) the Final application is complete in terms of information and data required<br />

in the documents (all sections in the Final application form and<br />

in all related documents have been properly filled using the official<br />

templates provided by the <strong>URBACT</strong> Secretariat)<br />

4) all the documents required are signed, dated and stamped by the<br />

Lead partner and Project partners when required<br />

5) the Final application refers to a project bringing together<br />

- 8 partners minimum and 12 partners maximum, which have designated<br />

one of the authorities as Lead Partner (plus possibly up to 2<br />

observer cities from non Member/ Partner States)<br />

- partners from at least 3 Member and Partner States<br />

- no more than 3 non-city partners, each being from a different Member/<br />

Partner State<br />

6) the proposed final partnership is balanced with regard to the participation<br />

of partners from Convergence objective regions and Competitiveness<br />

objective regions, and includes:<br />
