Limited space for development in the dense historic urban area;<br />
Traffic congestions coming along with pollution, increasing<br />
health risks and degeneration of the historic fabric, because of<br />
high amount of commuters and insufficient public transport system;<br />
Need for integrated management and planning systems;<br />
7-9 % of vacant houses and dwellings;<br />
Cost of restoring the cultural heritage landscape does not balance<br />
out with the adaptive re-use and therefore planning or social<br />
gain may be lost in the proposal (feasibility and viability).<br />

Working with “Statements of Significance” as part of the development<br />
brief for investors, which state the kind of development<br />

Valletta during night-time and enliven Valletta through cultural/<br />

Results of social inclusion through heritage initiatives on the intangible<br />
level: Valletta uses heritage initiatives to promote NGOs<br />
and projects, which foster social inclusion;<br />
Alternative mobility and accessibility: e.g. Park and Ride, Electric<br />
Mini Cabs and CVA: using less cars through Polluter Pays<br />
