<strong>The</strong> Old Town became vibrant and the most attractive part of the<br />
city, at the same time neglected parts in remote areas of the Old<br />
Town still exist. <strong>The</strong> rapid change of the economy made an impact<br />
on the functional use of the Old Town, too: <strong>The</strong> growth in number<br />
of shops, restaurants, hotels, etc. forced the decline of residential<br />
flats and gentrification tendencies take place (social housing is very<br />
limited).<br />
Concerning “visual integrity” the main chalenges are:<br />
<strong>The</strong> development of high-rise buildings close to the historic urban<br />
landscape are threatening its integrity;<br />
<strong>The</strong> new architecture of buildings does not sufficiently respect its<br />
historic, spatial and townscape characteristics of the Old Town;<br />
Bad maintenance of historic buildings and their inner yards,<br />
whose owners have not the financial capacity and knowledge for<br />
the proper rehabilitation and maintenance work;<br />
Improvement of the public funding system for the preservation<br />
of monuments, their regular maintenance and the support of<br />
private rehabilitation and maintenance work.<br />
Concerning “Integrated revitalisation/ balancing the needs” the<br />
main challenges are:<br />
To improve a multimodal (public) transport in the historic centre;<br />
To stimulate the multi-level exchange with sub-ordinate institutions<br />
and public-private partnerships/ cooperation with the private<br />
sector (investors) and the local community (citizens and<br />
entrepreneurs) in support of the revitalisation process;<br />
To connect the Old Town with the riverside as recreational area;<br />
To attract more cultural and conference tourism;<br />
To secure the housing function for all income households in the<br />
Old Town;<br />
To improve the attractiveness of public space and semi-public/<br />
private yards for recreational purposes, in particular in remote<br />
areas of the Old Town.<br />
Vilnius will contribute its profound experience and good-practice<br />
example with:<br />
Monitoring visual view points;<br />
Assessing the impacts of new developments on the visual integrity;<br />
Special Plan Concept for High-rise Buildings Layout (2006).<br />
PP4 Sighisoara Sighisoara’s historic urban landscape has improved in the last<br />
years, in particular the improvement of the infrastructure. But<br />
there is still a strong need for the rehabilitation of the historic<br />
buildings and monuments.<br />
Concerning “visual integrity” the main challenges are:<br />
To rehabilitate the historic housing and monumental heritage,<br />
both public and private, which is in decay;<br />
To incite the qualitative rehabilitation/ maintenance of private<br />
owned historic buildings;<br />
