To keep a good mixture of traditional local stores and chain<br />
stores (when a traditional store closes, a chain store moves in<br />
because the pay higher rent);<br />
To ease the adaptation of constructive structures to the needs of<br />
commercial activities;<br />
To improve public and private open space for non-commercial<br />
leisure/ free time activities;<br />
To reduce the disturbance of the inhabitants through events and<br />
gastronomy in the historic centre.<br />
Graz will contribute to the project its profound experience with<br />
bringing new architecture with new needed functions/ space into<br />
the historic urban landscape without disturbing the overall value<br />
of the existing world heritage protected environment;<br />
grant scheme for private owners to rehabilitate their buildings,<br />
preserving the cultural value;<br />
improving the accessibility for handicapped in the historic centre.<br />
PP2 Naples Naples historic centre is densely populated, mainly with low-income<br />
households. This comes along with low level of education going<br />
along with an unemployment rate of 17,8%. Naples challenge for<br />
the historic urban landscape is its sustainable revitalisation, avoiding<br />
gentrification and preserving the cultural identity of the area at<br />
the same time.<br />
Concerning “visual integrity” the main chalenges are:<br />
To secure a qualitative rehabilitation and maintenance of historic<br />
buildings and monuments, both public and private, which are in<br />
decay;<br />
Creation of financial products/ instruments/ programs to stimulate<br />
the proper rehabilitation of private historic buildings;<br />
To ensure that the design of new developments (architecture)<br />
respects the historic, spatial and townscape characteristics of its<br />
setting in a contemporary manner (quality standards).<br />
Concerning “Integrated revitalisation/ balancing the needs” the<br />
main challenges are:<br />
To improve the precarious environmental conditions e.g. high<br />
level of acoustic and atmospheric pollution due to high level of<br />
individual (car) traffic (lack of good alternative transport<br />
means);<br />
To secure traditional shops and retail trade structure as these<br />
are struggling to survive (people shop in out-of inner city shopping<br />
malls);<br />
To set up new governance structures for a better coordination of<br />
the revitalisation activities.<br />
Naples will contribute its experience with acts and regulations to<br />
preserve and further develop the historic urban landscape to the<br />
project.<br />
PP3 Vilnius Vilnius has a rich cultural heritage. In the early 90s the Old Town<br />
became attractive for investors and for economical well off people.<br />
