The new control system is designed to promote a level playing field. I am fully supportive <strong>of</strong><br />

all measures that promote effective controls across <strong>the</strong> EU and that promote a culture <strong>of</strong><br />

compliance within <strong>the</strong> Irish and EU Fishing industry. The future <strong>of</strong> our industry is totally<br />

dependant on healthy fish stocks and fishing must be carried out on a sustainable basis in<br />

accordance with <strong>the</strong> rules in place across <strong>the</strong> EU.<br />

Departmental Staff<br />

576. Deputy Ca<strong>the</strong>rine Murphy asked <strong>the</strong> Minister for Agriculture, Food and <strong>the</strong> Marine if<br />

any remuneration, stipend, expense facility, financial facility or similar payment is being made<br />

from <strong>the</strong> Exchequer to any senior public servant who has retired from his Department beyond<br />

any accrued pension entitlements; if any such payment has been sanctioned for current senior<br />

public servants who are about to retire from his Department; if he will list <strong>the</strong> name, positions<br />

and details <strong>of</strong> any relevant moneys paid or scheduled to be paid <strong>of</strong> any person in receipt <strong>of</strong> or<br />

sanctioned to receive such a payment; and if he will make a statement on <strong>the</strong> matter. [8265/12]<br />

Minister for Agriculture, Food and <strong>the</strong> Marine (Deputy Simon Coveney): My Department<br />

has re-engaged one retired Civil Servant on a contract basis since 25 October 2010 on foot <strong>of</strong><br />

sanction received from <strong>the</strong> Minister for Public Expenditure and Reform. Remuneration <strong>of</strong><br />

€101,468 has been paid to date and normal pension abatement rules apply.<br />

Grant Payments<br />

577. Deputy Michael Healy-Rae asked <strong>the</strong> Minister for Agriculture, Food and <strong>the</strong> Marine<br />

<strong>the</strong> position regarding payments under <strong>the</strong> agri environment option scheme in respect <strong>of</strong> a<br />

person (details supplied) in County Kerry; and if he will make a statement on <strong>the</strong> matter.<br />

Minister for Agriculture, Food and <strong>the</strong> Marine (Deputy Simon Coveney): The person named<br />

was approved for participation in <strong>the</strong> Agri-Environment Options Scheme with effect from 1<br />

November 2010.<br />

Under <strong>the</strong> EU Regulations governing <strong>the</strong> Scheme and o<strong>the</strong>r area-based payment schemes, a<br />

comprehensive administrative check, including cross-checks with <strong>the</strong> Land Parcel Identification<br />

System, must be completed before any payment can issue. During <strong>the</strong>se checks a query arose<br />

in relation to <strong>the</strong> claimed Natura area on one <strong>of</strong> <strong>the</strong> parcels. This problem is presently being<br />

addressed and I expect payment will issue shortly.<br />
