<strong>the</strong>ir external stakeholders in making such decisions. In <strong>the</strong>se circumstances, I do not believe<br />

that it is appropriate for <strong>the</strong> State to impose on <strong>the</strong> Society, which is an independent body<br />

corporate, changes to its election procedures that have not been sought by its members or by<br />

<strong>the</strong> International Federation.<br />

The position in relation to <strong>the</strong> proposed legislation is that <strong>of</strong>ficials from my Department are<br />

currently liaising with <strong>the</strong> Office <strong>of</strong> <strong>the</strong> Attorney General on <strong>the</strong> final text <strong>of</strong> an amendment<br />

to <strong>the</strong> Irish Red Cross Society Order 1939. I expect to be in a position to bring this legislation<br />

to Government for approval in <strong>the</strong> coming weeks.<br />

Departmental Staff<br />

554. Deputy Ca<strong>the</strong>rine Murphy asked <strong>the</strong> Minister for Defence if any remuneration, stipend,<br />

expense facility, financial facility or similar payment is being made from <strong>the</strong> Exchequer to<br />

any senior public servant who has retired from his Department beyond any accrued pension<br />

entitlements; if any such payment has been sanctioned for current senior public servants who<br />

are about to retire from his Department; if he will list <strong>the</strong> name, positions and details <strong>of</strong> any<br />

relevant moneys paid or scheduled to be paid <strong>of</strong> any person in receipt <strong>of</strong> or sanctioned to<br />

receive such a payment; and if he will make a statement on <strong>the</strong> matter. [8269/12]<br />

Minister for Defence (Deputy Alan Shatter): I can confirm that no remuneration, stipend,<br />

expense facility, financial facility or similar payment is being made from <strong>the</strong> Exchequer by my<br />

Department, beyond any accrued pension entitlements, to any senior civil servant who has<br />

retired from <strong>the</strong> Department <strong>of</strong> Defence in <strong>the</strong> past five years. It was not possible to ga<strong>the</strong>r<br />

<strong>the</strong> detailed information sought by <strong>the</strong> Deputy in respect <strong>of</strong> <strong>the</strong> Defence Forces in <strong>the</strong> time<br />

available. My Department is currently seeking to compile <strong>the</strong> relevant data and I will provide<br />

<strong>the</strong> information directly to <strong>the</strong> Deputy once it comes to hand.<br />

555. Deputy Sean Fleming asked <strong>the</strong> Minister for Defence if he will outline on a yearly basis<br />

from 2008 to 2015 in respect <strong>of</strong> staff leaving <strong>the</strong> public service in his Department; <strong>the</strong> cost <strong>of</strong><br />

lump sums; <strong>the</strong> cost <strong>of</strong> severance payments; <strong>the</strong> cost <strong>of</strong> pensions <strong>of</strong> those leaving <strong>the</strong> service<br />

through retirement or o<strong>the</strong>r means; <strong>the</strong> loss <strong>of</strong> <strong>the</strong> pension levy from employees who have left;<br />

<strong>the</strong> loss <strong>of</strong> superannuation payments from retired or departed employees, in tabular form; and<br />

if he will make a statement on <strong>the</strong> matter. [8433/12]<br />

Minister for Defence (Deputy Alan Shatter): It has not been possible in <strong>the</strong> time available<br />

to compile all <strong>the</strong> necessary information requested by <strong>the</strong> Deputy. The information will be<br />

forwarded to <strong>the</strong> Deputy as soon as possible.<br />

Army Barracks<br />

556. Deputy Michael Healy-Rae asked <strong>the</strong> Minister for Defence if he will make a statement<br />

on Kickham Barracks, Clonmel, County Tipperary. [8487/12]<br />

Minister for Defence (Deputy Alan Shatter): As I have previously outlined to <strong>the</strong> House <strong>the</strong><br />

consolidation <strong>of</strong> <strong>the</strong> Defence Forces formations into a smaller number <strong>of</strong> locations is a key<br />

objective in <strong>the</strong> ongoing defence modernisation programme and has been recommended in<br />

many reports over <strong>the</strong> past number <strong>of</strong> years. This was a key consideration <strong>of</strong> Government in<br />

addressing this issue as releasing personnel from security and support functions enables <strong>the</strong><br />
