<strong>Parliamentary</strong> Question No. 187 <strong>of</strong> 14 December 2011, <strong>the</strong> costs <strong>of</strong> running overseas visa <strong>of</strong>fices<br />

as requested. [7776/12]<br />

Minister for Justice and Equality (Deputy Alan Shatter): As advised in my answer to<br />

<strong>Parliamentary</strong> Question 187 <strong>of</strong> 14 December 2011 <strong>the</strong>re are currently six overseas <strong>of</strong>fices in<br />

operation run by staff members <strong>of</strong> my Department. These are located in Abu Dhabi, Abuja,<br />

Beijing, London, Moscow and New Delhi. Visa fee income in respect <strong>of</strong> <strong>the</strong> 46,500 visas processed<br />

in <strong>the</strong> <strong>of</strong>fices in question in 2011 was approximately €2.3m. Precise figures in respect <strong>of</strong><br />

<strong>the</strong> operational costs are not yet available, but when <strong>the</strong> relevant staffing costs are discounted<br />

— as staff salary costs are incurred in any event — <strong>the</strong>se costs are likely to be close to <strong>the</strong><br />

fee income.<br />

Residential Institutions<br />

509. Deputy Aodhán Ó Ríordáin asked <strong>the</strong> Minister for Justice and Equality if he will begin<br />

<strong>the</strong> process to expunge <strong>the</strong> criminal records <strong>of</strong> all persons convicted and detained as minors<br />

within residential institutions as defined by <strong>the</strong> Commission to Inquire into Child Abuse in<br />

residential institutions; if he will fast-track <strong>the</strong> legislative framework and advice necessary for<br />

<strong>the</strong> President to carry out same; and if he will make a statement on <strong>the</strong> matter. [7803/12]<br />

Minister for Justice and Equality (Deputy Alan Shatter): The Deputy may wish to note that<br />

Section 35 <strong>of</strong> <strong>the</strong> Residential Institutions Redress Act 2002 provides that, for <strong>the</strong> avoidance <strong>of</strong><br />

doubt, a person who was detained in an industrial school as a child in circumstances where no<br />

criminal <strong>of</strong>fence was committed by him or her is not to be regarded as having a criminal record.<br />

Section 258 <strong>of</strong> <strong>the</strong> Children Act, 2001 also provides that any person convicted <strong>of</strong> an <strong>of</strong>fence<br />

while a child shall be treated for all purposes in law as a person who has not been charged or<br />

found guilty <strong>of</strong> <strong>the</strong> <strong>of</strong>fence provided he or she has not re-<strong>of</strong>fended within a three-year period<br />

after <strong>the</strong> conviction. In addition, if an individual who was formerly resident in an industrial<br />

school wishes to have confirmation that he or she does not have a criminal record, this can be<br />

provided by way <strong>of</strong> a certificate to that effect. To date, 17 individuals have requested such<br />

certificates and <strong>the</strong>se have been issued.<br />

Ministerial Appointments<br />

510. Deputy Shane Ross asked <strong>the</strong> Minister for Justice and Equality if he will list all appointments<br />

to State boards and agencies made by him since he came to power; <strong>the</strong> persons<br />

appointed; <strong>the</strong> boards and agencies to which <strong>the</strong>y were appointed; <strong>the</strong> remuneration details <strong>of</strong><br />

each appointment; and if he will make a statement on <strong>the</strong> matter. [7826/12]<br />

Minister for Justice and Equality (Deputy Alan Shatter): I can inform <strong>the</strong> Deputy that since<br />

I took up <strong>of</strong>fice, I have made appointments to a number <strong>of</strong> State bodies under <strong>the</strong> remit <strong>of</strong> my<br />

Department. Details <strong>of</strong> <strong>the</strong>se appointments, including remuneration, if any, are set out in <strong>the</strong><br />
