Government <strong>the</strong> reason <strong>the</strong>re is a need to include your PPS number while paying <strong>the</strong> household<br />

charge; and if he will make a statement on <strong>the</strong> matter. [7794/12]<br />

Minister for <strong>the</strong> Environment, Community and Local Government (Deputy Phil Hogan):<br />

The Local Government (Household Charge) Act 2011 and <strong>the</strong> Local Government (Household<br />

Charge) Regulations 2012 provide <strong>the</strong> legislative basis for <strong>the</strong> household charge. Under section<br />

5(1) <strong>of</strong> <strong>the</strong> Act, <strong>the</strong> owner <strong>of</strong> a residential property, who on a liability date, is liable to pay a<br />

household charge to a relevant local authority, or who is entitled to a waiver from payment <strong>of</strong><br />

a household charge under section 4(4), must make and provide to <strong>the</strong> relevant local authority<br />

a declaration stating that he or she is so liable or so entitled, as <strong>the</strong> case may be. Under section<br />

5(2) <strong>of</strong> <strong>the</strong> Act, <strong>the</strong> declaration must, in <strong>the</strong> case <strong>of</strong> a person who is liable to pay a household<br />

charge, be accompanied by payment <strong>of</strong> <strong>the</strong> household charge in respect <strong>of</strong> <strong>the</strong> property<br />

concerned.<br />

Article 5(2) <strong>of</strong> <strong>the</strong> Local Government (Household Charge) Regulations 2012 requires a<br />

household charge declaration to contain information, including <strong>the</strong> personal public service<br />

number <strong>of</strong> <strong>the</strong> person who, in <strong>the</strong> case <strong>of</strong> an individual, is <strong>the</strong> owner <strong>of</strong> <strong>the</strong> property, or <strong>the</strong><br />

tax reference number <strong>of</strong> a company which is <strong>the</strong> owner <strong>of</strong> <strong>the</strong> property. These numbers are<br />

required for identification purposes, particularly in <strong>the</strong> context <strong>of</strong> owners <strong>of</strong> residential property<br />

with similar names located in close proximity.<br />

Building Regulations<br />

428. Deputy Patrick O’Donovan asked <strong>the</strong> Minister for <strong>the</strong> Environment, Community and<br />

Local Government, fur<strong>the</strong>r to <strong>Parliamentary</strong> Question No. 424 <strong>of</strong> 24 January 2012, if, under<br />

<strong>the</strong> Building Regulations 1997 to 2011, one front entrance and no back entrance to a house is<br />

considered adequate provision, as specified in part M/TGD M. [7811/12]<br />

Minister for <strong>the</strong> Environment, Community and Local Government (Deputy Phil Hogan):<br />

Part M <strong>of</strong> <strong>the</strong> Building Regulations, and <strong>the</strong> accompanying Technical Guidance Document M<br />

(TGD M), aim to ensure that, among o<strong>the</strong>r things, new dwellings are visitable regardless <strong>of</strong><br />

age, size or disability. Section 3 <strong>of</strong> TGD M 2010 outlines how current minimum requirements<br />

in respect <strong>of</strong> access and use may be achieved in practice by a new dwelling. A new dwelling<br />

having only one entrance which has been constructed in accordance with Section 3.2 <strong>of</strong> TGD<br />

M 2010 and which has an approach route constructed in accordance with Section 3.1 <strong>of</strong> TGD<br />

M 2010, would be considered as having made adequate provision. Accessibility requirements<br />

apply to <strong>the</strong> main entrance to <strong>the</strong> dwelling and <strong>the</strong>re is nothing in <strong>the</strong> Building Regulations to<br />

require any additional accessible entrance to be provided.<br />

429. Deputy Shane Ross asked <strong>the</strong> Minister for <strong>the</strong> Environment, Community and Local<br />

Government if he will list all appointments to State boards and agencies made by him since he<br />

came to power; <strong>the</strong> persons appointed; <strong>the</strong> boards and agencies to which <strong>the</strong>y were appointed;<br />

<strong>the</strong> remuneration details <strong>of</strong> each appointment; and if he will make a statement on <strong>the</strong><br />
