My Department requires this project to be undertaken to assess <strong>the</strong> design, delivery and<br />

impact <strong>of</strong> <strong>the</strong> JobBridge scheme on <strong>the</strong> unemployed. It should also assist <strong>the</strong> Department in<br />

making fur<strong>the</strong>r policy decisions on <strong>the</strong> benefit <strong>of</strong> work placement programmes in <strong>the</strong> overall<br />

context <strong>of</strong> <strong>the</strong> Government’s activation policy which is to engage with every unemployed individual<br />

to provide <strong>the</strong>m with a pathway to employment and to prevent and reduce long term<br />

unemployment.<br />

Social Welfare Benefits<br />

304. Deputy Bernard J. Durkan asked <strong>the</strong> Minister for Social Protection if and when payment<br />

under <strong>the</strong> carer’s allowance scheme will be granted in <strong>the</strong> case <strong>of</strong> a person (details supplied)<br />

in County Kildare; and if she will make a statement on <strong>the</strong> matter. [7673/12]<br />

Minister for Social Protection (Deputy Joan Burton): I confirm that <strong>the</strong> department is in<br />

receipt <strong>of</strong> an application for carer’s allowance from <strong>the</strong> person in question. On completion <strong>of</strong><br />

<strong>the</strong> necessary investigations relating to all aspects <strong>of</strong> her case a decision will be made and <strong>the</strong><br />

person concerned will be notified directly <strong>of</strong> <strong>the</strong> outcome.<br />

Social Welfare Appeals<br />

305. Deputy John McGuinness asked <strong>the</strong> Minister for Social Protection if an appeal in<br />

respect <strong>of</strong> an application for disability allowance will be expedited and approved in respect <strong>of</strong><br />

a person (details supplied) in County Kilkenny. [7674/12]<br />

Minister for Social Protection (Deputy Joan Burton): The Social Welfare Appeals Office has<br />

advised me that <strong>the</strong> disability allowance claim <strong>of</strong> <strong>the</strong> person concerned was disallowed following<br />

an assessment by a Medical Assessor who expressed <strong>the</strong> opinion that he was medically unsuitable<br />

for <strong>the</strong> allowance. An appeal was registered on 25th January 2012 and in accordance with<br />

<strong>the</strong> statutory procedures <strong>the</strong> relevant department papers and <strong>the</strong> comments <strong>of</strong> <strong>the</strong> Social Welfare<br />

services on <strong>the</strong> matter raised in <strong>the</strong> appeal have been sought. In that context, an assessment<br />

by ano<strong>the</strong>r Medical Assessor will be carried out.<br />

The Social Welfare Appeals Office functions independently <strong>of</strong> <strong>the</strong> Minister for Social Protection<br />

and <strong>of</strong> <strong>the</strong> Department and is responsible for determining appeals against decisions on<br />

social welfare entitlements.<br />

306. Deputy John McGuinness asked <strong>the</strong> Minister for Social Protection if an application for<br />

domiciliary care allowance will be expedited and approved in respect <strong>of</strong> a person (details<br />

supplied) in County Carlow. [7675/12]<br />

Minister for Social Protection (Deputy Joan Burton): The continued entitlement to domiciliary<br />

care allowance (DCA) in this case was reviewed in January 2012 by one <strong>of</strong> <strong>the</strong> Department’s<br />

Medical Assessors. The Medical Assessor found that <strong>the</strong> child was no longer medically<br />

eligible for <strong>the</strong> allowance and a letter issued on <strong>the</strong> 16th January 2012 advising <strong>the</strong> person<br />

concerned <strong>of</strong> <strong>the</strong> decision.<br />

The person concerned may submit additional information and ask for <strong>the</strong> case to be fur<strong>the</strong>r<br />

reviewed, or <strong>the</strong>y may appeal <strong>the</strong> decision to <strong>the</strong> Social Welfare Appeals Office within twenty<br />

one days.<br />

307. Deputy Bernard J. Durkan asked <strong>the</strong> Minister for Social Protection <strong>the</strong> progress made<br />

in respect <strong>of</strong> determination <strong>of</strong> eligibility for invalidity pension in <strong>the</strong> case <strong>of</strong> a person (details<br />
