METHODOLOGY
Methodology<br />
The research was conducted using YouGov’s regional online panel <strong>of</strong> 235,000+<br />
respondents. Respondents from across <strong>the</strong> region (Arab world) were inv<strong>it</strong>ed to participate in<br />
<strong>the</strong> survey.<br />
A total <strong>of</strong> 1,013 respondents completed <strong>the</strong> 5-7 minute survey.<br />
Fieldwork was conducted from <strong>the</strong> 30 th <strong>of</strong> May to 3 rd <strong>of</strong> June 2012.
DEMOGRAPHICS
Respondent demographics<br />
As per <strong>the</strong> quotas, approximately half <strong>the</strong> sample comprised <strong>of</strong> GCC residents (55%), w<strong>it</strong>h one-quarter<br />
coming from North Africa (23%) and <strong>the</strong> Levant (22%), respectively. As illustrated below, <strong>the</strong> vast<br />
major<strong>it</strong>y <strong>of</strong> <strong>the</strong> sample (82%) were aged 40 years or below. Two-thirds (67%) <strong>of</strong> respondents were male<br />

his/her own what <strong>the</strong>y want to be exposed to ra<strong>the</strong>r than having <strong>it</strong> dictated by <strong>the</strong><br />
state’) and that ‘censorship is just ano<strong>the</strong>r concept invented by those in power to<br />
control <strong>the</strong> masses’.<br />
On <strong>the</strong> o<strong>the</strong>r hand, those respondents who do not believe censorship <strong>make</strong>s a <strong>mockery</strong><br />
<strong>of</strong> <strong>the</strong> <strong>arts</strong> believe state ‘intervention’ is required as ‘art can be indecent and needs to be<br />
censored before being shown to <strong>the</strong> general public’ and ‘to protect religious beliefs’. Just<br />
under half <strong>of</strong> those surveyed across <strong>the</strong> region also believed censorship helps maintain<br />
‘order’ w<strong>it</strong>hin <strong>the</strong> society.<br />
According to respondents across <strong>the</strong> region, censorship should be most applied on<br />
Internet webs<strong>it</strong>es, music videos and <strong>the</strong> cinema<br />
Very few believed censorship should not be applied at all (10% across <strong>of</strong> overall<br />
sample).

The vast major<strong>it</strong>y <strong>of</strong> respondents across <strong>the</strong> region believe ‘nud<strong>it</strong>y’ and ‘<strong>of</strong>fensive<br />
language’ should be censored.<br />
In general, respondents would place most trust on ‘well-respected members <strong>of</strong> <strong>the</strong><br />
society’ to decide what should and should not be censored. This was followed by<br />
‘leading intellectuals <strong>of</strong> <strong>the</strong> country’ and ‘religious leaders’. Pol<strong>it</strong>ical leaders are not<br />
trusted to <strong>make</strong> <strong>the</strong>se kinds <strong>of</strong> decisions.<br />
In-line w<strong>it</strong>h <strong>the</strong>ir in<strong>it</strong>ial response to <strong>the</strong> motion (i.e. supporting state censorship on<br />
<strong>arts</strong>), <strong>the</strong> largest proportion <strong>of</strong> respondents believed that classes in modern art<br />
taught in univers<strong>it</strong>ies in <strong>the</strong> Arab world should also be censored.<br />
Although opinion was divided, when asked about <strong>the</strong> likely impact <strong>of</strong> <strong>the</strong> rise <strong>of</strong> <strong>the</strong><br />
Internet in <strong>the</strong> region on censorship, a larger proportion <strong>of</strong> respondents were more<br />
inclined to believe <strong>it</strong> would decrease <strong>the</strong> level <strong>of</strong> censorship.<br />
In terms <strong>of</strong> <strong>the</strong> ‘mer<strong>it</strong>’ <strong>of</strong> ‘blacking out female flesh in Western magazines’,<br />
respondents were somewhat divided in <strong>the</strong>ir opinions on whe<strong>the</strong>r this is a ‘ridiculous’<br />
thing to do or something which should be done. However, respondents seemed to be<br />
more ‘tolerant’ about movies w<strong>it</strong>h a larger proportion <strong>of</strong> <strong>the</strong>m saying <strong>the</strong>y feel<br />
frustrated when some scenes are cut from foreign movies due to censorship.<br />
<br />
Overall, <strong>the</strong> major<strong>it</strong>y <strong>of</strong> respondents believe that desp<strong>it</strong>e all efforts censorship will<br />
not be able to block <strong>the</strong> power <strong>of</strong> <strong>arts</strong> because ideas and beliefs survive in our<br />
imagination.

As illustrated above, even those respondents who felt censorship <strong>make</strong>s <strong>mockery</strong> <strong>of</strong> <strong>the</strong> <strong>arts</strong> still see a need<br />
for censoring nud<strong>it</strong>y and <strong>of</strong>fensive language (73% and 66%, respectively). This feeling was even more<br />
accentuated among those who feel censorship does not <strong>make</strong> a <strong>mockery</strong> <strong>of</strong> <strong>the</strong> <strong>arts</strong>

should and should not be censored (30%). This was followed by ‘leading intellectuals <strong>of</strong> <strong>the</strong> country’ (23%) and<br />
‘religious leaders’ (19%). Pol<strong>it</strong>ical leaders are not trusted to <strong>make</strong> <strong>the</strong>se kinds <strong>of</strong> decisions (7%).<br />
Across <strong>the</strong> regions surveyed, relatively speaking those in <strong>the</strong> GCC (mostly KSA) were most likely to support<br />
‘religious leaders’ as censors <strong>of</strong> information (21% vs. 17% in NA and 15% in Levant), while those in <strong>the</strong> Levant<br />
were most likely to favour ‘leading intellectuals’ (31% vs. 19% in KSA).

proportion <strong>of</strong> respondents (46%) believed that classes in modern art taught in univers<strong>it</strong>ies in <strong>the</strong> Arab world<br />

Although opinion was divided, when asked about <strong>the</strong> likely impact <strong>of</strong> <strong>the</strong> rise <strong>of</strong> <strong>the</strong> Internet in <strong>the</strong> region on<br />
censorship, a larger proportion <strong>of</strong> respondents were more inclined to believe <strong>it</strong> would decrease <strong>the</strong> level <strong>of</strong><br />

In terms <strong>of</strong> <strong>the</strong> ‘mer<strong>it</strong>’ <strong>of</strong> ‘blacking out female flesh in Western magazines’, respondents were somewhat<br />
divided in <strong>the</strong>ir opinions on whe<strong>the</strong>r this is a ‘ridiculous’ thing to do (43%) or something which should be done<br />
(41%). However, respondents seemed to be more ‘tolerant’ about movies w<strong>it</strong>h a larger proportion <strong>of</strong> <strong>the</strong>m<br />
(48%) saying <strong>the</strong>y feel frustrated when some scenes are cut from foreign movies due to censorship (vs. 37%<br />
who disagree).<br />
Overall, <strong>the</strong> major<strong>it</strong>y <strong>of</strong> respondents (54%) believe that desp<strong>it</strong>e all efforts censorship will not be able to block<br />
<strong>the</strong> power <strong>of</strong> <strong>arts</strong> because ideas and beliefs survive in our imagination (vs. 23% who disagree).
