President’s Message bringing nextgen into focus through government-industry collaboration Going into 2009, there were almost as many notions of what Next- Gen is as there were people who were asked. The aviation community endorses the importance of establishing a focal point to direct the long-term investments in NextGen, yet current economic realities dictate the need for near-term enhancements to the nation’s air transportation system. To that end, early in 2009, Hank Krakowski, Chief Operating Officer of the FAA’s Air Traffic Organization, and Peggy Gilligan, FAA Associate Administrator for Aviation Safety, had the foresight to ask RTCA to form a Task Force to address the challenges facing the aviation community and recommend a prioritized set of NextGen operational capabilities to be implemented between now and the year 2018. The good news is that we now have a community-wide consensus on the priorities for NextGen implementation in the near- and mid-term. Over 335 individuals from 141 different organizations participated in the Task Force. Members of the Task Force represented all segments of the aviation community. Participants brought technical, operational, and, for the first time on a Task Force, financial and strategic planning expertise. On September 9, 2009, RTCA delivered a consensus-based set of recommendations to the FAA on the NextGen operational capabilities to be implemented between now and 2018. A year ago, many were asking, “What is NextGen” With the delivery of the Task Force recommendations, we are now asking, “How soon can we deliver the benefits of NextGen” The FAA is working across all of its lines of business to address each of the recommendations and incorporate their responses into the NextGen Implementation Plan. This work is being conducted in a transparent manner, utilizing RTCA as the venue for collaboration with industry. RTCA looks forward to building on its status as a utilized Federal advisory committee and its proven track record of forging consensus among many diverse stakeholders to provide the FAA with a single industry voice on important operational, technical, and investment priorities for the path to NextGen. The importance of the work of RTCA on bringing the voice of the aviation community to the task of expediting NextGen was further underscored when RTCA was invited to testify at two congressional hearings. One was held by the House of Representatives Subcommittee on Transportation and Infrastructure of the Committee on Aviation, to review the RTCA NextGen 2 RTCA • 2009 Annual Report
Implementation Task Force Report. The second, on “Maintaining a Safe and Viable Aviation System: Priorities from Aviation Stakeholders,” was the first time in ten years that the House of Representatives Subcommittee on Transportation, Housing and Urban Development of the Committee on Appropriations had invited non-government stakeholders to testify on FAA appropriations. Our continued success as a catalyst for effective public-private partnership is manifest by our sustained growth and continued position as a trusted advisor to the FAA and aviation community. We continue to work both within our committees and with the FAA to streamline the process to produce our consensus-driven documents as well as the associated published Technical Service Orders (TSOs) so that the industry can reap early benefits. In one case, due to the close coordination and strong government and industry leadership, the FAA published the associated TSOs on the very day that the RTCA Program Management Committee approved the ADS-B Performance Standards documents. RTCA held two symposia in 2009, both of which attracted a record number of participants to hear recognized industry leaders in aviation discussing the way forward on NextGen. The June 2009 Symposium was the venue for the Honorable J. Randolph Babbitt’s first public speech as the newly confirmed FAA Administrator. In addition, RTCA continues to be fully engaged with ICAO, EUROCAE and other standards organizations to streamline the process of achieving viable global standards. Throughout RTCA’s 75-year history, it has been the many public servants and leaders who participate on our committees that have led to our success. RTCA is only as effective as the hundreds of volunteers who put in countless hours to produce our influential reports. We continue to upgrade our infrastructure to support their collaborative efforts. My confidence in our future continues to be strong. I am honored to be entrusted with the leadership of this institution and committed to enhancing the government-industry collaboration that has been so critical to our 75 years of success. Margaret T.
