I congratulate you on your decision to enrol<br />
at PIBT. For more than a decade, <strong>Edith</strong><br />
<strong>Cowan</strong> <strong>University</strong> (ECU) has worked with<br />
PIBT to provide university pathways for both<br />
Australian and international students.<br />
Perth is one of the most beautiful and<br />
friendly cities of the world.<br />
Each year ECU is pleased to include<br />
some 4,000 students from more than<br />
90 countries as part of our student ranks<br />
which total more than 20,000.<br />
ECU was established under an Act of the<br />
Parliament of Western Australia in 1991,<br />

Perth Institute of Business and Technology (PIBT) is a modern and dynamic educational institution<br />

Why choose PIBT<br />
Study a university designed program, on a university campus, with university lecturers, in smaller<br />
classes with longer teaching sessions, that suit your needs – and PIBT guarantees you entry into<br />
2nd year university upon successful completion of the relevant course.*<br />
<strong>University</strong> designed program<br />
PIBT Diplomas are based on the 1st year<br />
of the equivalent ECU Bachelor degree<br />
programs, and are registered as Higher<br />
Education courses accredited by the<br />
Government of WA.<br />
As the Diploma and Advanced Diploma<br />
programs are fully moderated by ECU,<br />
students can be confident that their<br />
course is of the highest quality with<br />
standards equivalent to the university.<br />
Three semester system –<br />
fast-track<br />
PIBT’s innovative Three Semester System<br />
allows students to fast-track their studies<br />
and complete a course in only 8 months.<br />
This allows them to enter the 2nd year of<br />
a university degree course earlier than<br />
students studying in a conventional two<br />
semester system.<br />
With intakes in February, June and<br />
October there is also additional flexibility<br />
which allows students to extend their<br />
course over 3 full semesters, in order to<br />
provide the best possible opportunity for<br />
academic success.<br />
Part-time enrolment is available to<br />
Australian students.<br />
Small class sizes and<br />
individual attention<br />
Lecture groups have a maximum of<br />
50 students, although most average<br />
between 25 – 35 students. Lectures are<br />
complemented by small group tutorials/<br />
workshops ensuring students receive the<br />
best of attention.<br />
Longer teaching sessions<br />
In keeping with its supportive approach<br />
PIBT provides more teaching hours per<br />
unit than at university. Instead of the<br />
traditional 3 hours of teaching, PIBT<br />
conducts its classes in 4 hour sessions,<br />
Monday to Friday from 8.30am – 12.30pm<br />
and 1.15pm – 5.15pm. This extra academic<br />
contact allows students to fully develop<br />
their knowledge and understanding of<br />
each unit.<br />
Mixed programs<br />
(English and Academic Studies)<br />
A special program of English with 1 or<br />
2 academic units in the first semester<br />
is available for those students who do<br />
not quite satisfy the English language<br />
requirement. This allows students to<br />
combine the learning of English language<br />
and support skills with a gradual<br />
introduction to academic subjects. This<br />
course extends standard programs by an<br />
additional semester.<br />
Attendance and assessment<br />
PIBT requires all students to attend at least<br />
80% of scheduled course contact hours.<br />
The methods of assessment may<br />
differ depending on the subject and<br />
course. Most subjects will be assessed<br />
through a combination of written<br />
examinations and assignments, essays,<br />
presentations, seminars and tutorial<br />
presentation. Some coursework will<br />
include group-based projects and<br />
practical work.<br />
Course accreditation<br />
All courses are accredited by the<br />
appropriate vocational education and<br />
higher education government agencies<br />
to ensure that courses meet quality<br />
assurance standards. As part of the<br />
accreditation process, courses are<br />
regularly reviewed and revised so that<br />
students at PIBT are guaranteed current<br />
and relevant courses.<br />
Progression to ECU<br />
International students who successfully<br />
finish their Diploma program are<br />
guaranteed entry to the 2nd year of<br />
the relevant Bachelor degree.<br />
ECU has over 400 courses and each of<br />
the courses have many majors to choose<br />
from. A major is focusing your studies on<br />
a particular area of interest/specialisation<br />
and is chosen in your second year at ECU.<br />
* Entry for Australian and Permanent Resident students<br />
is determined by the availability of Commonwealth<br />
supported places on a competitive basis.<br />

PIBT is located on the Mount Lawley<br />
campus of <strong>Edith</strong> <strong>Cowan</strong> <strong>University</strong>,<br />
only minutes away from the CBD. The<br />
campus is approximately 5 kms from<br />
the centre of Perth with easy access<br />
to public transport. Extensive parking<br />
facilities are available on campus.<br />
A range of shopping centres are situated<br />
nearby offering a variety of shops, cafes,<br />
restaurants and banking facilities.<br />
PIBT students have access to ECU’s<br />
library, photocopying services, media<br />
services and a well-equipped computer<br />
centre which is open 24 hours a day,<br />
seven days per week. Textbooks and<br />
stationery supplies are available at the<br />
bookshop. A Muslim prayer room is<br />
located on campus, and a Multifaith<br />
Chaplaincy Service is available to all<br />
students.<br />
PIBT students are welcome to join in<br />
ECU sports teams and participate in any<br />
on-campus events/functions, and also<br />
have access to the facilities on the other<br />

Diploma of Hotel Management graduates will be suitably equipped<br />
to work in commercial enterprises under supervision, in positions<br />

The Postgraduate Qualifying Program (PQP) is designed to lead into ECU Coursework Masters Degrees<br />

PIBT English Language Centre was established to provide English courses for people from<br />
non-English speaking countries and direct entry pathways for international students wishing to<br />
undertake university study.<br />

I chose the Diploma of Science (Nursing)<br />
course at PIBT because I am very<br />
interested in learning about health<br />
and I want to be able to take care of<br />
other people. PIBT offered the shortest<br />
course into second year university.<br />
I liked all the facilities at PIBT especially<br />
the computer labs as there is a lot<br />
of computers for students to use, the<br />
library has thousands of books and<br />
the cafeteria has many kinds of foods<br />
from Asian to Western food on offer.<br />
PIBT courses are really helpful in<br />
preparing students for ECU. PIBT provides<br />
some basic knowledge which is new<br />
to international students, but it is<br />
considered as must-know knowledge<br />
in university. For example, many of my<br />
friends who did not study through PIBT<br />
have trouble with referencing when<br />
they are doing their assignments.<br />
Outside of PIBT I work as a volunteer<br />
care giver in a nursing home. Sometimes<br />
I go out with friends on weekends<br />
trying new foods, buying new clothes<br />
and discovering new places in Perth.<br />
After I graduate I will become a<br />
Registered Nurse and hope to bring a<br />

I chose to study Aviation because I<br />
would like to be an aviation investigator.<br />
I am also very interested in aeronautics<br />
and mechanics so I chose this major in<br />
preparation for my future. Australia is one<br />
of the best countries to study aviation.<br />
I chose to start my degree at PIBT because<br />
it gives me the best opportunity to be<br />
admitted to ECU. PIBT provides a good<br />
environment for students as they provide<br />
smaller classes which helps to make it<br />
easier to communicate with the lecturers.<br />
PIBT helped me meet a lot of friends<br />
who are from many different countries<br />
and has allowed me to learn different<br />
countries’ cultures as well. As PIBT is<br />
located on the ECU campus I can use the<br />

PIBT has helped me to adapt to studying<br />

Admission requirements<br />
General<br />
The minimum academic requirements for<br />
entry to the Certificate IV and Diploma<br />
courses offered by PIBT are outlined on<br />
page 27. Not all qualifications or countries<br />
are listed and students with other<br />
qualifications should send their details<br />
for assessment.<br />
PIBT has established a minimum<br />
academic entry for its courses, however<br />
each application will be assessed on its<br />
individual merits.<br />
Students who have completed professional<br />
qualifications such as the London Chamber<br />
of Commerce and Industry Diploma (LCCI)<br />
are eligible for entry to PIBT. PIBT can make<br />
conditional offers based on forecast or<br />
preliminary results.<br />
Mature age entry<br />
Mature age students (20 years of age<br />
and over) may be admitted to a course<br />
without meeting the formal academic<br />
qualifications. Evidence of relevant<br />
work experience and other acceptable<br />
qualifications will be required at the time<br />
of submitting an application.<br />
Credit transfer<br />
Students with recognised tertiary studies<br />
may be eligible for credits (also called<br />
exemptions). Please provide subject<br />
syllabus and certified copies of your<br />
academic transcript.<br />
English language requirements<br />
International students must be able to<br />
demonstrate English Language proficiency<br />
before being permitted to enter one of our<br />
courses. PIBT may ask selected students<br />
to sit the <strong>Navitas</strong> English Test (NET) to<br />
demonstrate English proficiency, however,<br />
for visa purposes students from AL3-4<br />
countries must sit the IELTS test.<br />
A non-credit English Support Unit will be<br />
available each semester. Students may<br />
choose to enrol in this unit voluntarily or<br />
enrolment may be imposed as a prerequisite<br />
or co-requisite to other units<br />
of study.<br />
The unit is free of charge and will be<br />
delivered for 3 hours per week between<br />
Weeks 3 and 11 of each semester. The<br />
unit also includes a component on Study<br />
Skills. Students who do not meet the<br />
English Language requirements may<br />
be able to enrol in an English Language<br />
Program or Mixed English Program (MEP).<br />

FEE-HELP is a new Australian Government Loan Scheme that will assist eligible<br />

can offer FEE-HELP to eligible students to assist them in the payment of all or part of<br />

FEE-HELP loan can cover all or part of a student’s tuition fees. A maximum<br />
of $81,600 (indexed) in tuition fees may be paid using FEE-HELP over a<br />
student’s lifetime.<br />

Students under 18 years of age<br />
If you are under the age of 18 years,<br />
you are a ‘minor’ and as such a student<br />
visa can only be granted if you have<br />
met the Immigration Law of the Student<br />
Visa Regulations.<br />
PIBT recommends that you stay in a<br />
‘Homestay’ accommodation if you are<br />
under 18 years of age. If you intend on<br />
staying with friends or relatives (other<br />
than your family), then you must obtain<br />
permission from your parents and PIBT.<br />
In addition, the person you are staying<br />
with must be above 21 years of age, have<br />
an Australian Police clearance and must<br />
agree to act as your guardian/local carer.<br />
PIBT must approve all welfare and<br />
accommodation arrangements for<br />
students under 18. PIBT offers support<br />
and counselling to all students through<br />
the Student Counsellor and will liaise with<br />
parents regarding the welfare of younger<br />

Homestay<br />
Homestay is a popular accommodation<br />
option for overseas students in Perth.<br />
Homestay may be families, couples, single<br />
people or single mothers with children.<br />
Families are selected to provide good<br />
quality facilities and meals if required and<br />

can live, relax and study in comfort and<br />
security. Host families speak English and<br />
this will help to improve language skills.<br />
Host families also help with day-to-day<br />
problems such as transport, banking and<br />
shopping. PIBT utilises two companies to<br />

For their first arrival, international students<br />
are met, free of charge, at the airport<br />

stressful experience for many students.<br />
A Student Counsellor is able to assist<br />
with welfare and pastoral care and all<br />
discussions are kept confidential.<br />

PIBT and <strong>University</strong> students to assist with<br />
everyday matters relating to living and<br />
studying in Australia. All new students are<br />

Health and medical services<br />
International students are required to<br />
purchase Overseas Student Health Cover<br />
(OSHC) whilst studying in Australia as a<br />
condition of their student visa. OSHC fees<br />
paid to PIBT will be transferred directly to<br />
Worldcare Assist, our preferred provider.<br />
Students receive 24 hour a day toll free<br />
access to emergency services, including<br />
legal and medical advice and an interpreting<br />
service. The policy provides students with<br />
cover for 85% of the Government Schedule<br />
Fee for private doctors, pathology and x-rays.<br />
It is important to note that students may need<br />
to pay additional charges above the 85%<br />
cover. OSHC does not cover any pre-existing<br />
condition prior to entry into Australia. Medical<br />
services are available on campus.<br />
IELTS Test Centre at PIBT<br />
PIBT has been appointed as an official<br />
IELTS testing agency in Western Australia<br />
and conducts IELTS tests on the Mt Lawley<br />

Policies and procedures<br />
To comply with the ESOS Act 2000 and the Australian Qualifications<br />
Training Framework (AQTF), PIBT has a number of policies<br />
and procedures in place. You should be aware of these before<br />
commencing study at PIBT. For more detailed information on PIBT’s<br />
policies and procedures refer to the PIBT Student Diary/Handbook<br />
distributed at orientation. An electronic copy of the Handbook is<br />

Course Duration<br />
International students are advised that<br />
if their course finishes in September and<br />
their principal course at ECU starts in<br />
February of the following year, Australian<br />
immigration law may require students<br />
to leave Australia between October<br />
to February.<br />
PIBT takes no responsibility for students<br />
who fail to take this into consideration<br />
when selecting their units.<br />
Privacy Act<br />
PIBT may from time-to-time communicate<br />
details about your study, including<br />
academic progression, tuition fees payable<br />
and attendance, to your agent, parent or<br />
guardian. If you are over 18, the Australia<br />
Privacy Act 1988 gives you the right to<br />
direct us not to pass any details on to a<br />
third party. If you would prefer that we did<br />
not discuss these matters with anyone<br />
else, you may notify us of this at any<br />

Note 1: Residents of certain countries might<br />
need to obtain a ‘Pre-Visa Assessment’ (PVA)<br />
from the Australian Diplomatic Mission before<br />
transmitting the fees. This may take 4 to 6 weeks.<br />
Note 2: Sufficient time for the issue of a student<br />
visa, usually around 6 weeks, should be allowed<br />
before the commencement of the course. This<br />
time frame may vary from country to country.<br />
How to apply for a visa<br />
Prospective international students must<br />
apply for a student visa from an Australian<br />
diplomatic mission in their resident country<br />
before embarking for Australia. Applications<br />
can now also be made via the internet for<br />

The main requirements to lodge an<br />

• By PIBT through a Letter of Offer.<br />

• Health check-up as required<br />

Students with a packaged offer will be<br />
assessed against the visa requirements of<br />
the category for the ECU course. Our local<br />

Visa regulations<br />
All international students (students who<br />
are not Australian Citizens, Permanent<br />
Residents or Temporary Residents, among<br />
others) must be in possession of a current<br />
student visa while they are studying in<br />
Australia. Student visas are granted with<br />
certain conditions attached. Some of those<br />
conditions will often be that students must:<br />
• Study full-time while in Australia<br />
(minimum of three units at PIBT).<br />
• Satisfy course requirements – must<br />
attend a minimum of 80% of all<br />
scheduled classes and make satisfactory<br />
academic progress.<br />
• Remain enrolled at all times.<br />
• Inform their education provider of any<br />
change of address.<br />
• Have sufficient funds to cover course<br />
and living expenses.<br />
• Have Overseas Student Health Cover<br />
(OSHC) at all times while studying.<br />
• Not change education provider within<br />
the first six months of commencing the<br />
principal course.<br />

These Conditions of Enrolment are indicative and<br />
provided to applicants for information purposes only.<br />
These Conditions of Enrolment do not constitute a<br />
binding Agreement. Successful applicants will receive<br />
the Terms of Offer which, together with the Letter of Offer<br />
and Acceptance of Offer, form a binding Agreement<br />
between Perth Institute of Business and Technology<br />
(PIBT) and the recipient of a PIBT Letter of Offer.<br />
1. General<br />
1.1. The availability of a complaints and appeals<br />
process, does not remove the right of the<br />
student to take action under Australia’s<br />
consumer protection laws. Overseas students<br />
may access appeals advice and dispute<br />
resolution services through the Department of<br />
Education Services. For more information visit<br />

1.2. These Enrolment Conditions and the final Terms<br />
of Offer may be subject to variation as necessary<br />
to comply with any Australian Commonwealth or<br />
State law, regulation or amendment thereof.<br />
1.3. PIBT’s responsibilities to the student pertain only<br />
to the PIBT course/s outlined in the Letter of<br />
Offer. Further agreements must be signed with<br />
<strong>Edith</strong> <strong>Cowan</strong> <strong>University</strong> (ECU) for courses offered<br />
by and studied at that institution.<br />
1.4. All conditions and special notes contained<br />
in a Letter of Offer must be met and/or agreed<br />
to prior to PIBT issuing a Confirmation of<br />
Enrolment (CoE).<br />
1.5. Students must meet the minimum English<br />
language proficiency requirement, as stated<br />
on the Letter of Offer, for entry into the course.<br />
English language proficiency may be tested<br />
as part of the application process. Where the<br />
test reveals that the English language skills are<br />
insufficient, at the discretion of PIBT, students<br />
will be required to undertake an additional<br />
(free) preparatory English study unit in their<br />
first trimester/semester or enrol in an English<br />
language course (fees apply) prior to the<br />
commencement of the PIBT course.<br />
1.6. Attendance at orientation is compulsory;<br />
therefore international students must ensure<br />
the relevant visa is issued in time to attend<br />
orientation. Special permission must be sought<br />
for non-attendance at orientation.<br />
1.7. Students are expected to attend all classes<br />
and undertake all tests and examinations<br />
during a course and must abide by all rules and<br />
regulations of PIBT that are in force at the time of<br />
their enrolment.<br />
1.8. PIBT may use its discretion to cancel or<br />
temporarily suspend the enrolment of a student<br />
on the grounds of misconduct and non payment<br />
by the student or on grounds of compassionate<br />
or compelling circumstances.<br />
1.9. International students are protected by the<br />
Education Services for Overseas Students<br />

1.10. Current (enrolled) students are required to notify<br />

2.2. Tuition fees, charges and accounts are payable in<br />
advance of each trimester/semester, and students<br />
are not permitted to commence a trimester/<br />
semester until all outstanding fees, charges and<br />
accounts issued by PIBT or ECU are paid.<br />
2.3. The total tuition fees stated in an Offer Letter<br />
are indicative only and are based on a full time<br />
study load for one trimester/semester. The final<br />
tuition fees incurred may vary depending on<br />
unit selections, study load and promptness of<br />
payment. Students will receive a credit to their<br />
account where the incurred tuition fees are less<br />
than the amount paid in advance.<br />
2.4. PIBT has the right to increase tuition fees and<br />
charges from time-to-time without notice. For<br />
more information on tuition fees refer to the PIBT<br />
website at www.pibt.wa.edu.au<br />
3. Visa Conditions<br />
3.1. Student visas are normally issued for the period of the<br />
course or courses being offered. Students needing<br />
to extend their visa beyond this period should first<br />
consult PIBT staff for assistance.<br />
3.2. International students are responsible for meeting<br />
all visa conditions as specified by the Australian<br />
Government. For more information on Australian Visa<br />
regulations refer to www.immi.gov.au/<br />
3.3. Students under 18 years of age upon arrival in<br />
Australia must have accommodation arrangements<br />
deemed acceptable by the Australian Government.<br />

an email request to info@pibt.wa.edu.au.<br />
3.4. PIBT is required by law to report to the Australian<br />
Government international students who are found to<br />
be in breach of their visa conditions (e.g. maintaining<br />
satisfactory attendance and progress). Reported<br />
students may be instructed by the Government to<br />
leave the country.<br />
3.5. PIBT students are required to notify PIBT in writing or<br />
online of a change of address.<br />
3.6. School aged dependants accompanying students to<br />
Australia will be required to enrol at school and pay<br />
full fees if they are enrolled in either a Government or<br />
non-Government school.<br />
4. Refunds and Cancellation of<br />
Enrolment<br />
4.1. Notification of cancellation or withdrawal from<br />
a course of study must be made in writing to<br />
PIBT. Provided the college is notified by week<br />
four of the trimester/semester in question, a<br />
refund will be issued less any fees or charges<br />
payable for that trimester/semester. For full<br />

4.2. The following table sets out the cancellation<br />
fees applicable to commencing International<br />

4.3. A student whose withdrawal or enrolment<br />
cancellation is due to exceptional compassionate<br />
or compelling circumstances can request that<br />
cancellation charges be waived or, if applicable,<br />
request a remission of their FEE-HELP debt.<br />
Requests should outline the reasons for the<br />
withdrawal and include documentary evidence<br />
such as medical certificates to support the<br />
request. Requests must be made in writing within<br />
twelve months of the date of the withdrawal<br />
request or the conclusion of the semester in which<br />
the course was undertaken.<br />
5. Tuition Assurance<br />
5.1. PIBT is a member of WAPETIA and ACPET<br />
organisations to provide for the continuation<br />
of students’ study at a similar alternative<br />
educational institution in the event that PIBT<br />
ceases to provide a course of study in which<br />
a student is enrolled. For full details of PIBT’s<br />

6. Deferment<br />
6.1. Prior to commencing their course and subject<br />
to approval, students may apply to defer course<br />
commencement to a later trimester/semester,<br />
PIBT will credit any fees paid to the relevant<br />
trimester/semester without penalty subject<br />
to DIAC criteria. If the student subsequently<br />
withdraws, the Refund Policy will apply as at the<br />
date PIBT received the request for deferment.<br />
6.2. Where a current student applies in writing to<br />
take a leave of absence from their course after<br />
enrolment and within the first four weeks of<br />
the trimester/semester, subject to approval,<br />
PIBT will hold all fees paid and credit the<br />
following trimester/semester. If the student<br />
subsequently withdraws, the Refund Policy<br />
applies from the date PIBT received the request<br />
for leave of absence. If the student applies for<br />
a leave of absence after the first four weeks<br />
of the trimester/semester, their place will<br />
be held, but all tuition fees applicable to that<br />
trimester/semester will be forfeited.<br />
7. Privacy of Information<br />
7.1. Information on students collected prior to<br />
commencing and over the course of their<br />
studies may be made available to Australian<br />
Commonwealth and State Government<br />
agencies and the fund Manager of the ESOS<br />
Assurance Funds, to ensure compliance with<br />
PIBT’s obligations under the ESOS Act 2000,<br />
ESOS Regulations 2001, the ESOS National<br />
Code 2007 and other relevant Commonwealth<br />
and State legislation.
