5. The Strategic Plan for <strong>South</strong> African Agriculture was<br />
drawn up primarily by two farmers’ unions, Agri-SA<br />
and the National African Farmers’ Union (NAFU), in<br />
response to a request from President Thabo Mbeki.<br />
Pr<strong>of</strong>essor Kirsten produced the drafts and the United<br />
States Agency for International Development<br />
(USAID) funded the process (NDA 2002:3).<br />
6. LAPC was set up in 1993 to assist in <strong>policy</strong><br />
development, on the initiative <strong>of</strong> the Land Desk<br />
within the ANC that was headed by Derek Hanekom<br />
who became the first Minister <strong>of</strong> Land Affairs in the<br />
first ANC government in 1994. The LAPC carried<br />
out a range <strong>of</strong> studies including a 1994–95 national<br />
study <strong>of</strong> demand for <strong>land</strong> that culminated in the book<br />
Down to earth (Marcus et al. 1996).<br />
7. According to section 25(3) <strong>of</strong> the Constitution there<br />
are five factors to be considered when calculating<br />
compensation that is just and equitable, namely the<br />
current use <strong>of</strong> the property; the history <strong>of</strong> the<br />
acquisition and use <strong>of</strong> the property; the <strong>market</strong> value<br />
<strong>of</strong> the property; the extent <strong>of</strong> direct state investment<br />
and subsidy in the acquisition and beneficial capital<br />
improvement <strong>of</strong> the property; and the purpose <strong>of</strong> the<br />
expropriation.<br />
8. At the time – 1996 – this was worth approximately<br />
US$250.<br />
9. The first draft <strong>of</strong> the <strong>policy</strong> was titled the Integrated<br />
Programme for Land Redistribution and Agricultural<br />
Development in <strong>South</strong> Africa.<br />
