All evidence <strong>for</strong> <strong>Key</strong> <strong>Skills</strong> must meet the requirements laid out by QCDA in the <strong>Key</strong> <strong>Skills</strong><br />

Qualificati<strong>on</strong>s St<strong>and</strong>ards <strong>and</strong> <str<strong>on</strong>g>Guidance</str<strong>on</strong>g> document. Each skill level is defined in relati<strong>on</strong> to the<br />

Part B specificati<strong>on</strong>s which tell learners <strong>and</strong> assessors what evidence they need to include in the<br />

It is very important that assessors are familiar with the <strong>Key</strong> <strong>Skills</strong> st<strong>and</strong>ards. Evidence that is valid<br />

<strong>for</strong> the apprenticeship programme will not necessarily meet the requirements <strong>for</strong> <strong>Key</strong> <strong>Skills</strong>.<br />

General points about evidence <strong>for</strong> <strong>Key</strong> <strong>Skills</strong> at all levels<br />

All evidence must be fit <strong>for</strong> purpose, <strong>and</strong> that purpose should not merely be to provide evidence<br />

<strong>for</strong> <strong>Key</strong> <strong>Skills</strong>. There is no reas<strong>on</strong> why each <strong>Key</strong> Skill should be treated separately. There will be<br />

c<strong>on</strong>siderably less work <strong>for</strong> learners if evidence <strong>for</strong> <strong>on</strong>e <strong>Key</strong> Skill meets the requirements <strong>for</strong><br />

another. However <strong>for</strong> this to work effectively the assessor will need to plan assessment<br />

opportunities in advance, <strong>and</strong> would benefit from an underst<strong>and</strong>ing <strong>of</strong> all the learner’s likely<br />

activities.<br />

CACHE <strong>Key</strong> <strong>Skills</strong><br />

Aim <strong>of</strong> this guidance<br />

This guidance has been developed to guide <strong>and</strong> assist assessors/tutors <strong>and</strong> internal quality<br />

assurers <strong>on</strong> the structure <strong>and</strong> assessment <strong>of</strong> <strong>Key</strong> <strong>Skills</strong> 2004.<br />

The <strong>Key</strong> <strong>Skills</strong> are Applicati<strong>on</strong> <strong>of</strong> Number, Communicati<strong>on</strong> <strong>and</strong> In<strong>for</strong>mati<strong>on</strong> <strong>and</strong> Communicati<strong>on</strong><br />

Technology. Learners can achieve any <strong>of</strong> these key skills at the level most appropriate to their<br />

needs by completing a portfolio <strong>of</strong> evidence, <strong>and</strong> passing an external assessment.<br />

CACHE has been accredited by Ofqual to <strong>of</strong>fer the three <strong>Key</strong> <strong>Skills</strong> at Levels 1 to 4. This<br />

guidance should be used in c<strong>on</strong>juncti<strong>on</strong> with the:<br />

• <strong>Key</strong> <strong>Skills</strong> 2004 – ‘The <strong>Key</strong> <strong>Skills</strong> qualificati<strong>on</strong>s st<strong>and</strong>ards <strong>and</strong> guidance Levels 1-4’<br />

published by QCDA (Ref: QCDA/04/1272). This publicati<strong>on</strong> includes the current <strong>Key</strong><br />

<strong>Skills</strong> specificati<strong>on</strong>s leaflets <strong>for</strong> applicati<strong>on</strong> <strong>of</strong> number, communicati<strong>on</strong> <strong>and</strong> ICT at Levels<br />

1-4. Each learner MUST be provided with the leaflet appropriate to the skill <strong>and</strong> level <strong>for</strong><br />

which they have been entered<br />

Approved Centres<br />

Centres approved by CACHE to <strong>of</strong>fer qualificati<strong>on</strong>s which <strong>for</strong>m an apprenticeship will need to<br />

c<strong>on</strong>tact CACHE to add these qualificati<strong>on</strong>s to their approved delivery list.<br />

Learner registrati<strong>on</strong> <strong>for</strong> <strong>Key</strong> <strong>Skills</strong><br />

The CACHE learner registrati<strong>on</strong> process must be completed via CACHEZ<strong>on</strong>e. A learner must be<br />

registered <strong>for</strong> individual <strong>Key</strong> <strong>Skills</strong> with CACHE be<strong>for</strong>e he/she submits evidence <strong>for</strong> assessment<br />

<strong>for</strong> any <strong>Key</strong> <strong>Skills</strong> <strong>and</strong>/or is presented <strong>for</strong> the external assessment <strong>of</strong> a <strong>Key</strong> Skill, whichever is<br />

earlier.<br />

Accreditati<strong>on</strong> <strong>of</strong> prior learning/proxy qualificati<strong>on</strong>s<br />

It is important that learners are not required to be tested <strong>on</strong> knowledge <strong>for</strong> which they already<br />

have a qualificati<strong>on</strong>. Centres may claim a proxy <strong>for</strong> any such learners which will exempt them<br />

from taking the external assessment.<br />

In<strong>for</strong>mati<strong>on</strong> regarding the accepted proxy qualificati<strong>on</strong>s <strong>for</strong> each <strong>Key</strong> Skill can be found in the<br />

apprenticeship secti<strong>on</strong> <strong>of</strong> the CACHE website <strong>and</strong> <strong>on</strong> CACHEZ<strong>on</strong>e.<br />

The structure <strong>of</strong> the <strong>Key</strong> <strong>Skills</strong><br />

Each <strong>Key</strong> Skill st<strong>and</strong>ard at each level has four secti<strong>on</strong>s:<br />

• a short overview <strong>of</strong> what the <strong>Key</strong> Skill is about<br />

• Part A - a descripti<strong>on</strong> <strong>of</strong> what learners need to know<br />

• Part B – an outline <strong>of</strong> what learners must show they can do<br />

• brief guidance <strong>and</strong> examples <strong>of</strong> the requirements <strong>of</strong> Part A<br />

Initial assessment <strong>of</strong> the learner<br />

An initial assessment <strong>of</strong> learners by Centres will provide essential in<strong>for</strong>mati<strong>on</strong> about the prior<br />

learning <strong>of</strong> individuals <strong>and</strong> their learning needs. The in<strong>for</strong>mati<strong>on</strong> gained from the initial<br />

assessment can help identify appropriate learning programmes <strong>for</strong> individual learners <strong>and</strong> ensure<br />

that as far as possible the learner will succeed in gaining the qualificati<strong>on</strong>.<br />

It is important <strong>for</strong> Centres to c<strong>on</strong>sider that learners enrolled <strong>on</strong> a qualificati<strong>on</strong> will not necessarily<br />

all be at the same <strong>Key</strong> Skill level, nor will they necessarily wish to work towards all <strong>Key</strong> <strong>Skills</strong> at<br />

the same level. Learners following CACHE qualificati<strong>on</strong>s may find it difficult to come across<br />

naturally occurring evidence <strong>for</strong> AON <strong>and</strong> ICT at higher levels, <strong>and</strong> Centres should be aware <strong>of</strong><br />

this.<br />

CACHE <strong>Key</strong> <strong>Skills</strong><br />

External assessment <strong>for</strong> Applicati<strong>on</strong> <strong>of</strong> Number, Communicati<strong>on</strong><br />

<strong>and</strong> ICT<br />

The external assessments <strong>for</strong> <strong>Key</strong> <strong>Skills</strong> in Applicati<strong>on</strong> <strong>of</strong> Number, Communicati<strong>on</strong> <strong>and</strong> ICT have<br />

been devised by QCDA. External assessments are made available by CACHE in a paper based<br />

or electr<strong>on</strong>ic <strong>for</strong>mat <strong>for</strong> Levels 1 <strong>and</strong> 2 <strong>and</strong> in a paper based <strong>for</strong>mat <strong>for</strong> Level 3.<br />

With regards to Level 3 <strong>Key</strong> <strong>Skills</strong> qualificati<strong>on</strong>s, the Basic <strong>and</strong> <strong>Key</strong> <strong>Skills</strong> Awarding Bodies Group<br />

(BKSABG) in c<strong>on</strong>juncti<strong>on</strong> with <strong>Key</strong> <strong>Skills</strong> Awarding Organisati<strong>on</strong>s have decided the dates up<strong>on</strong><br />

which the external assessment will be available. CACHE has chosen the test windows to <strong>of</strong>fer<br />

Centres. Further details <strong>of</strong> external assessment dates may be found <strong>on</strong> CACHE’s External<br />

<strong>Assessment</strong> Timetable <strong>on</strong> the CACHE website <strong>and</strong> CACHEZ<strong>on</strong>e. External tests are also<br />

available <strong>for</strong> Levels 1 <strong>and</strong> 2 <strong>on</strong> an ‘On Dem<strong>and</strong>’ basis via e-assessment. Further in<strong>for</strong>mati<strong>on</strong> is<br />

available <strong>on</strong> the CACHE website.<br />

Type <strong>of</strong> assessment<br />

For the ICT test each learner must have the use <strong>of</strong> a computer, suitable s<strong>of</strong>tware <strong>and</strong><br />

access to a printer. The data is available <strong>on</strong> the QCDA website:<br />

Centres are resp<strong>on</strong>sible <strong>for</strong> downloading these files <strong>and</strong> making them available to learners<br />

during the test <strong>and</strong> <strong>for</strong> preparati<strong>on</strong> be<strong>for</strong>eh<strong>and</strong>. They can be provided as read-<strong>on</strong>ly files <strong>on</strong><br />

a network or other suitable drive. Learners have access to the st<strong>and</strong>ard help facilities <strong>for</strong><br />

the s<strong>of</strong>tware they are using, but not printed manuals, help sheets or notes. Learners’<br />

answers will be printouts; answers <strong>on</strong> disc or email will not be marked. Learners should<br />

make use <strong>of</strong> the files be<strong>for</strong>e the test. This will help them to become familiar with the<br />

structure <strong>and</strong> variety <strong>of</strong> the data. This will not directly help learners as they will not know in<br />

advance which data set is to be used <strong>for</strong> the test, nor what in<strong>for</strong>mati<strong>on</strong> they will be<br />

expected to derive from it.<br />

Level 4<br />

Same as Level 3, but 2 hours 30 minutes.<br />

Dicti<strong>on</strong>aries<br />

Learners are not allowed to use English dicti<strong>on</strong>aries. At all levels, a bilingual dicti<strong>on</strong>ary may<br />

be used <strong>for</strong> Applicati<strong>on</strong> <strong>of</strong> Number <strong>and</strong> ICT. Bilingual dicti<strong>on</strong>aries are not permitted in<br />

Communicati<strong>on</strong> at any level.<br />

Special Arrangement Procedures<br />

Learners may apply <strong>for</strong> special arrangements prior to the sitting <strong>of</strong> the external<br />

assessment. <strong>Assessors</strong> should refer to the document ‘CACHE Good Practice Guide’,<br />

available <strong>on</strong> the CACHE website <strong>and</strong> CACHEZ<strong>on</strong>e <strong>for</strong> more detailed in<strong>for</strong>mati<strong>on</strong>.<br />

External <strong>Assessment</strong> Results<br />

External assessment results are available <strong>for</strong> Centres to view <strong>on</strong> CACHEZ<strong>on</strong>e <strong>on</strong> the<br />

published results date. For further details <strong>of</strong> results dates, please refer to the external<br />

assessment timetable <strong>on</strong> the CACHE website <strong>and</strong> CACHEZ<strong>on</strong>e.<br />

Pass mark has not been achieved<br />

If a learner does not achieve the pass mark they may wish to re-sit the test. There is no<br />

limit to the number <strong>of</strong> times a learner may re-sit the <strong>Key</strong> <strong>Skills</strong> test within the CACHE<br />

learner registrati<strong>on</strong> period.<br />

CACHE <strong>Key</strong> <strong>Skills</strong><br />

Internal assessment<br />

Detailed guidance <strong>for</strong> assessors <strong>on</strong> building portfolios is available in the QCDA booklets listed in<br />

secti<strong>on</strong> 1 <strong>of</strong> this document.<br />

The internal assessment is based <strong>on</strong> a portfolio <strong>of</strong> evidence collected by the learner. It may<br />

include tasks undertaken in class, evidence from practical placements or any other relevant<br />

activities. If at all possible, the evidence should be taken from work that the learner has to do to<br />

complete their vocati<strong>on</strong>al qualificati<strong>on</strong>. Assignments <strong>and</strong> activities created merely to enable<br />

learners to complete a <strong>Key</strong> Skill should be used <strong>on</strong>ly as a last resort. All activities must have a<br />

purpose; dem<strong>on</strong>strating the <strong>Key</strong> Skill in itself is not sufficient as a purpose.<br />

The learner must meet all the requirements set out in Part B <strong>of</strong> the <strong>Key</strong> <strong>Skills</strong> specificati<strong>on</strong>.<br />

Evidence from external assessments cannot be used in the portfolio.<br />

An assessor who has been appointed by the Centre assesses the portfolio evidence. The Centre<br />

must then internally verify the work, <strong>and</strong> a sample will be externally quality assured by a CACHE<br />

external quality assurer.<br />

For activities that require the input <strong>of</strong> other people, especially Communicati<strong>on</strong>, the ‘other people’<br />

should not be under fourteen. In most cases it would be appropriate <strong>for</strong> a peer group rather than<br />

a client group to be used <strong>for</strong> these activities.<br />

Building a portfolio <strong>of</strong> evidence<br />

A portfolio <strong>of</strong> evidence is a file that c<strong>on</strong>tains evidence <strong>of</strong> how learners have met the<br />

requirements <strong>of</strong> the <strong>Key</strong> Skill. Although predominantly paper-based, the portfolio may<br />

c<strong>on</strong>tain video or digitally-recorded evidence. A disc <strong>and</strong> a file directory should accompany<br />

any computer-generated work. The evidence submitted must provide evidence <strong>of</strong> verifiable<br />

originals <strong>and</strong> a clear audit trail. To facilitate the verificati<strong>on</strong> process a separate <strong>Key</strong> <strong>Skills</strong><br />

file is recommended where learners are undertaking a <strong>Key</strong> Skill al<strong>on</strong>gside an<br />

accompanying award.<br />

‘Portfolios should be evidence <strong>of</strong> competence, not developmental or improvement <strong>and</strong><br />

should come after a process <strong>of</strong> teaching <strong>and</strong> learning, developing the skills <strong>and</strong> practicing<br />

the skills’.<br />

Learners should take resp<strong>on</strong>sibility <strong>for</strong> the development <strong>of</strong> their own portfolio; however they<br />

may well require support <strong>and</strong> guidance from their assessors particularly at the beginning <strong>of</strong><br />

their programme <strong>of</strong> study. Dedicated tutorial or planning time may be necessary <strong>for</strong> some<br />

learners to ensure the appropriate level <strong>of</strong> support.<br />

All parties should remember that quality rather than quantity is what is required. When a<br />

learner is gathering evidence <strong>for</strong> more than <strong>on</strong>e <strong>Key</strong> Skill it may be appropriate <strong>for</strong> the<br />

assessor <strong>and</strong> or quality assurer to encourage duality <strong>of</strong> evidence. With the excepti<strong>on</strong> <strong>of</strong><br />

Communicati<strong>on</strong>, the <strong>Key</strong> <strong>Skills</strong> broadly require learners to investigate something, develop<br />

in<strong>for</strong>mati<strong>on</strong> <strong>and</strong> present it. The wider skills follow a similar ‘plan, do, review’ <strong>for</strong>mat. Not<br />

<strong>on</strong>ly may these work al<strong>on</strong>gside <strong>and</strong> cross-reference each other, they may well also provide<br />

all the evidence <strong>for</strong> Communicati<strong>on</strong>, which requires learners to provide evidence <strong>of</strong> a<br />

The portfolio must c<strong>on</strong>tain:<br />

• the Unit Signature Sheet <strong>for</strong> Portfolio Evidence from the Learner’s H<strong>and</strong>book. This<br />

should be filled out in full <strong>and</strong> signed by the c<strong>and</strong>idate, assessor <strong>and</strong> internal<br />

quality assurer. A separate Unit Signature Sheet is required <strong>for</strong> each <strong>Key</strong> Skill<br />

• the Unit Portfolio <strong>Assessment</strong> Record (UPAR) relevant to the skill <strong>and</strong> level. This<br />

acts as an index to show where specific pieces <strong>of</strong> evidence can be found. It should<br />

be completed by the learner <strong>and</strong> assessor. Space has been left <strong>for</strong> the assessor to<br />

comment <strong>and</strong> give examples <strong>of</strong> how the learner has met the criteria against which<br />

they have been assessed<br />

• the required amount <strong>of</strong> evidence. If two pieces <strong>of</strong> written work are required by the<br />

specificati<strong>on</strong>s, the portfolio should not refer to several<br />

• a copy <strong>of</strong> the relevant certificate if the learner wishes to claim a proxy exempti<strong>on</strong><br />

from the external assessment <strong>of</strong> that <strong>Key</strong> Skill<br />

• copies <strong>of</strong> source material – especially <strong>for</strong> Communicati<strong>on</strong> point 2. If the source is a<br />

book, a bibliography may be sufficient, provided assessor, <strong>and</strong> quality assurers<br />

have access to it<br />

• copies <strong>of</strong> evidence used in other c<strong>on</strong>texts. If the learner has generated a piece <strong>of</strong><br />

evidence <strong>for</strong> a vocati<strong>on</strong>al or other <strong>Key</strong> Skill unit, <strong>and</strong> wishes it to be used as <strong>Key</strong><br />

Skill evidence as well, a copy <strong>of</strong> the evidence may be included in the <strong>Key</strong> Skill<br />

portfolio. It is important that this evidence is assessed <strong>and</strong> moderated <strong>for</strong> both the<br />

original purpose <strong>and</strong> the <strong>Key</strong> Skill. It is possible that evidence may be sufficient <strong>for</strong><br />

<strong>on</strong>e, but not meet the criteria <strong>for</strong> the other<br />

• evidence <strong>of</strong> ownership. If evidence is h<strong>and</strong>written, it should be signed <strong>and</strong> dated by<br />

the learner. If evidence is computer-generated it should also have the learner’s<br />

name <strong>and</strong> date as a header or footer.<br />

CACHE <strong>Key</strong> <strong>Skills</strong><br />

The portfolio may also c<strong>on</strong>tain:<br />

• pers<strong>on</strong>al details <strong>and</strong> details <strong>of</strong> how the st<strong>and</strong>ards have been met<br />

• witness testim<strong>on</strong>ies. These can help support evidence, but assessors <strong>and</strong> learners<br />

should be wary <strong>of</strong> being over reliant <strong>on</strong> this type <strong>of</strong> evidence. A witness testim<strong>on</strong>y<br />

<strong>of</strong> a presentati<strong>on</strong> <strong>for</strong> communicati<strong>on</strong> may be suitable, but it should be backed by<br />

something else, perhaps learner preparati<strong>on</strong> notes <strong>and</strong>/or peer evaluati<strong>on</strong><br />

• videos or tape recordings<br />

• computer discs<br />

• photographs – but not <strong>of</strong> children or c<strong>on</strong>taining any details which could identify a<br />

work place<br />

• preparati<strong>on</strong> <strong>and</strong> evaluati<strong>on</strong> pro <strong>for</strong>ma.<br />

The portfolio should not c<strong>on</strong>tain:<br />

• anything not referred to in the UPAR index<br />

• rough drafts – other than evidence <strong>of</strong> the ‘development’ process in ICT.<br />

Assessing the portfolio<br />

In<strong>for</strong>mati<strong>on</strong> about assessing <strong>Key</strong> <strong>Skills</strong> portfolios can be found in the CACHE Centre<br />

In<strong>for</strong>mati<strong>on</strong> Pack, available <strong>on</strong> the CACHE website <strong>and</strong> CACHEZ<strong>on</strong>e.<br />

Appeals procedure<br />

Centres will have an appeals procedure, which can be used by learners in the event <strong>of</strong> a<br />

disagreement about an assessment decisi<strong>on</strong>. Centres <strong>and</strong> individual learners are also able to<br />

appeal to CACHE using the CACHE appeals procedure, details <strong>of</strong> which are available in the<br />

Centre In<strong>for</strong>mati<strong>on</strong> Pack, downloadable from the CACHE website <strong>and</strong> CACHEZ<strong>on</strong>e.<br />

It should be remembered that portfolio evidence requirements are level specific. If a learner<br />

produces a Level 2 portfolio <strong>of</strong> a very high st<strong>and</strong>ard, it is unlikely that it would meet all the<br />

evidence requirements <strong>for</strong> that skill at Level 3. Likewise, if a learner has successfully completed a<br />

portfolio, but has been unable to achieve a pass in the external assessment at that level, it may<br />

not necessarily mean that the learner could use the same portfolio to gain the skill at a lower<br />

level.<br />

Certificati<strong>on</strong><br />

Centres should claim certificates <strong>on</strong> behalf <strong>of</strong> their learners by using the Grade Entry functi<strong>on</strong>ality<br />

<strong>on</strong> e|ngage.<br />

Provided a full set <strong>of</strong> grades <strong>for</strong> internally assessed units <strong>for</strong> the qualificati<strong>on</strong> have been received,<br />

CACHE will issue certificates in accordance with the Customer Service Charter. Further<br />

in<strong>for</strong>mati<strong>on</strong> is available <strong>on</strong> CACHEZ<strong>on</strong>e.<br />

All certificates are sent via courier services to Centres <strong>for</strong> distributi<strong>on</strong> to learners.<br />
