The Agape Handbell Choir <strong>of</strong> Zoar Lu<strong>the</strong>ran Church will present its annual handbell<br />

concert on Saturday, <strong>December</strong> 22, at 6 p.m., and Sunday, <strong>December</strong> 23, at 10 a.m.<br />

The concert/worship service will include special music, carols and skits focused on<br />

Bethlehem and featuring <strong>the</strong> Fontanini figures in <strong>the</strong> newly refurbished Nativity display<br />

in <strong>the</strong> sanctuary. A cookie reception will be held in <strong>the</strong> Family Life Center following <strong>the</strong><br />

“The current compensation<br />

system in <strong>Perrysburg</strong><br />

and many o<strong>the</strong>r school districts<br />

has many inequities.<br />

It is far from a perfect system.<br />

It is not currently tied<br />

to <strong>the</strong> district’s strategic<br />

goals, and not designed to<br />

reward excellent teaching.<br />

By having an opportunity<br />

to create a new system,<br />

educators are being given a<br />

chance to devise a compensation<br />

plan that respects<br />

<strong>the</strong> individual accomplishments<br />

<strong>of</strong> staff members.”<br />

Ms. Norris also noted<br />

<strong>the</strong> PEA signed a memorandum<br />

<strong>of</strong> understanding<br />

with <strong>the</strong> <strong>Perrysburg</strong> Board<br />

<strong>of</strong> Education approving <strong>the</strong><br />

scope <strong>of</strong> work for Race to<br />

<strong>the</strong> Top including <strong>the</strong><br />

implementation <strong>of</strong> a pilot<br />

performance based compensation<br />

system for teachers<br />

beginning in 2013.<br />

“However, just <strong>the</strong> mention<br />

<strong>of</strong> a new compensation<br />

pay may bring concern or<br />

speculation to <strong>the</strong> forefront,”<br />

she added. “First<br />

and foremost, we want to<br />

reassure teachers that current<br />

salaries will not be<br />

reduced as a result <strong>of</strong> this<br />

have discussed this<br />

issue, and agree on <strong>the</strong> following<br />

principles:<br />

•Reward quality instruction;<br />

•Attract and retain highquality<br />

faculty;<br />

•Reward staff regardless<br />

<strong>of</strong> <strong>the</strong>ir seniority or position;<br />

•Use valid measurements<br />

<strong>of</strong> student growth to<br />

help assess staff performance;<br />

•Foster collaboration<br />

and teamwork in <strong>the</strong> building<br />

and across <strong>the</strong> district,<br />

and<br />

•Create a plan that is<br />

sustainable now and in <strong>the</strong><br />

future.<br />

“This commitment by<br />

our teachers’ union continues<br />

to be strong, and we<br />

have a dedicated group <strong>of</strong><br />

teachers willing to serve on<br />

<strong>the</strong> design committee,” she<br />

said.<br />

The description <strong>of</strong> <strong>the</strong><br />

plan states it “will be<br />

designed to assure that <strong>the</strong><br />

district’s mission and<br />

strategic goals are aligned<br />

with <strong>the</strong> desired outcomes<br />

<strong>of</strong> <strong>the</strong> system. The system<br />

will have <strong>the</strong> potential to<br />

impact a substantial number<br />

<strong>of</strong> teachers. New teachers<br />

from <strong>2012</strong>-13 and<br />

2013-14 plus those wishing<br />

to opt in will account for<br />

approximately 25 percent<br />

<strong>of</strong> <strong>the</strong> teaching staff participating<br />

in <strong>the</strong> pilot year.”<br />

Ms. Norris believes that<br />

once veteran staff members<br />

see <strong>the</strong> system at work and<br />

understand how <strong>the</strong>y can<br />

benefit from it, <strong>the</strong>y will<br />

want to participate. The<br />

system also will have <strong>the</strong><br />

capability to include <strong>the</strong><br />

district’s 20 administrators.<br />

According to Ms. Norris,<br />

<strong>the</strong> initial grant request<br />

was for $325,000. Phase<br />

one–January through<br />

March 2013–includes <strong>the</strong><br />

planning, development and<br />

marketing for <strong>the</strong> compensation<br />

plan, $125,000.<br />

Phase two–2013-14 school<br />

year–<strong>the</strong> implementation <strong>of</strong><br />

a pilot program, $200,000.<br />

As <strong>of</strong> Monday, <strong>the</strong> district<br />

had not been notified<br />

<strong>of</strong> <strong>the</strong> total grant funding.<br />

Ms. Norris will serve as<br />

<strong>the</strong> project director. The<br />

district is currently forming<br />

a design committee to<br />

start immediately on <strong>the</strong><br />

alternate compensation<br />

plan.<br />
