The <strong>International</strong> <strong>Gymnastics</strong> Federation (FIG) is pleased to herein provide you with the Artistic<br />

<strong>Gymnastics</strong> <strong>Work</strong> Plan for the <strong>Visa</strong> <strong>International</strong> <strong>Gymnastics</strong> Second Qualifier for the <strong>2012</strong><br />

1. Administration<br />

1.1 Foreword<br />

The <strong>Work</strong> Plan for the <strong>Visa</strong> <strong>International</strong> <strong>Gymnastics</strong> Second Qualifier for the <strong>2012</strong> Olympic<br />

Games in <strong>London</strong> has been developed between the FIG Headquarters, the FIG Men’s<br />

Technical Committee (MTC), the FIG Women’s Technical Committee (WTC) and LOCOG, in<br />

accordance with the following FIG regulations and rules (as valid in the year of the competition):<br />

Subsequent decisions of the FIG Executive Committee and Technical Committees will also<br />

be considered.<br />

All participating National Federations (NFs) commit to respect the Statutes and all FIG regulations,<br />

especially with regards to the licence, the age and the nationality of the gymnasts, as well as the<br />

respective regulations concerning insurance (Technical Regulations, regulation 12.10).<br />

NFs that have not fulfilled their financial obligations towards the FIG (for example, unpaid<br />

invoices, etc) and LOCOG will not be allowed to participate in this Second Qualifier for the<br />

<strong>London</strong> <strong>2012</strong> Olympic Games.<br />

The official language of this event will be English. Interpretation from and into any other language<br />

must be organised by the delegations. Announcements will be made in English. This <strong>Work</strong> Plan<br />

is available in English only.<br />

1.2 <strong>London</strong> Prepares series<br />

LOCOG is responsible for preparing and staging the <strong>London</strong> <strong>2012</strong> Olympic Games and acts as<br />

the organising committee for this event.<br />

The <strong>London</strong> Prepares series is the official <strong>London</strong> <strong>2012</strong> sports testing programme. As well as<br />

allowing LOCOG to test crucial aspects of its operations six months ahead of the Games, the<br />

series will feature world-class sporting events, bringing top athletes to <strong>London</strong>’s iconic existing<br />

venues and brand new venues in the Olympic Park.<br />

The <strong>Visa</strong> <strong>International</strong> <strong>Gymnastics</strong> event is the last chance for gymnasts to qualify for the <strong>London</strong><br />

<strong>2012</strong> Games. Competitions will take place in Artistic, Trampoline and Rhythmic <strong>Gymnastics</strong>.

2.2.4 Access cards (AC)<br />

In accordance with the FIG and IOC Rules for Accreditation, in order to access zone blue<br />

(field of play, competition area) and zone 2 (warm-up hall), all coaches, medical personnel, team<br />

managers and heads of delegation will need to present an access card (AC) in conjunction with<br />

their primary accreditation card.<br />

All delegations will be allocated a number of zone blue and zone 2 ACs, in accordance<br />

with the number of registered gymnasts and officials and respecting the FIG and IOC Rules for<br />

Accreditation. This system is being tested in preparation for <strong>London</strong> <strong>2012</strong>. ACs are only<br />

transferable within the NF’s official delegation and discipline. Lost cards will not be replaced.

2.3 Nominative registrations<br />

2.3.1 FIG licences<br />

Each NF will only be entitled to enter the names of their gymnasts once their FIG licences have<br />

been duly issued by the FIG. Applications for licences must be made one month (at the very latest)<br />

before the validity date required in order to be considered by the FIG. Licence applications<br />

received after the nominative registration deadline will not be considered for this Second Qualifier<br />

for the <strong>London</strong> <strong>2012</strong> Olympic Games, and the gymnasts concerned will not be authorised to<br />

compete. No licence requests will be handled on site and no exceptions will be made.<br />

2.3.2 Judges<br />

A per diem allowance of GBP40 per day (including one travel day) will be paid by LOCOG to<br />

each judge to cover food and other out-of-pocket expenses. Each judge will be issued with a <strong>Visa</strong><br />

cash card at accreditation, with the appropriate total amount of money loaded on to it. This card<br />

may then be used to withdraw cash from a machine, or may be used like a credit card to pay for<br />

goods and services up to the limit of the amount of money on the card.<br />

2.3.3 Music<br />

In order to simplify the management of the music, WAG gymnasts’ floor exercise music must<br />

have been uploaded (MP3 format exclusively, maximum 20MB) by the nominative registration<br />

deadline. Each NF will have to confirm that the music used does not violate any copyright and<br />

that it can be broadcast within sports events.<br />

All gymnasts are also required to bring two copies of their music with them on two audio CDs.<br />

One audio CD is for use in the training hall, while the other should be handed to LOCOG<br />

during accreditation.<br />

Once all music has been submitted, the WAG music submission form (see Appendix 16) should<br />

be signed and returned to LOCOG not later than accreditation. All music will be returned to<br />

the delegation mailboxes at the Sport Information Desk at the end of CIII on 13 <strong>January</strong> <strong>2012</strong>.<br />

2.3.4 Fines for late entries<br />

The fine after missing the nominative registration deadline, or after late nominative registration, is<br />

CHF1,000.<br />

2.3.5 Changes to the lists of names<br />

Where an invite to this event is a quota place, names may be changed based on the procedures<br />

set out below:<br />

If a gymnast gets injured or ill between nominative registration and accreditation, the injured or<br />

sick gymnast can be replaced by another gymnast and accredited upon arrival. The FIG and<br />

LOCOG must be informed immediately (see Appendix 13).<br />

––<br />

In the case of injuries or illness between the time of accreditation and 24 hours before the start<br />

of CI, the NF is allowed to change accreditations. The injured or ill gymnast must return his/her<br />

accreditation, and another gymnast can be accredited. The FIG and LOCOG must be informed<br />

immediately (see Appendix 13).<br />

––<br />

From 24 hours before the start of CI, no accreditations can be changed. This 24-hour period is<br />

from the start of the day of CI for the respective team or mixed group.<br />

––<br />

A gymnast can be substituted 60 minutes before the start of each competition phase with a<br />

medical certificate verified by the official FIG/LOCOG medical doctor. The substitute shall take<br />

exactly the same place as the replaced gymnast. The FIG and the LOCOG must be informed<br />

immediately (see Appendix 13).<br />

– – Qualified gymnasts for CIII may be replaced by their NF with one of its other gymnasts at<br />

their discretion, provided that the replacement has obtained a superior result to that of the<br />

first reserve gymnast. The replacement gymnast will fill the position in the draw of the<br />

replaced gymnast.

Should one of the gymnasts be injured during the competition, the submitted starting order will<br />

not change. The injured gymnast will be deleted from the starting order, and any substitute will<br />

have to take the same place.<br />

2.4 Competition, warm-up and training venues<br />

2.4.1 Competition and warm-up venue<br />

North Greenwich Arena (NGA) – currently known as the O2 Arena<br />

Note: the warm-up hall will also be at North Greenwich Arena.<br />

The competition will be held at North Greenwich Arena (currently known as the O2 Arena; see<br />

Appendix 1) on the point of the Greenwich Peninsula, right on the Meridian Line. Originally<br />

built for the millennium celebrations in 2000, it was converted into a multi-purpose events and<br />

entertainment complex in 2007, and now hosts a variety of concerts, shows and sporting events<br />

(including, in 2009, the 41st Artistic <strong>Gymnastics</strong> World Championships). Located just across the<br />

River Thames from the mouth of the River Lea, which flows through the Olympic Park, the venue<br />

will have a gross capacity of 16,500 for the Artistic <strong>Gymnastics</strong> competition at <strong>London</strong> <strong>2012</strong> and<br />

a capacity of more than 6,000 for this event.<br />

Field of play<br />

The competition will be conducted on an 80cm <strong>Gymnastics</strong> podium in the centre of the arena.<br />

All equipment will be presented in accordance with FIG regulations (see Appendices 2 and 3).<br />

Facilities<br />

Measuring 40m x 40m (1,600m 2 ), with a height of 12m, the warm-up hall is a separate<br />

temporary purpose-built hall within North Greenwich Arena. Located close to the field of play,<br />

it will be linked to the competition hall by a corridor. The hall will contain a gymnastics podium.<br />

All equipment will be presented in accordance with FIG regulations.<br />

2.4.2 Training venue and accreditation centre<br />

The training venue will be the Greenwich Academy (see Appendix 5), a 10-minute walk from the<br />

competition venue. Completed in 2005, it was originally the home of the David Beckham Football<br />

Academy and is currently operating as the <strong>London</strong> Soccerdome. It was the training venue for the<br />

Artistic <strong>Gymnastics</strong> World Championships in 2009.<br />

There will be two training halls at Greenwich Academy, one for men and one for women, each<br />

measuring 23m x 58m. The halls will be open for training from 8 <strong>January</strong> until the end of the<br />

competition. All training equipment will be approved by the FIG.

2.7 Training format and programme<br />

2.7.1 Early training opportunities<br />

It will not be possible to train at the training venue before 8 <strong>January</strong>. Delegations arriving in<br />

<strong>London</strong> before the Official Arrival Date and wishing to train must make their own arrangements<br />

and must cover the cost of any such training themselves.<br />

2.7.2 Official training schedules<br />

The official training schedules and training groups are attached (see Appendix 17). While<br />

detailed breakdowns for the WAG training sessions have been established, the MAG training<br />

sessions will, in principle, be free, which is to say that no detailed per-apparatus breakdowns<br />

have been foreseen. The official training schedules have been structured in groups and<br />

subdivisions in accordance with the Technical Regulations. Delegations must respect the<br />

designated training times and the allocated training halls.<br />

Each MAG gymnast will have one short training session of 1hr 30mins and one long training<br />

session of 2hrs 30mins per day.<br />

Each WAG gymnast will have one short training session of 1hr 30mins and one long training<br />

session of 2hrs 30mins per day.<br />

After CI, training will be available only to those gymnasts who have qualified for CIII.<br />

Changes to the official scheduled training hours will not be accepted, and delegations will be<br />

responsible for following the official training schedules. No additional training will be available<br />

at the event.

2.7.3 Podium training<br />

Podium training will take place at North Greenwich Arena on 8 <strong>January</strong> (MAG) and 9 <strong>January</strong><br />

(WAG). Gymnasts/teams will be allocated slots, and will perform podium training in the same<br />

subdivision groups as in CI.<br />

The MAG and WAG podium training sessions will be held in accordance with the starting<br />

order of the FIG draw for CI on 8 <strong>January</strong> (MAG teams and individual gymnasts) and 9 <strong>January</strong><br />

(WAG teams and individual gymnasts), and will follow exactly the competition plan. See<br />

Appendix 17 for further information. The podium training days will be open to the media,<br />

and a press preview of the full <strong>Visa</strong> <strong>International</strong> <strong>Gymnastics</strong> event will be held on 9 <strong>January</strong><br />

at North Greenwich Arena.<br />

2.8 Warm-up format and programme<br />

See Appendix 17 for information on the warm-up schedules.<br />

The touch warm-up for CI will take place on the podium in accordance with FIG Technical<br />

Regulations. Each gymnast is entitled to a warm-up period of 30 seconds (or 50 seconds in the<br />

case of uneven bars and parallel bars, including the preparation of the bars). For WAG vault,<br />

the 30-second period should allow at least two attempts for those competing one vault and three<br />

attempts for those competing two vaults.<br />

While the warm-up time for CI will be allocated to the whole team in teams groups, it belongs to<br />

each gymnast in mixed groups. During CI, participants will not be permitted (unless in exceptional<br />

cases) to leave the competition area, the team or the respective working group.<br />

Before the start of CIII, a timed/controlled warm-up period of 45 minutes will be provided to<br />

gymnasts in the competition hall from 16:30 to 17:15. Apparatus warm-up will also be available<br />

in the warm-up hall from 16:00. Gymnasts for the first apparatus final will be called to assemble<br />

10–15 minutes before march-in. Warm up will continue for gymnasts in subsequent finals, with<br />

gymnasts being called to assemble approximately 10 minutes before the start of each final.<br />

After all gymnasts for each final have marched in and been presented, gymnasts are authorised<br />

to leave the competition hall if their starting order allows it.<br />

Gymnasts will be responsible for being present in the competition hall at the necessary moment.<br />

2.9 Competition format and programme<br />

2.9.1 General principles<br />

CI and CIII will be held in accordance with the 2011 FIG Technical Regulations, including<br />

Section 2 for Artistic Gymnastic, the Men’s Code of Points (2009 edition, version 6), MAG<br />

Newsletters nos.23, 24 and 25, the Women’s Code of Points (2009 edition) and relevant WAG<br />

Newsletters, as well as other FIG technical directives. For CI for teams, each team may contain<br />

six gymnasts, with five to compete and four to score. In the case of ties, the tie-breaking rules as<br />

defined in the FIG Technical Regulations will apply.<br />

The LOCOG <strong>Gymnastics</strong> Manager will be in charge of the competition, warm-up and training<br />

areas. All instructions given by him or his team must be strictly observed (for example, in relation<br />

to marching in and out, etc).<br />

During all competitions, gymnasts, judges and coaches are strictly prohibited from using cellular<br />

phones and other electronic devices.<br />

2.9.2 Submission of written exercises (WAG)<br />

WAG coaches are asked to submit the written exercises (shorthand writing) of their WAG<br />

gymnasts at the orientation meeting, or, at the very latest, by 20:00 on 8 <strong>January</strong> at the<br />

Sport Information Desk. LOCOG will put all received forms in the WTC boxes.<br />

2.9.3 Drawing of lots<br />

The drawing of lots was conducted at the FIG offices in Lausanne, in accordance with the<br />

definitive registrations received and the FIG Technical Regulations. For the details, see<br />

http://fig2.lx2.sportcentric.com/events/5240. No gymnasts can now be added to the<br />

number of gymnasts declared in the definitive registrations.

2.9.4 Starting order<br />

A MAG and WAG starting order for teams and individual gymnasts (if more than one per<br />

NF) was established at the drawing of lots (see section 2.9.3) and has been included in<br />

this document.<br />

For CI, the starting order of the gymnasts making up a team and the starting order of the<br />

individual gymnasts (if more than one per NF) will be decided by each head of delegation.<br />

This starting order must be submitted to the Sport Information Desk 24 hours before the start of the<br />

competition at the latest (see Appendix 10 (MAG) and Appendix 11 (WAG)). If a NF does not<br />

respect this deadline, the gymnasts’ starting order will be determined based on the bib numbers.<br />

Each head of delegation must hand in the Confirmation of participation CIII form (see<br />

Appendix 12) to the Sport Information Desk 24 hours before the start of the respective MAG<br />

and WAG competitions at the very latest. For athletes’ substitutions or withdrawals, please refer<br />

to section 2.3.6 of this <strong>Work</strong> Plan.<br />

In consultation with the Technical Committees and LOCOG, the FIG reserves the right to apply<br />

minor adjustments to the draw and the starting order should the nominative registrations received<br />

or the final number of participants at the time of the competition generate organisational problems<br />

in terms of the training, podium training, warm-up and competition schedules.<br />

2.9.5 Roll call and announcements<br />

The first roll call will be conducted in the warm-up hall 10 minutes before the start of each<br />

competition. The second roll call will be conducted at the entrance of the competition hall five<br />

minutes before the start of each competition. The gymnasts must remain in position and may<br />

not leave within these five minutes. Gymnasts are required to follow the instructions of the<br />

LOCOG staff. For details of the gymnasts’ march-in and march-out, please refer to Appendix 2.<br />

During competition, all announcements will be made exclusively in English.<br />

2.9.6 Qualifications (CI)<br />

For CI, gymnasts will be divided into groups, consisting of teams groups (for gymnasts belonging<br />

to the same NF) or mixed groups (for individual gymnasts) as per the drawing of lots. The<br />

allocation of groups into the various subdivisions and the starting order of the NF in the first<br />

rotation of each subdivision were decided by this drawing of lots. Subsequent rotations will<br />

proceed as per the standard rules should the nominative registrations permit it.<br />

At the completion of CI, a list of qualified and reserve MAG and WAG gymnasts for CIII will<br />

be published and distributed to all concerned in their respective boxes. In case of ties, the<br />

tie-breaking rules as defined in the FIG Technical Regulations will apply.<br />

2.9.7 Apparatus finals (CIII)<br />

The best eight gymnasts per apparatus from CI will qualify to participate in CIII, with a maximum<br />

of two gymnasts per NF and with three reserve gymnasts per apparatus standing by. Except in the<br />

case of injury, it is expected that all qualifiers will compete in CIII. As per the draw, the MAG and<br />

WAG working orders for CIII will be as follows:<br />

2.10 Ceremonies<br />

The awards ceremonies will be held as per the enclosed schedule, and will be carried out in<br />

accordance with the FIG and IOC Regulations for Award Ceremonies. The national flags of the<br />

top three gymnasts/teams will be hoisted and the national anthem of the winning gymnast/team<br />

will be played. Gymnasts are required to wear their national tracksuits for the ceremony, in<br />

accordance with IOC rather than FIG regulations.<br />

2.11 FIG-certified equipment<br />

numbers. Apparatus controls will be conducted as per the enclosed schedule.<br />

2.12 Judges’ Panels, R judges and Jury of Appeal<br />

2.12.1 Judges<br />

Participating NFs must provide a minimum of one judge (category I–III) in order for their<br />

gymnasts to be eligible to take part in the event. Failure to provide a judge will result in a fine<br />

of GBP2,000, payable by the NF to LOCOG.<br />

All judges will be required to attend all judges’ meetings and instruction. Failure to do so may<br />

result in exclusion from Judges’ Panels. Normal FIG judging attire should be worn for the event.<br />

2.13 Scoring<br />

Omega will provide the official scoring system for this event. The Omega equipment will be used<br />

for the data management of the start lists, scores and results. The list of gymnasts and judges will<br />

be distributed before each competition. Results will be distributed in accordance with the<br />

Technical Regulations and the Olympic Results and Information Service (ORIS).<br />

2.13.1 Directives for the restricted use of IRCOS during competition<br />

IRCOS (the Instant Replay and Control System) will be available according to the Directives for<br />

the use of IRCOS dated 10 November 2011.<br />

2.14 Inquiries<br />

Inquiries for D scores will be allowed, provided that they are made verbally immediately after<br />

the publication of the score or, at the very latest, before the end of the exercise of the following<br />

gymnast. For the last gymnast of a rotation, this limit is one minute after the score has been shown<br />

on the scoreboard. The person designated to receive the verbal inquiry, the D1 judge, must note<br />

the time he/she received it, which will start the procedure. Only accredited coaches in the<br />

competition area will be entitled to submit an inquiry. Late verbal inquiries will be rejected.<br />

An NF will not be allowed to complain about a gymnast from another NF. Inquiries for the E score<br />

will not be allowed.<br />

Inquiries must be confirmed as soon as possible in writing to the President of the Superior Jury<br />

(see Appendix 15), within four minutes (at the latest) after the verbal inquiry. Inquiries will require<br />

an agreement of payment of USD300 for the first complaint, USD500 for the second complaint<br />

and USD1,000 for the third complaint. If the inquiry is not confirmed in writing within four<br />

minutes, the procedure will become obsolete.<br />

If the inquiry proves correct and is accepted, the sums mentioned above will be reimbursed.<br />

Otherwise, the sums will be transferred to the FIG Foundation. Every inquiry will be examined by<br />

the Superior Jury. A final decision, which may not be appealed, will be taken at the very latest:<br />

2.15 Meetings and instructions<br />

2.15.1 Orientation meeting<br />

The orientation meeting will be held from 20:00 to 21:00 on 7 <strong>January</strong> in the media centre at<br />

North Greenwich Arena. Important information about the organisation of this event will be given<br />

by LOCOG and the FIG. The meeting will be held exclusively in English.<br />

A maximum of two accredited members per delegation, including the head of delegation or a<br />

substitute, must attend this meeting. As per the Technical Regulations (section 1, regulation 5.14),<br />

participation is compulsory. Unjustified failure to attend this meeting will result in a sanction of<br />

CHF1,000 against the NF, to be paid to the FIG. Judges may not represent their country at the<br />

orientation meeting.<br />

At the orientation meeting, LOCOG will distribute the gymnasts’ bib numbers to each head of<br />

delegation or his/her substitute. Gymnasts’ bib numbers must be firmly attached to competition<br />

attire throughout the competition. Sponsors’ advertisements on competition bib numbers should<br />

not be covered and must be clearly visible. The loss of a gymnast’s bib number must be reported<br />

immediately to the Sport Information Desk.<br />

2.15.2 Judges’ instructions, meetings, briefings, draw and podium training<br />

Each judge will be required to bring and submit their judges’ log book, and be present at the<br />

roll call.<br />

All meetings will be held at North Greenwich Arena in either technical officials’ meeting room 1<br />

(MAG) or technical officials’ meeting room 2 (WAG). Omega instruction for judges will take<br />

place on the field of play.<br />

3. Operations<br />

3.1 Travel, transport and visas<br />

3.1.1 <strong>International</strong> transport<br />

Travel to <strong>London</strong> will be at each delegation’s own expenses. The FIG and LOCOG strongly<br />

recommend that each NF take cancellation insurance for their international transport. In the<br />

case of heavily delayed or cancelled flights, please contact the competition management office<br />

on the number(s) given in section 1.3.1 of this <strong>Work</strong> Plan.<br />

All delegations are requested to complete Appendices 22 (Travel schedule arrival form) and 23<br />

(Travel schedule departure form) and return them to LOCOG as soon as possible, and at the latest<br />

by 12 December, providing details of the arrival and departure of their delegation.<br />

3.1.2 <strong>Visa</strong>s<br />

Please verify immediately with your travel agent or the British Embassy or consulate in your<br />

country if a visa is required for your travel to the UK.<br />

LOCOG will be happy to assist all delegation members with an official invitation letter, provided<br />

that the request is made on the official form (Appendix 21) by 12 December 2011. General visa<br />

information may be found online at www.ukvisas.gov.uk/en/howtoapply/wheretoapply<br />

3.1.3 Arrivals<br />

The Official Arrival Day for delegations is 7 <strong>January</strong> <strong>2012</strong>.<br />

3.1.4 Local transport<br />

Accredited delegation members who:<br />

––<br />

stay at one of the official hotels;<br />

––<br />

request their accommodation through LOCOG; and<br />

––<br />

provide details of their travel arrangements to LOCOG by the nominative registration deadline<br />

will be provided with local transport from all terminals at <strong>London</strong>’s Heathrow Airport (LHR) to the<br />

official hotels (via the accreditation centre at GWT) on the Official Arrival Day and back on the<br />

Official Departure Day only. Delegations arriving/departing on days other than the Official<br />

Arrival/Departure Days will need to make their own arrangements at their own expense.<br />

A shuttle service will be available for the local transport of all accredited persons from the<br />

official hotels to the training, warm-up and competition venues, as well as to any other official<br />

activities and back as needed. Depending on the traffic, it will, in principle, be necessary to<br />

allow 30 minutes to reach the venue. Shuttle timetables will be provided to each head of<br />

delegation upon arrival, and will also be available at the Sport Information Desk and on<br />

display at the official hotels.<br />

NFs that do not stay at one of the official hotels, do not book their accommodation through<br />

LOCOG and do not provide details of their travel arrangements to LOCOG will not be entitled<br />

to use the event’s local transportation system and will have to make their own way between the<br />

airport and the training, warm-up and competition venues at their own expense.<br />

3.1.5 Departures<br />

The Official Departure Day for delegations is 14 <strong>January</strong> <strong>2012</strong>. The operating hours will be in<br />

accordance with the submitted and confirmed departure schedules. Each delegation will be<br />

asked to confirm the departure details of their members at accreditation. A detailed schedule for<br />

departures will be distributed via the delegation mailboxes.

3.2 Insurance<br />

The FIG Technical Regulations dictate that all participating NFs are responsible for making their<br />

own arrangements to have the necessary valid insurance coverage against illness and accidents,<br />

and for the repatriation for all the members of their delegation. LOCOG and the FIG will not be<br />

liable in such instances. Insurance will be verified on arrival by LOCOG, so a copy of a valid<br />

policy or a valid cover note must be provided at accreditation. LOCOG is unable to provide<br />

medical or travel insurance.<br />

3.3 Accreditation<br />

3.3.1 General principles<br />

Accreditation identifies individuals in good standing from FIG-affiliated NFs participating in<br />

the event. It indicates and defines individuals’ right to access to the different zones as per their<br />

functions. All participants and officials are required to wear their accreditations at all times.<br />

Accreditations are personal and non-transferable. They are required to gain access to the training<br />

and competition halls, all official functions and the transport system. Access to the warm-up hall<br />

is strictly limited to gymnasts participating in the specific competition, in accordance with the<br />

warm-up schedule, along with their coaches, medical staff and team manager/head of delegation<br />

with access card. Accreditations are also necessary to pass all security controls.<br />

The FIG and IOC Accreditation Rules will be strictly applied, notably as far as the number of<br />

accreditations per NFs is concerned. Any additional person will be considered as a spectator and<br />

must buy entry tickets. No supplementary accreditations or observer tours will be available,<br />

except by written request to the FIG Secretary General. Please note that the function of judge<br />

cannot be combined with any other function.<br />

3.3.2 Accreditation centre<br />

The accreditation centre will be located at the training venue (see Appendix 1). The centre will<br />

be open from 07:00 to 23:00 on the Official Arrival Day, and between 08:00 and 18:00 on all<br />

other days.<br />

Delegations will be taken to the accreditation centre en route from the airport to their hotel.<br />

Late arrivals will be taken directly to the official hotels and will follow the accreditation procedure<br />

the following morning.<br />

To accelerate the accreditation process, each NF is invited to email a 45mm x 35mm colour<br />

photo in JPEG format (minimum file size 50KB) of each member of the delegation, along with their<br />

full name, to LOCOG by 12 December 2011. Each file must be named as follows:<br />

SURNAME_Firstname_Federation_DOB (e.g. BLOGGS_Joe_GBR_06_07_1990)<br />

Delegations that do not conform to this request may experience delays at the accreditation centre.<br />

If no photograph is provided, or if the photograph provided is not in the required format, there<br />

will be a charge of GBP10 for each photograph taken at the accreditation centre.<br />

3.3.3 Control and distribution of required documents and materials upon accreditation<br />

Upon accreditation, each head of delegation will be asked to present to LOCOG a valid passport<br />

for all gymnasts and judges, for proof of identity and control of nationality. The gymnasts will also<br />

be asked to present to LOCOG their valid FIG License for anti-doping purposes. Copies of these<br />

passports will be made by LOCOG at accreditation.

At accreditation, each head of delegation must also:<br />

Hand in a CD with the music of their NF’s national anthem (see Appendix 7).<br />

Hand in a 100cm x 200cm national flag (see Appendix 7).<br />

Hand in two back-up audio CDs of their gymnasts’ floor exercise music, including for each<br />

audio CD the name of the NF, the name of the gymnast, and the exact length of the music.<br />

These back-up audio CDs must be brought for safety and training reasons, and will be returned<br />

after the gymnasts’ last competition.<br />

Accreditations will not be distributed unless all financial and insurance obligations have been met.<br />

The definitive <strong>Work</strong> Plan and schedules will be given to each head of delegation at accreditation<br />

if needed.<br />

3.3.4 Lost or stolen accreditations<br />

In the case of lost or stolen accreditation, LOCOG must be informed immediately in order to block<br />

the accreditation. Lost or stolen accreditations may be replaced at the charge of the card holder<br />

(GBP100). Lost or stolen access cards will not be replaced.<br />

3.3.5 Control of medical certificates<br />

A list including all medical personnel duly approved by the FIG is available on the FIG website.<br />

Medical personnel seeking accreditation for this event who are not on this list must send a copy<br />

of his/her medical certificate/diploma, duly translated into English, to Mrs Chantal Steiner at the<br />

FIG offices (csteiner@fig-gymnastics.org) and must complete the Formulaire certificat-diplôme.<br />

Fév.2011 form, which may be downloaded from the FIG website or requested at the FIG offices<br />

as soon as possible (but at the very latest at the nominative registration deadline). The FIG will<br />

collect and record these certificates. Please note that without this document, the accreditation of<br />

the relevant medical personnel will not be released.<br />

3.4 Sport Information Desk<br />

A Sport Information Desk (SID) will be located at the competition venue. It will open on 7 <strong>January</strong><br />

<strong>2012</strong> and will be open throughout the event. The desk will provide a variety of services to teams,<br />

as follows:<br />

The dissemination of sport information, through sport publications and through discussions with<br />

sport-specific staff.<br />

––<br />

The distribution of results, draw/start lists and other key competition information, including<br />

schedule updates where required.<br />

––<br />

The provision of training schedule information.<br />

Assistance with the communication of key information from the FIG and LOCOG to teams.<br />

––<br />

Information on transport services.<br />

3.5 Delegation mailboxes<br />

Delegation mailboxes will be set up at the Sport Information Desk (see Appendix 1). All<br />

information regarding competition, warm-up, training, meetings, transport and official functions,<br />

as well as FIG and LOCOG correspondences, will be distributed via the delegation mailboxes.<br />

A special head-of-delegation mailbox card will be issued to each head of delegation.<br />

This card must be shown by the head of delegation or their designated representative when<br />

collecting all information and results from their delegation mailbox. The delegation member<br />

designated to collect the information from the delegation mailbox will be required to sign<br />

for all information collected.

3.6 Delegation seating<br />

LOCOG will reserve 400 seats for accredited delegation members in the designated area in the<br />

spectators’ seats (see Appendix 1). These seats will be available on a first-come, first-served basis.<br />

Delegates are requested not to sit in any other spectator seats within the arena unless permitted<br />

to do so by a LOCOG representative.<br />

Reserved places will also be made available to members of the press, radio, television,<br />

photographers and authorised officials.<br />

3.7 Accommodation<br />

3.7.1 Official hotels<br />

LOCOG is delighted to provide, at its own cost, bed-and-breakfast accommodation from the<br />

Official Arrival Day to the Official Departure Day at the hotels listed below for the following<br />

The cost of bed-and-breakfast accommodation for delegates other than those being paid for by<br />

LOCOG in all hotels (except for the FIG hotel) will be GBP85 per person per night, based upon<br />

a twin room. This includes venue accreditation and in-venue refreshments. For MAG and WAG,<br />

official delegations and any additional delegates will be allocated to one of the three hotels<br />

by LOCOG.<br />

Rooms have been reserved by LOCOG on the basis of the numbers submitted at definitive<br />

registration, and will be allocated based on the information provided at nominative registration.<br />

NFs are requested not to book directly with the hotel and to direct all enquires via LOCOG.

Personal expenses, such as room service, laundry, telephone, minibar and the like, are not<br />

included and must be paid by delegations before departure.<br />

3.7.2 Payment<br />

If not already returned, the Payment conditions form (see Appendix 20) must be completed and<br />

returned to LOCOG immediately. By signing the Payment conditions form, you agree to be bound<br />

by the accommodation terms and conditions set out in Appendix 6 of the Directives for this event.<br />

The submission of this form is only required to establish the NF’s details on LOCOG’s financial<br />

system. As per the communication sent out to all NFs on 20 November 2011, an invoice for the<br />

total cost of accommodation, accreditation and in-venue services will be issued after nominative<br />

registration. Payment will be due within 14 days of the invoice date.<br />

Invoices are payable by bank transfer. All bank fees in connection with these bank transfers must<br />

be covered by the NF. The transfer should contain the name of the NF and a contact person, and<br />

should contain the reference ‘<strong>London</strong> Prepares – <strong>Gymnastics</strong>’. Payments must be made in pounds<br />

sterling (GBP) only.<br />

Final payments will be non-refundable. LOCOG reserves the right to release any rooms for which<br />

payment has not been received in accordance with the above timeframe.<br />

3.7.3 Cancellation policy<br />

LOCOG and the FIG strongly recommend that each NF takes out cancellation insurance for its<br />

accommodation.<br />

3.7.4 Check-in procedures<br />

Once a delegation has completed the accreditation process, LOCOG will authorise the hotel to<br />

release the relevant keys to the head of delegation. On arrival at the hotel, the head of delegation<br />

will be required to provide proof of identification in order to collect the keys.<br />

The check-in times are listed in the table on page 27. Please note that while LOCOG has<br />

requested that hotels release rooms earlier in the day, it will only be possible if the previous<br />

night’s guests have checked out and the relevant room(s) has been cleaned.<br />

Delegation members wishing to charge any incidental costs to their rooms will be required to<br />

provide a credit card on arrival as a guarantee.<br />

3.7.3 Check-out procedures<br />

The check-out times are listed in the table on page 27. Delegations wishing to check out after<br />

their designated check-out time should make the necessary arrangements with the hotel on arrival.<br />

Any costs associated with this will be the exclusive responsibility of the delegation.<br />

In principle, a copy of the individual account of each delegation member will be available<br />

the day before departure. After confirmation, the balance due will have to be paid in full on<br />

check-out. Delegations will be responsible for all costs incurred. Personal expenses, such as room<br />

service, laundry, telephone, minibar and the like, must be paid by delegations before departure.<br />

3.8 Meals<br />

Breakfast will be included in the price of each of the official hotels, and will be served at the times<br />

listed in the table on page 27.<br />

Refreshment stations will be available in the athletes’ lounges at the training and competition<br />

venues. LOCOG will provide drinks, fruits, and snacks throughout the event for the judges on<br />

duty. Judges will be required to provide their own meals on all days.<br />

No other meals will be provided and LOCOG will not be offering a meal plan option.

3.9 Medical services<br />

LOCOG will be responsible for providing medical coverage and suitably equipped first-aid room<br />

for injuries sustained in the competition hall, the warm-up hall and the training halls. Medical<br />

centres (see Appendix 1) for essential emergency services, which will be staffed by a team of<br />

doctors, nurses and physiotherapists, will be available for all accredited personnel during the<br />

competition, warm-up and training periods. These centres will be equipped with ice, treatment<br />

plinths (couches), emergency paramedic equipment (including emergency resuscitation unit),<br />

medical supplies and medicines.<br />

Richard Budgett will act as the Chief Medical Officer for the event. For emergencies, traumas,<br />

medical treatment or request outside of the competition, warm-up and training times, please<br />

contact the doctor on duty at the 24-hour emergency department.<br />

An ambulance will be available on site, providing a speedy means of securing hospital treatment.<br />

In the case of an emergency transfer to hospital, the athlete will be taken to the nearest<br />

appropriate facility.<br />

The certified delegation medical team, responsible for the corresponding NF, may provide the<br />

necessary medical care for their delegation members under the provisions of their own licensing<br />

and liability coverage. LOCOG will not provide team medical staff with medical credentials,<br />

hospital privileges and/or liability coverage. In the case of emergency or medical treatment<br />

being required in the official hospital, or medical treatment for a delegation without medical<br />

staff being required, the LOCOG medical team will assist with the requests from the delegations.<br />

For the Gymnast injury report form, see Appendix 18.<br />

3.10 Questionnaires<br />

In addition to being the Second Qualifier for the <strong>London</strong> <strong>2012</strong> Olympic Games, LOCOG are<br />

running this event to test the competition and training halls, facilities, equipment, schedules,<br />

technology and results, and train its event staff and volunteers ahead of final preparations for<br />

the Olympic Games.<br />

LOCOG will be seeking feedback from all of participants at the event in order to help improve its<br />

facilities, services and all-round participant experience for <strong>London</strong> <strong>2012</strong>. In order to do this,<br />

LOCOG has designed questionnaires for gymnasts, judges and heads of delegation, which will<br />

be available at accreditation and throughout the event. We encourage every participant to help<br />

shape the <strong>London</strong> <strong>2012</strong> experience by providing us with your feedback.

4. Marketing<br />

4.1 Media<br />

4.1.1 Professional media<br />

All journalists, photographers and technicians from any media must register via the FIG<br />

Media Manager portal at www.fedintgym.com/mediamanager. Only media representatives<br />

holding a professional press card will be accepted. The FIG decisions are definitive and cannot<br />

be appealed.<br />

When on site, media representatives must clearly wear their press credentials.<br />

4.1.2 NF media representatives<br />

The FIG will grant one ES-F and one EP-F credential to media representatives of the FIG-affiliated<br />

NFs, on request of the NF only. Applicants must register via the FIG Media Manager portal at<br />

www.fedintgym.com/mediamanager, attesting in good faith and in writing the identity and the<br />

position of the media delegates.<br />

4.1.3 Field of play limitations<br />

Interviews and mobile phones are strictly forbidden on the field of play.<br />

4.1.4 Mixed zone<br />

The mixed zone will be located at the gymnasts’ exit of the field of play. During competitions,<br />

including qualification, athletes must exit through the mixed zone. As the athletes enter the<br />

mixed zone, journalists have the opportunity to collect flash quotes. There is no obligation for<br />

the athletes to stop in the mixed zone, but cooperation with the press will be most appreciated.<br />

4.1.5 Warm-up halls<br />

There will be no media access to the warm-up halls.<br />

4.1.6 Press conferences<br />

The opening press conference will be held at 16:00 on 9 <strong>January</strong> at North Greenwich Arena.<br />

In accordance with regulation 4.11.14 of the 2011 Technical Regulations, participation for<br />

gymnasts at medallist press conferences is compulsory. NFs are responsible for the proper and<br />

timely appearance of the medallists at press and media conferences.<br />

The following gymnasts are required to appear in the press interview area:<br />

Teams: Highest qualifying team, and one representative from second-, third- and fourth-place<br />

teams.<br />

––<br />

Apparatus: Gold medallists only.<br />

Other gymnasts may be required to attend press conferences at the discretion of the Venue<br />

Media Manager.<br />

Any NF that does not ensure that their athletes appear as stated above will be fined immediately<br />

for each infraction. The amount of the fine has been fixed by the Council in 2000 at CHF2,000.<br />

The cancellation of a press conference is the responsibility of the FIG Media Operations Officer.<br />

4.1.7 Photo and broadcast positions<br />

Photo positions and broadcast positions will be clearly marked. Photographers and broadcasters<br />

must follow the directions of the Venue Photo Manager and the Broadcast Manager at all times,<br />

and must attend the relevant briefings as required.<br />

4.1.8 Victory ceremonies<br />

After the national anthem, medallists are asked to turn together to face all sides of the arena,<br />

to wave to the spectators and to allow the photographers to take pictures.

4.1.9 Gifts, leaflets and promotional material<br />

Any distribution of gifts, leaflets and promotional material to gymnasts, FIG officials and members<br />

of the media without written approval by the FIG is strictly forbidden.<br />

4.1.10 Publicity and national emblems<br />

The FIG Rules for Advertising regarding publicity on attire and equipment must be strictly<br />

respected.<br />

4.2 Publicity<br />

As the Code of Points foresee deductions should FIG publicity rules not be respected, NFs may<br />

fill in the publicity form online if deemed necessary at the very latest by 7 December 2011 in<br />

order to have it approved. For additional information, please refer to the Publicity Rule Chart,<br />

which may be found on the FIG website under ‘Rules’.<br />

4.3 Cameras and video recording<br />

All exercises on each apparatus will be recorded on digital video cameras (IRCOS). In order<br />

to protect TV rights, personal video/TV cameras and recording will not be allowed in the<br />

competition hall (including from the spectators’ seating), with the exception of the host<br />

broadcaster, rights holder and IRCOS cameras. Pictures may be taken from the seats in the<br />

competition hall, but without flashes.<br />

In the training and warm-up halls, coaches may only make videos of their own team.<br />

4.4 Event websites<br />

4.5 Ticketing<br />

Demand for spectator tickets was extremely high and the initial allocation sold out very quickly.<br />

NFs were invited to apply for tickets through British <strong>Gymnastics</strong>. Further tickets may become<br />

available later in December through www.ticketmaster.co.uk/londonpreparesseries

5.1.1 Time zone<br />

<strong>London</strong> operates on Greenwich Mean Time (GMT).<br />

5.1.2 Climate<br />

The average daily high in <strong>London</strong> during <strong>January</strong> is 43°F (6°C), with an average daily low of<br />

33°F (1°C).<br />

5.1.3 Currency<br />

The UK’s currency is the pound sterling (GBP, or £). Major international credit cards are accepted<br />

in hotels, shops, restaurants, banks and suchlike.<br />

5.1.4 Electricity<br />

UK electricity supplies run at a voltage of 230V and a frequency of 50Hz.<br />

Power sockets in the UK require a three-pin plug for power sockets. Teams should ensure they<br />

have the appropriate adaptors for all electrical appliances.<br />
