I. Press Briefing<br />

The 2013 Labor Day celebration<br />

kicked <strong>of</strong>f with a press briefing on<br />

April 30 at Highway 21, General Luna<br />

St., Iloilo City. This was participated in<br />

by the heads <strong>of</strong> the Regional Coordinating<br />

Council (RCC) memberagencies<br />

<strong>and</strong> the Chairperson, 2013<br />

Labor Day Job Fair Committee/<br />

President, Panay Service Exporters’<br />

Association <strong>of</strong> Iloilo, Ms. Pearl Janet A.<br />

Gorriceta.<br />

A total <strong>of</strong> 19 media practitioners<br />

from the print <strong>and</strong> broadcast responded<br />

to the invitation <strong>and</strong> actively<br />

participated in the briefing.<br />

II. Labor Day Job & Livelihood Fair<br />

As part <strong>of</strong> the celebration <strong>and</strong> to set the day<br />

right, <strong>DOLE</strong>-RCC <strong>of</strong>ficers <strong>and</strong> staff, <strong>and</strong> representatives<br />

from participating local companies, overseas recruitment<br />

agencies <strong>and</strong> intermediaries heard mass at the<br />

Sto. Nino Chapel, Valeria St., Iloilo City <strong>and</strong> invoked the<br />

Sovereign God to bless all the people involved in the<br />

various activities with strength to survive the dem<strong>and</strong>s<br />

<strong>of</strong> the day.<br />

Flash Mob<br />

Before the opening program <strong>and</strong> to set a festive mood inside<br />

the job fair area, everyone participates in the flash mob <strong>and</strong><br />

Zumba to the delight <strong>of</strong> jobseekers who were entertained while<br />

queuing in the registration area.<br />

To create a festive atmosphere<br />

at the job fair area, the <strong>of</strong>ficers <strong>and</strong><br />

staff <strong>of</strong> the RCC member-agencies, representatives<br />

<strong>of</strong> participating local<br />

companies <strong>and</strong> overseas recruitment<br />

agencies, <strong>and</strong> <strong>DOLE</strong> intermediaries<br />

joined in the flash mob <strong>and</strong> Zumba<br />

where everyone enjoys dancing oblivious<br />

<strong>of</strong> the heat inside the mall as the<br />

air-conditioning units had just been<br />

switched on.<br />

Job Fair Opening Programs<br />

This year’s Labor Day Job Fairs were held<br />

simultaneously in three venues: Marymart Mall<br />

<strong>and</strong> SM City in Iloilo City, <strong>and</strong> SM City in Bacolod<br />

City. The center <strong>of</strong> activities was in<br />

Marymart Mall, Iloilo City, wherein, aside from<br />

the job fair, other activities were held to celebrate the event such as the livelihood fair,<br />

skills demonstration, help desks, diskwento para sa mga Pilipinong manggagawa, <strong>and</strong><br />

libreng tawag for OFW families.<br />

The opening program was attended by the heads <strong>of</strong> the RCC member-agencies,<br />

representatives <strong>of</strong> participating local companies <strong>and</strong> overseas recruitment agencies,<br />

<strong>DOLE</strong> intermediaries <strong>and</strong> the press. Honorable Asst. Secretary Joji V. Aragon graced the<br />

opening program.<br />

III. Forum on Gender <strong>and</strong> Development: “Women<br />

Empowerment: Challenges <strong>and</strong> Strategies”<br />

On May 2, 2013, the Pr<strong>of</strong>essional Regulation Commission Regional Office 6 (PRC<br />

RO6) conducted a forum on gender <strong>and</strong> development with a theme, “Women Empowerment:<br />

Challenges <strong>and</strong> Strategies”.<br />

There were twenty four (24) participants coming from government agencies <strong>and</strong><br />

public <strong>and</strong> private colleges <strong>and</strong> universities who attended the said activity.<br />

The topics which were discussed were Women Situation <strong>and</strong> Why Focus on Women;<br />

Career Issues Which Affect Men <strong>and</strong> Women at the Workplace; Challenges <strong>of</strong> women at the<br />

Workplace; <strong>and</strong> Supporting Women Empowerment at the Workplace.<br />

The activity aimed to provide participants an idea on the significance <strong>of</strong> women as<br />

household providers <strong>and</strong> their importance for the potentials <strong>and</strong> strength they could contribute<br />

in the successful operation <strong>of</strong> their respective workplaces.<br />

IV. <strong>DOLE</strong> Capiz Field Office 2013 Career<br />

Extravaganza<br />

Serving the enduring tradition <strong>of</strong><br />

extending tribute to the working mass<br />

along with the 2013 Labor Month-long<br />

celebration, <strong>DOLE</strong> Capiz Field Office together<br />

with intermediaries consisting <strong>of</strong><br />

Provincial Tripartite Industrial Peace<br />

Council, PESO Federation, Guidance Counselors<br />

Network, Occupational Safety <strong>and</strong><br />

Health Network <strong>and</strong> the Business Sector<br />

conducted the Provincial Career Fiesta<br />

Extravaganza on May 2, 2013.<br />

The activity aimed to heighten the<br />

awareness on public-private partnership endeavor<br />

<strong>of</strong> the government as a way <strong>of</strong> delivering<br />

its much needed information <strong>and</strong><br />

programs to further “more decent jobs” .<br />

There were a total <strong>of</strong> two hundred eighteen (218) attendees<br />

(female: 157) which includes <strong>DOLE</strong> intermediaries ( GC Net,<br />

TIPC, OSH Net, PESO Federation) attended the activity.<br />

Parents coming from various elementary <strong>and</strong> secondary<br />

schools as far as Jamindan listened attentively to Dr. Romeo<br />

Lorenzo's lecturette on "Parents' role in their children's<br />

choice <strong>of</strong> career or pr<strong>of</strong>ession.<br />

Mr. William P. Dungog <strong>of</strong> <strong>DOLE</strong> Capiz Field Office enlightened<br />

the attendees about the Career Fiesta Extravaganza <strong>and</strong> the underlying<br />

objectives <strong>of</strong> the <strong>labor</strong> month celebration.<br />

It was also a way <strong>of</strong> “passing on” to the Parent-Teachers Associations/Parent-<br />

Teachers <strong>and</strong> Community Associations the Key Employment Generators for them<br />

make appropriate contributions <strong>and</strong> recommendations to the schools. It will also<br />

guide the parents to facilitate their children’s choice <strong>of</strong> courses <strong>and</strong> or/pr<strong>of</strong>essions to<br />

take.<br />

V. <strong>DOLE</strong> Aklan Field Office<br />

Releasing <strong>of</strong> Starter Kits<br />

Eighty-one (81) beneficiaries were given livelihood assistance through releasing<br />

<strong>of</strong> Starter Kits such as carpentry, plumbing, electrical <strong>and</strong> small engine repair<br />

tools on May 3, 2013.<br />

A total amount <strong>of</strong> PhP 500, 037.20 were the allotted budget for the said livelihood<br />

assistance. Residents <strong>of</strong> Altavas, Aklan, headed by their Municipal Mayor<br />

Denny D. Refol, were very grateful for the assistance given to them.<br />

Mr. Vidolo C. Salvacion, Head, Aklan Field Office, spearheads the distribution <strong>of</strong> the Livelihood Starter Kits to<br />

the beneficiaries in the Municipality <strong>of</strong> Altavas, Aklan.<br />

VI. Appreciation Course on Conciliation Mediation<br />

One <strong>of</strong> the activities identified by<br />

<strong>DOLE</strong> RO6 for the 2013 Labor Monthlong<br />

celebration is the conduct <strong>of</strong> an Appreciation<br />

Course on Conciliation-<br />

Mediation for members <strong>of</strong> the TIPC <strong>and</strong><br />

other employers groups.<br />

The activity was conducted last<br />

May 6, 2013 to equip participants with<br />

skills on conciliation-mediation as an alternative<br />

mode in settling disputes. It<br />

OIC-ARD Salome Siaton gives an overview <strong>and</strong> the<br />

objectives <strong>of</strong> the course.<br />

became also a venue to make participants be aware <strong>of</strong> the <strong>DOLE</strong> framework, for them to<br />

relate <strong>and</strong> connect what they are doing to one <strong>of</strong> the Decent Work pillars i.e. Social Dialogue.<br />

Regional Director Ponciano M. Ligutom informed the participants that this activity<br />

will lead to more trainings in the future to equip the would-be participants with the necessary<br />

skills in conducting conciliation-mediation.<br />

News<br />

<strong>DOLE</strong> RO6 also advocates its programs through tapping the media<br />

(TV, print, radio <strong>and</strong> social network) for wider dissemination <strong>of</strong> information.<br />

Through the help <strong>of</strong> media, which is considered to be the “third<br />

estate”, the goal <strong>of</strong> the <strong>department</strong> in promoting convergence between<br />

public <strong>and</strong> private sectors is being materialized.<br />

VII. Appreciation Course on Career Coaching<br />

<strong>DOLE</strong> RO6 conducted an Appreciation<br />

Course activity for Career Coaching with a<br />

theme, “Transforming the Future <strong>of</strong> Career<br />

Guidance” on May 6, 2013.<br />

Alma Golipatan, Registered Guidance Counselor <strong>of</strong> Ramon<br />

Avancena National High School, Arevalo, Iloilo City shares her<br />

knowledge <strong>and</strong> skills on career coaching to the participants.<br />

The activity aimed to provide basic<br />

knowledge on career coaching, career testing<br />

<strong>and</strong> interpretation for Guidance Counselors as<br />

their tool in resolving the concern on job-skills<br />

mismatch which has been identified as one <strong>of</strong><br />

the sources <strong>of</strong> structural un<strong>employment</strong> besetting<br />

the country today.<br />

The attendance <strong>of</strong> close to 100 guidance counselors &<br />

designates simply shows their interest to build their capacities<br />

in helping the students in their career mapping.<br />

<strong>DOLE</strong> RO6 RD Ponciano M. Ligutom recognized the significant role <strong>of</strong> guidance counselors<br />

in resolving the problem <strong>of</strong> job-skills mismatch by guiding the students make sound<br />

decisions in their career choices. He urged the participants to put their hearts in everything<br />

that they do for they help shape the future <strong>of</strong> the youths.<br />

VIII. Consultation Workshop: Crafting<br />

<strong>of</strong> the On the Job Training (OJT) Manual<br />

The lack <strong>of</strong> skills <strong>of</strong> fresh graduate impedes their chances <strong>of</strong> getting employed right<br />

after graduation. Thus, this Consultation-Workshop on Crafting the OJT Manual was initiated<br />

to provide participants from various public <strong>and</strong> private higher education institutions<br />

all over region 6 the necessary skills, knowledge <strong>and</strong> right attitude <strong>and</strong>, eventually, improve<br />

their employability.<br />

On May 10, 2013, a total <strong>of</strong><br />

60 participants joined the activity<br />

which aimed to gather relevant information<br />

that could be used in the<br />

creation <strong>of</strong> a common manual <strong>and</strong><br />

eventually, <strong>of</strong> various OJT manuals<br />

specific to the training requirements<br />

<strong>of</strong> students.<br />

Participants from different public <strong>and</strong> private universities <strong>and</strong> colleges<br />

attentively listen to the representative from Commission on Higher Education<br />

(CHED) as he discusses the significance <strong>of</strong> conducting OJT in<br />

producing skill-providers needed by the industry.<br />

On May 10, 2013, a total <strong>of</strong> 60 participants<br />

joined the activity which aimed<br />

to gather relevant information that could<br />

be used in the creation <strong>of</strong> a common<br />

manual <strong>and</strong> eventually, <strong>of</strong> various OJT<br />

manuals specific to the training requirements<br />

<strong>of</strong> students.<br />

<strong>of</strong> his Regional Director, Virginia P. Resurreccion.<br />

CHED & TESDA are <strong>DOLE</strong>'s partners in this endeavor.<br />

Participants were also eager to realize<br />

the crafting <strong>of</strong> the OJT Manual for it<br />

was also one <strong>of</strong> the concerns they encounter<br />

in their respective institutions.<br />

CHED 6 Asst. Regional Director Casiple said that the Consultation-Workshop was<br />

the most opportune time to strategize feasible actions to address the long-time problem<br />

<strong>of</strong> mismatch between what the academe produces <strong>and</strong> what the industry needs.<br />

He acknowledged that quality<br />

products <strong>and</strong> services cannot just<br />

happen without quality education <strong>and</strong><br />

training provided by educational <strong>and</strong><br />

training institutions, which, among<br />

other factors, includes the right kind<br />

<strong>of</strong> OJT, internship or practicum program<br />

<strong>of</strong> schools <strong>and</strong> industry are giving<br />

to the students.<br />

Dir. Emervencia L. Ligutom, <strong>of</strong><br />

Institute <strong>of</strong> Service Learning, Siliman<br />

University, another speaker <strong>of</strong> the activity,<br />

mentioned that in school the<br />

teachers emphasized so much on the<br />

students’ knowledge <strong>and</strong> skills but<br />

not on attitude. Thus, during the OJT,<br />

the student-trainees should learn the<br />

right attitude, work ethics <strong>and</strong> work<br />

values while learning the skills.<br />

<strong>DOLE</strong> Region 6 Director Ponciano<br />

M. Ligutom said, “This is partly<br />

our fault for not giving the right skills<br />

to the students,” so he posed a challenge<br />

to everyone on how they can<br />

sustain this initiative until they can<br />

come up with a manual that would<br />

serve as the bible in the OJT <strong>of</strong> the<br />

students.<br />

CHED ARD Casiple gives a welcome message in behalf <strong>of</strong> his Regional<br />

Director, Virginia P. Resurreccion. CHED & TESDA are<br />

Director Emervencia L. Ligutom <strong>of</strong> Siliman University Institute <strong>of</strong><br />

Service Learning shares the Siliman Experience, its best practices<br />

on OJT.<br />

During the workshop, the participants were divided into groups to h<strong>and</strong>le the<br />

discussion on issues <strong>and</strong> concerns, critical skills needed by the industry <strong>and</strong> intervention.<br />

According to Ligutom, this initiative will address one <strong>of</strong> the gaps identified during<br />

the validation-meeting with various stakeholders on Project JobsFit: The <strong>DOLE</strong> 2020 Vision<br />

on the lack <strong>of</strong> experience/skills <strong>of</strong> fresh graduates which impedes their chances <strong>of</strong><br />

getting employed right after graduation.<br />

Following the sharing <strong>of</strong> best practices was a workshop wherein the participants<br />

were grouped into three <strong>and</strong> were able to discuss the issues <strong>and</strong> concern, critical skills<br />

needed by industries, <strong>and</strong> intervention/mechanisms to address the observed issues.<br />

IX. Workers <strong>and</strong> Employers Forum - Bacolod City<br />

Participants grab the opportunity to raise their concerns in their<br />

respective workplaces during the activity.<br />

On May 21, 2013, a Workers <strong>and</strong><br />

Employers Forum was conducted at<br />

Sugar Workers Development Center<br />

(SWDC), Bacolod City, which was intended<br />

to address the issues <strong>and</strong> concerns<br />

affecting employer-employee relationships<br />

<strong>and</strong> to recommend solution on<br />

how these problems will be addressed<br />

through peaceful negotiation, as one tripartite<br />

body for the purpose <strong>of</strong> achieving<br />

industrial peace.<br />

At the end <strong>of</strong> the activity, a manifesto<br />

with all participants from both sectors have signed committing themselves to uphold<br />

the principles <strong>and</strong> guidelines <strong>of</strong> the <strong>labor</strong> code <strong>and</strong> to adhere in maintaining social<br />

justice through peaceful <strong>and</strong> meaningful conferences.<br />

X. Workers Congress on Freedom <strong>of</strong> Association<br />

<strong>and</strong> Collective Bargaining - Iloilo City<br />

On May 22, 2013, another activity, in<br />

line with the 2013 Labor Month-long celebration<br />

<strong>of</strong> <strong>DOLE</strong> RO6, which aimed to<br />

build the capability <strong>of</strong> workers in maintaining<br />

industrial peace was conducted;<br />

“Workers Congress on Freedom <strong>of</strong> Association<br />

<strong>and</strong> Collective Bargaining”.<br />

More than fifty workers from 25 <strong>labor</strong><br />

organizations in Panay <strong>and</strong> Negros Occidental<br />

participated in the said Congress.<br />

Some <strong>of</strong> the participants were very thankful that they were invited to this<br />

Congress. According to them, it is their first time to attend in this activity.<br />

Regional Director Ponciano M. Ligutom, in his message said that workers are the<br />

stakeholders in the workplace. As such, they are responsible in maintaining industrial<br />

peace. He added that if the workers are adversarial, there can never be peace.<br />

RD Nonoy also emphasized that the work <strong>of</strong> <strong>DOLE</strong> is to balance the interests <strong>of</strong> both<br />

workers <strong>and</strong> employers.<br />

Network <strong>of</strong> Negros Occidental (CONNO)<br />

was conducted on May 21, 2013 which was<br />

participated in by thirty-nine (39) participants.<br />

Members <strong>of</strong> the association pledge their commitment<br />

as <strong>DOLE</strong> intermediary before Negros Occidental Field<br />

Office Head, Ma. Victoria G. Mondragon.<br />

The activity was intended for the members<br />

to adhere to the IRR <strong>of</strong> DO-18-A for dispute<br />

avoidance in the workplace.<br />

The activity ended through the ratification <strong>of</strong> Constitution <strong>and</strong> By Laws (CBL) <strong>of</strong> the<br />

association <strong>and</strong> election <strong>of</strong> eleven (11) <strong>of</strong>ficers to occupy the different positions. They also<br />

pledged their commitment in fulfilling their functions as <strong>DOLE</strong>'s intermediary in the implementation<br />

<strong>of</strong> DO 18-A in their respective agencies.<br />

XII. Construction Safety<br />

Training<br />

In line with the Labor Month-long<br />

celebration, <strong>DOLE</strong> RO6, in partnership<br />

with the Occupational Safety <strong>and</strong> Health<br />

Center (OSHC), conducted the Construction<br />

Safety Training for safety <strong>of</strong>ficers <strong>of</strong><br />

construction companies as well as building<br />

<strong>of</strong>ficials <strong>of</strong> various LGUs on May 20-<br />

24, 2013 at Sugar Workers Development<br />

Center (SWDC), Bacolod City.<br />

Assembly<br />

Another activity related to the 2013<br />

Labor Month Celebration is the Intermediaries'<br />

Assembly which further strengthened<br />

<strong>DOLE</strong> relationship with its partners<br />

through the signing <strong>of</strong> Accord where they<br />

submit their commitment, passion <strong>and</strong><br />

multi-partite spirit <strong>of</strong> cooperation to<br />

serve the people with fairness, justice <strong>and</strong><br />

equity to build a more healthy <strong>and</strong> safe<br />

environment, <strong>and</strong> productive <strong>and</strong> globally<br />

competitive workforce.<br />

XIV. TIPC Antique General Assembly <strong>and</strong> Election <strong>of</strong> Officers<br />

<strong>DOLE</strong> Antique Field Office facilitated<br />

the general assembly <strong>of</strong> the Tripartite Industrial<br />

Peace Council (TIPC) <strong>of</strong> Antique for<br />

them to elect their sectoral representatives<br />

<strong>and</strong> new set <strong>of</strong> <strong>of</strong>ficers <strong>and</strong> to finalize their<br />

Constitution <strong>and</strong> By Laws on May 28, 2013<br />

at Antique Youth <strong>and</strong> Migrant Center, San<br />

Jose, Antique.<br />

At the end <strong>of</strong> the activity, the association<br />

was able to come up with their organizational<br />

structure <strong>and</strong> planned schedule <strong>of</strong><br />

activities.<br />

Tripartite Industrial Peace Council (TIPC) Antique Chapter elects<br />

their new set <strong>of</strong> <strong>of</strong>ficers <strong>and</strong> come up with a schedule <strong>of</strong> activities<br />

to be facilitated by the association.<br />

XV. Employers Forum <strong>and</strong> Advocacy on “Batas Kasambahay”<br />

To discuss the implementation <strong>of</strong> <strong>labor</strong><br />

st<strong>and</strong>ards enforcement <strong>and</strong> incentivizing<br />

compliance programs in the workplace<br />

as well as the recently passed “Batas Kasambahay”,<br />

an Employers Forum was conducted<br />

on May 29, 2013 at the Iloilo City<br />

Hall.<br />

A total <strong>of</strong> sixty-six (66) participants<br />

coming from different <strong>employment</strong> sectors<br />

attended the activity. Some <strong>of</strong> them have<br />

actively participated in the discussion by<br />

raising issues like the implementation <strong>of</strong><br />

the Single Entry Approach (SEnA) <strong>and</strong><br />

other unobserved regulations regarding<br />

<strong>labor</strong> st<strong>and</strong>ards.<br />

The Implementing Rules <strong>and</strong> Regulations<br />

<strong>of</strong> Republic Act 10361 or the “Batas<br />

Kasambahay” was also discussed during<br />

the activity to enlighten employers on the<br />

policies that they need to conform in employing<br />

domestic helpers.<br />

XVI. Fiesta sa Mayo Para sa mga Obrero, Year 2 -<br />

SPES Nite/Got Talent, Food Festival, Concert<br />

The Culmination Night <strong>of</strong> the<br />

2013 Labor Month Celebration was<br />

filled with revelry as this was celebrated<br />

with food festival <strong>and</strong> concert.<br />

The event, which was hailed as “Fiesta<br />

sa Mayo para sa mga Obrero Year 2”,<br />

was supported by <strong>DOLE</strong> partners, representatives<br />

<strong>of</strong> participating local companies<br />

<strong>and</strong> overseas recruitment agencies<br />

<strong>and</strong> <strong>DOLE</strong> family <strong>of</strong> agencies. More<br />

than a thous<strong>and</strong> workers trooped to the<br />

area to join <strong>and</strong> witness the event.<br />

Members <strong>of</strong> the Iloilo Hotels, Restaurants <strong>and</strong> Resorts Association<br />

<strong>of</strong> Iloilo (IHRRA), Inc. participate in the Food Festival during the<br />

Culminating Activity <strong>of</strong> the 2013 Labor Month Celebration.<br />

Iloilo City Mayor Jed Patrick Mabilog extends his<br />

gratitude to <strong>DOLE</strong> for holding month-long activity to<br />

honor the workers in the region.<br />

Mabilog gave a message <strong>of</strong> support <strong>and</strong><br />

was able to witness the showcase <strong>of</strong> talents<br />

<strong>of</strong> SPES beneficiaries or the Special<br />

Program for the Employment <strong>of</strong> Students<br />

<strong>of</strong> the city.<br />

organizations <strong>and</strong> Regional Coordinating<br />

Council (RCC) members were also recognized<br />

for the partnership they have entrusted<br />

to the <strong>department</strong>. <strong>DOLE</strong> RO6 Asst.<br />

Regional Director Salome O. Siaton, together<br />

with other RCC Heads, awarded the<br />

certificates <strong>of</strong> appreciation to the representatives<br />

<strong>of</strong> each company.<br />

Ms. Irene P. Lamis, HR Manager <strong>of</strong> SM City Iloilo receives<br />

the certificate <strong>of</strong> appreciation from Asst. RD Siaton assisted by<br />

OWWA Director Reynold Pigar.<br />

Guest performers from Antique<br />

showcased their talents by singing the<br />

original compositions <strong>of</strong> the trueblooded<br />

Antiqueño, Ms. Dianalyn A.<br />

Opina, scribbled in Tagalog <strong>and</strong> in their<br />

own dialect. The rendition <strong>of</strong> the songs<br />

captivated the audience for its wonderful<br />

melody <strong>and</strong> lyrics.<br />

Iloilo City SPES beneficiaries also<br />

performed a Mob Dancing <strong>and</strong> joined<br />

the community singing at the end <strong>of</strong> the<br />

activity where in all participants were<br />

encouraged to dance <strong>and</strong> sing along<br />

with the performers. The students’ active<br />

participation all through out the activity<br />

sustained the Culmination Night’s<br />

lively atmosphere until its successful fin.<br />

SPES beneficiaries <strong>and</strong> guest performers from Antique<br />

give their all-out energy while performing their respective<br />

intermission numbers.<br />

On the other h<strong>and</strong>, nine (9) restaurants<br />

<strong>and</strong> member <strong>of</strong> the Iloilo Hotels<br />

<strong>and</strong> Restaurants <strong>and</strong> Resorts Association<br />

<strong>of</strong> Iloilo (IHRRA), Inc. took part in<br />

the food festival. Ninety-three thous<strong>and</strong><br />

pesos (PhP 93, 000) was the total<br />

amount <strong>of</strong> sales gained by the participating<br />

restaurants during the activity.<br />

People enjoy the food served during the food festival. Native<br />

delicacies <strong>and</strong> specialties <strong>of</strong> different participating restaurants<br />

were served which gave buyers more choices. Through<br />

the food festival, participating restaurants were able to generate<br />

sales enough to recompense their capital.<br />
