6. Policy and Legislative Framework<br />

<strong>The</strong> goals of e-government cannot be achieved without laying firm<br />

foundations for e-government development. e-Government initiatives<br />

need to be supported by sound legislative frameworks, standards-based<br />

policies and guidelines to assist in the practical implementation of<br />

this change.<br />

this policy and legislative framework will have in underpinning all aspects<br />

of e-government development.<br />

Figure 6. Building the Foundations of e-Government Over Time illustrates<br />

how these foundations of e-government will be built progressively. As the<br />

public sector moves through each stage of e-government transformation,<br />

the policies, applications and legislation needed to support the sorts of<br />

projects and initiatives that agencies will be engaging in will become<br />

more complex.<br />

For example, many of the policies needed to support the web presence<br />

phase, such as the Guidelines for State Government Websites and the<br />

Guidelines for Management of Web Information, have already been<br />

developed. As the public sector moves through the interaction and<br />

transaction stages, governance and interoperability frameworks will<br />

become critical, as will a whole-of-government security policy<br />

infrastructure.<br />

<strong>The</strong> Role of OeG<br />

OeG will work with agencies to develop a sound policy and legislative<br />

framework that meets the management changes of e-government for<br />

the future.<br />

<strong>The</strong> Role of Agencies<br />

Agencies will need to adopt the standards, approaches and principles<br />

defined in the e-government policy and legislative framework and<br />

integrate them into their core business planning and service delivery.<br />

Agencies will also need to play an important role in identifying challenges<br />

to their progression of e-government initiatives and in advising OeG as to<br />

the policies and guidelines needed to overcome these hurdles.<br />

Vision 2010<br />

• A sound and robust policy and legislative foundation on which<br />

e-government initiatives are developed.
