Achieving the Goals of e-Government<br />
At the centre of this Strategy are three core goals, all of which support the<br />
overarching vision for e-government in <strong>Western</strong> Australia:<br />
Vision<br />
A more efficient public sector that delivers integrated services and<br />
improved opportunities for community participation.<br />
Goals<br />
To transform the operations of government, using technology as a tool, to<br />
improve internal efficiency, service delivery to citizens and community<br />
participation.<br />
• Service Delivery<br />
More personalised and accessible services that are easy for the<br />
community to use.<br />
• Internal Efficiency<br />
Improved processes within and between agencies leading to lower<br />
costs and improved services.<br />
• Community Participation<br />
Easier interaction so that people can understand and contribute<br />
to government.<br />
<strong>The</strong> achievement of these three goals will require a genuine commitment<br />
by agencies to work in ways that will challenge existing structures and<br />
processes. As illustrated earlier in this <strong>document</strong>, these changes will<br />
require agencies to move through four phases to reach a transformational<br />
model of service delivery. This will not be a goal that can be achieved<br />
quickly or without overcoming a range of issues. However, the ultimate<br />
benefits will far outweigh the challenges confronting the public sector.<br />
Figure 3. Achieving the Goals of e-Government sets out the three goals of<br />
e-government and the key features of the environment as agencies move<br />
from the interaction phase to the transformation phase. <strong>The</strong> timeframe<br />
placed on public sector agencies to reach the transformation phase by<br />
2010, sets a target for agencies to integrate their strategic and business<br />
planning to meet the goals and principles of e-government.
