People For People
is Moving to a New
Location
Due to the difficult economic times,
“People For People”, a Christian Non-
Profit food pantry, long time member of
the Chamber, and in business for over
28 years, finds it necessary to move to a
smaller location. This move will create
expenses above and beyond their normal
operating expenses.
Hopefully, with the help from the
community and Church supporters, People
for People hope to raise $6,000.00 to make
this move possible.
The new location will be small but
will remain local. Consequently, due to
the smaller size of the building, People for
People now find it necessary to CLOSE the
Thrift Store portion of the food pantry.
Beginning June 1, 2012, their new
location will be 1311 E. Las Tunas Drive,
San Gabriel.
People for People appreciates all the
community’s’ past support and hopes that
they will continue to help them find a way
to generate more funds.
If you would like to donate to People
For People, or have any great ideas in
which they can raise funds, please contact
Norene Rand, Director, at (626) 285-2549.

birthday, the City of Rosemead is hosting
their Annual 4th of July Parade on
What is a Chamber of Commerce
A Chamber of Commerce is a local association of
business people organized to promote the welfare of
their community, especially its’ commercial interests.
It is a non-profit mutual benefit corporation of
voluntary membership that invests time and money to
carry forward programs relevant to members needs,
and that affect the orderly growth and development of
the community and it’s the businesses.
Do you have a Business What’s stopping you from joining
City of Rosemead Civic Center
Phase 1 & 2 Completed
On March 27, 2012, the City of
Rosemead invited residents and neighbors
to join them in celebrating the completion
of the first two phases of its civic center
development with a ribbon cutting
ceremony. Attending the event were Mayor
Steven Ly, Mayor Pro tem Sandra Armenta,
and Council Members Margaret Clark,
Polly Lo and Bill Alarcon, along with
the City Hall Staff, City Commissioners,
members of the Rosemead Chamber and
about 100 or more Rosemead residents.
The project was completed
despite delays resulting from the state
legislature dissolving redevelopment
agencies throughout the state. By using
redevelopment funds to support bonds,
the city has been able to rebuild several
old parks and swimming pools and other
community facilities. This city is also
planning a third phase of the civic center
development, if funds are available.
In addition to the traditional
ceremonies, the city had some classic
cars on display along with information
booths, refreshments and a raffle.
The new addition of Phases 1 and 2 of
the project consisted of rebuilding the
parking lot pavement that serves city hall,
Rosemead Community Center and the
county library. The new parking area is
located directly behind the library and city
hall, just off of Valley Boulevard.
Besides repaving the parking area, the
project included the removal of a block
wall that separated the three facilities
and installed a pedestrian walkway
that improves access between the three
buildings. The project resulted in an
increased number of parking spaces, new
landscaping and improved traffic flow.
“The whole area is so colorful with all
the pretty little flowers and benches to rest
on and admire the view” commented Jean
Hall, Traffic Commissioner.
Congratulations, City of Rosemead
for providing the residents with a more
welcoming atmosphere when visiting city
hall, the library and the community center.
Community
1. Visibility.
Yes, you’ve
heard it said time
and time again,
o u t
of sight means out of
mind. This is not a smart strategy for
any business, especially when times are
good. A market can change quickly. While
good is the enemy of great, complacency
and short-term thinking is the enemy of
sustained marketing breakthroughs.
2. Access. Unless you’re crazy or like
consistent rejection, no one enjoys making
cold calls all day long. When you join a
chamber and actively get involved, you’ll
discover that meeting prospects who can
refer you to the key contacts you’re trying
to reach is a huge benefit of membership.
You’ll soon find yourself in situations
where you can identify and meet decisionmakers
face-to-face.
3. Ongoing training and education. Unless
you have the luxury of a training budget
or can afford to bring in local, regional
or nationally known experts on different
topics, I firmly believe that there’s no other
organization in America that delivers timely
programs at such an affordable price as a
local or regional chamber of commerce.
4. Networking. From seminars, leads
groups and luncheons to business expos
and various business and community
committees, there’s absolutely no excuse
for not being able to meet new contacts,
referrals and people who can help you
with ideas and additional ways to grow
your business. The old adage “out of sight,
7 Reasons to Join a Chamber
of Commerce
out of mind,” is so true in networking.
In addition, doing business with fellow
members who offer wonderful products,
services, and ideas is also a big plus.
5. Low-cost advertising opportunities.
As far as visibility at the local level,
a chamber offers a wide range of free
or affordable advertising options and
sponsorship packages for just about every
business or nonprofit, regardless of how
big or small their budget may be. This is
a wonderful way to hold your marketing
dollars accountable and see them working
hard right before your eyes.
6. Advocacy. A chamber researches,
lobbies and routinely discusses with
local and regional government units,
politicians and the media to keep people
up to date on central issues of importance
pertaining to their membership and the
community. What happens to your local
employees and customers does have an
impact on your business, even if you’re a
national chain.
7. Money-saving discounts. If you fully
leverage the cost-saving discounts —
ranging from health insurance, to office
supplies, to discounted phone service, to
other items your business currently uses
or will need — it’s not uncommon for
a small business to easily find enough
savings in the first 30 to 60 days upon
joining with endorsed providers or
member-to-member discounts to recoup
most, if not all, of their membership
dues.
Buy Local Year Round
Supporting local businesses is the BEST decision you can make all year
long! Supporting local retailers and businesses is great for our local
economy in two obvious ways:
1. Money spent locally, stays local
2. Buying locally keeps sales tax revenue in Rosemead.
Spending $100 at a locally-owned business generates about $68 in local
economic spending compared to $43 from spending that same $100 at
a national chain
Local businesses create local jobs. Local businesses tends to have
higher payrolls and often purchase goods and services from other local
businesses including payroll and accounting services. Staff at local
independent businesses tend to work closer to their homes than big box
employees: their income taxes and property taxes then support these
same local communities.
So please remember to Buy Local this spring and all year long for
these great reasons!
1. Money spent locally, stays local
2. Buying locally keeps sales tax revenue in Rosemead
3. Local businesses create and maintain local jobs
4. Local businesses are preportionately more generous to local
charities, schools and community events
5. Buying locally saves you money on gas and travel time and you avoid
shipping and handling fees on catalog and Internet purchases
6. Buying locally supports and retains our neighborhood business
community ontrepreneurs
10 Smart Ways to Spend Your
Tax Refund Money Wisely
If you’re expecting a tax refund
this year, you need a good plan for your
money. Maybe you already have the funds
earmarked for some spending, but before
you let your tax refund burn a hole in your
pocket, remember that the government
isn’t sending you a bonus check – it is
money that should have been yours all
along. In fact if you’re receiving a huge
refund, you’re probably having too much
withheld. Be sure to revisit your W-4
form and adjust your federal income tax
withholding allowances.
Don’t get caught treating your refund
check any differently than you’d treat your
weekly or monthly paycheck or if you
own a small business, revenue from your
customers. Give the money a purpose. Don’t
just let it sit in your checking account. If
you do, it will quickly vanish after you use
it for dining out here, shopping for clothes
there, and getting Starbucks every day.
Before you know it, you’ll have nothing to
show for the refund.
Think about your personal financial
situation, and figure out your needs. To
get you started, consider this hierarchy of
financial priorities, from the fundamentals
to advanced strategies.
Top 10 Priorities for Your Tax Refund
1. Start or Increase Your Emergency Fund
Without an emergency fund, just one
surprising piece of bad news can send you
on the debt spiral to financial disaster. Most
experts say that your fund should have about
six to eight months worth of savings in an
easily-accessible interest-bearing account
(e.g. an online savings account or money
market account). Storing that much away
might take months or even years if you’re
just taking a little bit out of each paycheck,
so use your refund to make a significant
deposit in your emergency fund.
2. Pay Off High-Interest Debt
After establishing an emergency fund,
the next best thing you can do with your
tax refund is to pay off any high-interest
debt that you’re carrying. If you have a lot
of debt, just putting money in savings is
like borrowing money from yourself. Put
your refund to work by starting your debt
elimination program of choice and paying
off any payday loans, title loans, debt
consolidation loans, high-interest private
student loans, car loans, and of course
credit card debt.
3. Spend It on Something You Need
Are you having car trouble, do you need
a new winter coat, or have you put off
dental work You need to take care of
these essentials, and now that your refund
is here, you can cover the cost.
4. Start Itemized Savings Accounts
Now is the time to start practicing the
mindset of the disciplined and frugal
consumer. First make a budget, and then
break your refund into pieces, each of
which plants the seed in your bank account
for important future purchases. Putting
your refund toward specific savings goals
will keep you from taking on debt down
the road, when needs or desires arise.
5. Refinance Your Mortgage or Make
Home Improvements
Mortgage rates are below 5% for the first
time since the housing boom, except this
time the price of homes is far less than
they were in 2004. When you refinance
your mortgage, you will still pay closing
costs and fees. Use the refund to pay for the
closing costs, and you will save thousands
of dollars per year on mortgage interest.
If you’re happy with your mortgage
rate, take a look around the house. Do you
need a new roof Is your kitchen outdated
Could new energy-efficient appliances
save you money on your utility bills Home
improvement projects can immediately
increase the value of your property and
make your home more comfortable at the
same time.
6. Invest in a Tax-Sheltered Account
Depending on your income level, goals,
age, and whether you have already fullyfunded
your tax sheltered accounts, using
your tax refund to get a head start on Roth
IRA contributions or 529 college savings
plan contributions is a great move, one that
can let your three-digit tax refund grow
into to a four-digit addition over the course
of a few years. Plus, it’s like using your tax
refund to create a tax deduction: How does
that sound
7. Invest in a Taxable Account
Have you already contributed the
maximum to your tax-sheltered accounts
Give yourself a pat on the back and
consider opening a brokerage account
with a discount broker (e.g. Scottrade,
TradeKing, and Sharebuilder). Lean toward
conservative and diversified investments
with low expenses. Check out some mutual
funds. Index funds or ETFs may be a good
choice for you, especially if you are not
interested in actively managing your stock
portfolio. They offer instant diversification
and very low expenses.
8. Give to Charitable Causes
For many people, giving to charities is nonnegotiable,
and would be priority number
one. But on a tight budget, donations can
unfortunately slip down on your list. Your
refund is your chance to give a little back.
Contributing to charity is an excellent use
of capital, and provides a huge societal
benefit. Choose a cause that is important to
you and your family, and give generously.
Although the returns on your investment
may not be as immediate or measurable as
investing in the financial markets, giving
to charity will benefit your community in
a major way, and you can claim the tax
deduction too.
9. Get that Business Up and Running
Have you been looking for seed money to
take your business to the next level Do you
have a venture that you want to start You
can use your refund to get you moving in
the right direction. It’s a great opportunity
to turn your refund into income for years to
come, and get a few more small business
tax deductions next year too.
10. Spend It on Something You Want
If you made it to priority ten and still have
some money left to spend, so you deserve
a treat. You saved all year, and now you’ve
earned the right to splurge a little bit. Don’t
feel guilty about using the extra cash for a
summer vacation or to treat your family to
a nice dinner. Just don’t let your eyes get
too big for your stomach. A $500 refund is
no excuse for a $3,000 trip.
Final Word
If you’re getting a tax refund, regardless
of the amount, it’s a big deal to get your
money back. Whether it’s a windfall or just
a drop in the bucket, your refund should
feel like “found money,” and you’re smart
you can put it to work for you and improve
your financial situation. You can even treat
yourself, but don’t blow it at all the mall or
splurge too much, like on a new car.
Are you getting a refund this year
What do you plan to do with it Are you
smart with your money, or do you tend to
quickly spend your refund
Community
The History of Mother’s Day
In the United States, Mother’s Day started
nearly 150 years ago, when Anna Jarvis, an
Appalachian homemaker, organized a day
to raise awareness of poor health conditions
in her community,
a cause she
believed would
be best advocated
by mothers.
She called it
“Mother’s Work
Day.”
In 1905 when Anna Jarvis died,
her daughter, also named Anna, began a
campaign to memorialize the life work of
her mother. Legend has it that young Anna
remembered a Sunday school lesson that her
mother gave in which she said, “I hope and
pray that someone, sometime, will found
a memorial mother’s day. There are many
days for men, but none for mothers.”
Anna began to lobby prominent
businessmen like John Wannamaker,
and politicians including Presidents Taft
and Roosevelt to support her campaign
to create a special day to honor mothers.
At one of the first services organized to
celebrate Anna’s mother in 1908, at her
church in West Virginia, Anna handed out
her mother’s favorite flower, the white
carnation. Five years later, the House
of Representatives adopted a resolution
calling for officials of the federal
government to wear white carnations on
Lincoln Training Center - from page 1
Silent auction items included an Antigua
vacation and a Los Angeles Country Sheriff
Department Ride along.
All proceeds from the event will be
used to support LTC programs.
The Center began its work in 1964
as small group of parents teaching their
children simple production work. And in
2010, LTC was honored as nonprofit of the
Mother’s Day. In 1914 Anna’s hard work
paid off when Woodrow Wilson signed a
bill recognizing Mother’s Day as a
national holiday.
At first, people observed
Mother’s Day
by attending
church, writing
letters to their
mothers, and
e v e n t u a l l y,
by sending
cards, presents,
and flowers. With the increasing giftgiving
activity associated with Mother’s
Day, Anna Jarvis became enraged. She
believed that the day’s sentiment was
being sacrificed at the expense of greed
and profit. In 1923 she filed a lawsuit to
stop a Mother’s Day festival, and was
even arrested for disturbing the peace at
a convention selling carnations for a war
mother’s group. Before her death in 1948,
Jarvis is said to have confessed that she
regretted ever starting the mother’s day
tradition.
Despite Jarvis’s misgivings, Mother’s
Day has flourished in the United States. In
fact, the second Sunday of May has become
the most popular day of the year to dine out,
and telephone lines record their highest
traffic, as sons and daughters everywhere
take advantage of this day to honor and
to express appreciation of their mothers.
What the U.S. Flag Means to Me
By Sarah Flores
Would you like to know some facts
about the US Flag The American Flag
had 13 stars and 13 stripes to represent the
13 original Colonies. George Washington
was on a committee to design the flag.
It is told that the committee approached
Betsy Ross to sew the flag. In May 1776,
the committee went to her upholstery shop
and showed her a rough design of the Flag.
George Washington wanted a star with 6
points, however Betsy Ross showed them
a 5 pointed star which could be cut with
just one quick snip of the scissors, and the
men where amazed. And so the story goes
that Betsy Ross sewed the first Flag. Today
there are 50 stars to represent the 50 states.
And it still has its 13 stripes to represent
the 13 original Colonies. We also know the
colors have meanings.
Red symbolizes hardiness and valor.
White symbolizes purity and innocence.
Blue represents vigilance, perseverance
and justice.
When I think of the American Flag, I
think about the flag salute and saying the
pledge of allegiance every morning at
school. It reminds me of how proud I am
of my country. I also think about the men
and women in the military protecting my
freedom. We put a flag out in front of our
house to show our pride in our flag and
country. I call my Grandpa on Veteran’s
Day since he served in the United States
Army.
My Goal is to travel the 50 States of
America. I have been to Hawaii, which is
the 50th state. I have also been to Georgia,
South Carolina and North Carolina. Those
states were part of the first 13 colonies.
I also have visited Arizona and Nevada.
When I look back, I have visited 6 states so
far, and live in California, which makes it
7 states total. I need to visit 43 more states.
If I think about the flag, I think about the
word pride. My goal is to become a marine
biologist, so for that to happen, I will
have to get better grades and do better in
schoolwork. That is what I call pride.
South El Monte High Art
Department Awarded Credit
Union Grant
by Anne Donofrio-Holter
The South El Monte High School Art
Department has been awarded a $200 Foothill
Federal Credit Union classroom grant. The
funds will be used to purchase art class
printmaking tools and supplies. The grant
will allow all students, including those with
disabilities, to create high quality linoleum and
wood block prints.
“The South El Monte High School
Art Department is proud to continue the
legacy ofWinstructor Margaret McCray,Wan
advocateWfor the inclusion of studentsWwith
disabilities into artWclasses,” saidWSouth El
Monte art teacher Richard Heilemann. “In
recentWyears, studentsWwith disabilities have
won awards at the Los Angeles County Fair for
the prints they create in my class.”
The grant proposal Heilemann submitted
specified the need for adaptive materials for
printmaking projects, in addition to increasing
the number of tools available so that all students
can work on individual artworks despite
increased class size.
“The increased availability of materials and
alternatives will allow all students greater access
to creative possibilities,”said Heilemann.
According to Heilemann, block prints are
made by cutting into a flat-surface material,
usually wood or linoleum, with a sharp tool.
The surface of the block is then inked using
a roller. The inked block is then pressed onto
a paper and peeled back to reveal the image.
As with many art techniques, the work can
range from deceptively simple to remarkably
complex. Mastery is a lifelong quest for many
artists, but the technique is easy to comprehend
quickly with capable instruction.
“We start with three-color prints which
require planning, vision and careful execution
and result in great looking works of art,” said
Heilemann. “FromWthere, studentsWbegin to
explore the infinite available alternatives.”
Heilemann hasWordered various
alternativeWflat surfaceWblock materialsWthat
can be cut more easily.
“This will allow greater freedom of
experimentation, a key part of art making to all
students,” he said.
The grant has made possible the purchase of
safer knives, which cut by being pulled rather
than pushed, and reduce the danger to fingers
and hands.
“We are very grateful to Foothill Federal
Credit Union for this grant,” said Heilemann.
“In these times of budget constraints, a gift such
as this is very appreciated and is very helpful to
our students.”
selected through an extensive process including
assessment of academic achievement and a
series of interviews. Founded in 1989, Posse
identifies public high school students with
extraordinary academic and leadership potential
who may be overlooked by traditional college
selection processes. Posse extends to these
students the opportunity to pursue personal
and academic excellence by placing them in
supportive, multicultural teams of 10 students
called posses. These teams are then prepared,
through an intensive eight-month pre-collegiate
training program, for enrollment at top-tier
universities nationwide.
Community
What is Relay for Life
The American Cancer Society Relay
for Life is a fun overnight team event that
raises funds to fight cancer. Throughout
Relay for Life, dedicated teams of friends,
families, and co-workers commit to
keeping at least one member walking the
track at all times….because cancer never
stops. Relay for Life brings together the
entire Rosemead Community in the fight
against cancer.
Relay for Life gives us an opportunity
to honor cancer survivors and to remember
those who have lost their fight with the
disease. We honor cancer survivors by
inviting them to take the first lap around
the track, the Survivor’s Lap, where we
celebrate their victory over this disease.
The Luminaria ceremony is another
highlight of the event. A Luminaria is a
small bag filled with sand, containing
a small candle that makes it glow. Each
Luminaria bears the name of a person who
has battled cancer. At dusk, we light all the
candles along the path. They burn into the
night, honoring and memorializing those
who have faced cancer, and lighting the
way for walkers…along the path of hope.
How You Can Participate.
• Form a Relay Team
Get Ready Rosemead!
A 6 Month Emergency Preparedness Monthly
Challenge for the Business Community
Be prepared at work and create a personal workplace emergency kit that will help you
survive for several days in the event roads become impassable and you are required to
stay at your work site for several hours or several days, and each month be entered to
win prizes!
It is now May, and if you haven’t already
heard we are on our second month in the
race to “Get ready Rosemead”. Last month,
the City teamed up with local businesses to
launch “Get Ready Rosemead,” a program
that encourages those who live or work in
Rosemead to prepare for an earthquake or
other disaster.
During Earthquake Preparedness month.
Participants who meet each challenge will
be entered into a monthly drawing to win
items for their emergency kits.
City officials believe that during
and after an emergency, emergency
personnel will be overwhelmed, and will
not be able to respond immediately to all
calls for service. Usual services such as
electricity, running water, refrigeration,
and telephones may be unavailable.
Additionally, basic supplies may also be
out of stock at local retailers as a result of
public demand.
“The goal of the “Get Ready Rosemead”
challenge is to help the community increase
their level of preparedness and chances of
surviving a disaster
Monthly Challenge
Each month, businesses and residents
will be challenged by the city to gather
specific emergency preparedness supplies
or to complete tasks that will make their
Business lending is an important part of
business growth. Well managed companies
can utilize borrowed funds to expand,
purchase commercial property, refinance
higher interest debt and increase cash
flow. SBA loans are an often overlooked
opportunity for small businesses and, with
recent changes, are more available and
flexible than ever.
The 7a Loan Guaranty
The 7(a) Loan Guaranty Program is SBA’s
primary lending program. Uses for loan
proceeds may include:
• The purchase of land or buildings, to cover
new construction as well as expansion or
conversion of existing facilities.
• The purchase of equipment, machinery,
furniture, fixtures, supplies, or materials.
• Long-term working capital, including
the payment of accounts payable and/or
purchase of inventory.
• Short-term working capital needs,
including seasonal financing, contract
performance, construction financing and
export production.
• Financing against existing inventory and
receivables (under special conditions).
• The refinancing of existing business
debt that is not already structured with
businesses or households better prepared
for a disaster.
Every business who is registered for
“Get Ready Rosemead” and completes the
monthly challenge will be entered for a
chance to win items such as first aid kits,
hygiene supplies, and other items that will
be helpful during and after an emergency.
The grand prize is a portable household
generator, which will be awarded at the
end of the challenge in April 2013.
Challenge for the Business Community
For those who work in Rosemead, the
6-month program challenges employees to
prepare a personal workplace emergency
and to become more familiar with their
employer’s emergency/evacuation plan.
Participants who complete the monthly
challenge will be entered into a drawing
for items to be added to their emergency
kit. The business community challenge
ends in September 2012.
Legislative
Legislation to Provide Workers’
Compensation Training Standards for
Acupuncturists Passes Insurance Committee
From the Office of Assembly Member Mike Eng
A s s e m b l y
Bill (AB) 2072,
a bill introduced
by Assembly
M e m b e r
Mike Eng (D
– Alhambra)
which seeks
to clarify
what training
acupuncturists
need to determine disability for workers’
compensation, passed out of the Assembly
Committee on Insurance today on a 13 to
0 vote.
“Acupuncturists are highly
skilled, licensed individuals
who have been treating
patients in California since
1972,” said Assembly
Member Eng. “This bill
will give the Legislature
the information they need
to help ensure acupuncturists
can get the training they need
to help determine disability for
workers compensation.”
Nearly 120,000 people filed workers’
compensation claims in the 2010-11 fiscal
year. At the same time California is facing a
primary care provider shortage. According
to the California Medical Association, 74
percent of California’s 58 Counties have
an undersupply of primary care physicians.
With more people expected to need health
services with health care reform and as
the senior population continues to grow,
Californians will need more providers or
patients will have trouble accessing care.
This shortage means injured workers will
need other providers to be able to determine
disability for workers’ compensation.
AB 2072 will help by informing
Senator Hernandez Proposes Bill
Committing California to Health Care Reform
Senator Dr. Ed Hernandez, O.D. (D –
West Covina), Chair of the Senate Health
Committee, has introduced legislation
that states the intent of the State Legislature
to effectively implement the coming federal
healthcare reforms in California, no matter
what the U.S. Supreme Court may decide
in June.
Senator Hernandez’ legislation, SB
1487, would put California in position to
fully enact under state law any provision of
the Affordable Care Act (ACA) necessary
to realize the “full promise” of the ACA
for all Californians. The Supreme Court is
expected to render a decision in June on the
constitutionality of a number of provisions
in the federal health care reform package,
putting large portions of the ACA at risk.
“The ACA is the most significant piece
of Legislation enacted since the Medicare
Act and I commend the President for
accomplishing what so many before him
the Legislature about what training
acupuncturists would need to go through
in order to meet the standards to determine
disability. In the future, acupuncturists
who complete the training and who meet
the standards that other physicians meet
to determine disability, might be given
the same authority as other primary care
providers to determine disability for
workers’ compensation.
There are 5 million Asian Americans
living in California, accounting for
approximately 14 percent of the population,
the second fastest growing group of people
in the state behind Latinos. Many of the
individuals in these communities
value acupuncture as a means
of health care treatment since
Acupuncturists are considered
primary care providers
under current law. California
accounts for one-third of
the total U.S. acupuncture
workforce with over 14,000
acupuncturists licensed and
regulated by the California Board of
Acupuncture.
“Acupuncturists have been treating
patients in the workers’ compensation
system for over twenty-five years,” said
Michelle Lau, President of the Council
of Acupuncture and Oriental Medicine
Associations, one of the sponsors of AB
2072. “The profession of acupuncture has
become more skilled and accepted and if
we get the appropriate training we can help
determine disability for workers’ comp to
increase patient’s access to care, and save
them time and money.”
AB 2072 will be heard next by the
Assembly Committee on Appropriations.
have failed to achieve. Over 3 million
currently uninsured Californians are
waiting for the coverage they will have
under a full implementation of the ACA,
and we are too far along in implementing
federal health reform to stop now.” said
Hernandez, “California needs to take the
initiative to make these reforms a reality in
our State, whatever side the U.S. Supreme
Court comes down on.”
Senator Hernandez remains confident
the Supreme Court will uphold all or
most of the ACA but stressed the need for
California to be ready for any result.
“The Supreme Court won’t render a
decision until June, and that will be too
far into the legislative cycle to introduce a
bill” added Hernandez, “I am introducing
this legislation now so that we have the
mechanisms in place to keep health care
reform on track for our state.”
Support The Foreclosure Reduction Act
of 2012
AB 1602 is going before policy
committee and I need your help! As you
may already know, I teamed up with
California Attorney General Kamala
Harris to prohibit banks from foreclosing
on a borrower’s home while the borrower
is in the process of negotiating a loan
modification, a practice commonly
referred to as a “dual track” foreclosure.
Under existing law, prior to filing a
notice of default, mortgage loan servicers
are required to make attempts to contact
borrowers regarding potential foreclosure
alternatives, as well as provide notice to
a delinquent borrower concerning their
foreclosure rights. Unfortunately, this
does not always occur. Instead, lenders
often proceed to foreclose and evict
homeowners even when they are in the
process of seeking loan modifications,
drastically reducing the likelihood that
they will be able to attain the requested
modification.
Sadly, the number of completed
foreclosures for the 12 months ending in
February 2012 was 862,000. California
alone accounts for 154,000 of the
New Legislation to Help Taxpayers Succeed
Most legislation makes life more
difficult for the taxpayer, but some
legislation can also be used to help make
taxpayers’ lives easier as well.
This year there are several measures
in the 2012 legislative session that can
help. These measures aim to help the
taxpayers, including small businesses and
other job creators, succeed in California.
Many members on the Board of
Equalization have joined forces in cosponsoring
a number of these measures,
making them official BOE legislative
proposals.
• Appeals Extension: AB 2453 - This
measure will extend the time a taxpayer
has to file an appeal after a notice of
determination is issued.
• Lien Withdrawal: AB 2175 - This
measure authorizes the BOE to withdraw
a lien after a taxpayer, fee payer, or
surcharge payer pays the delinquent
liability for which the lien has filed
national totals and leads all states. We must
act immediately in order to bring fairness
and equity to the foreclosure process.
Specifically, AB 1602 would put an end
to the “dual track” practice and re-establish
integrity in the foreclosure process by
implementing a number of consumer
protection provisions, such as: prohibiting
creditors from recording a notice of default
and/or sale when a timely-filed application
for a loan modification is pending; barring
creditors from recording a notice of sale
while a borrower is complying with the
terms of a trial loan modification; and
requiring that notices of foreclosure sales
be personally served.
It is for all these reasons that I urge your
support for AB 1602. Please click here for
a sample letter you can write to show your
support.
For more information, please contact
Julio Martinez with the Office of
Assemblymember Mike Eng at (916) 319-
2049 / Julio.Martinez@asm.ca.gov.
Sincerely,
Assemblymember, 49th District
under the applicable tax, fee and surcharge
programs the BOE administers.
• Qualified Purchasers Program: AB
2059 - This measure would revise the
existing “qualified purchaser program”
to increase the threshold of the filing
requirement from $100,000 to $500,000.
It would also create a look-up table for
qualified purchasers to comply with their
use tax requirement.
• Use Tax Due Date: AB 2270 - This
measure will move the due date for filing
and paying use tax to April 15th in order to
align it with the option of filing use tax on
the designated line of the personal income
tax form.
The Board of Equalization welcomes
any ideas the public may have for
legislative measures that will bolster
California’s economic recovery. Please
submit your ideas via website at www.boe.
Two new measures have qualified for
California’s statewide ballot in June.
Proposition 28 - “Limits on Legislators’
Terms in Office” reduces the total time a
person may serve in the state legislature
from 14 years to 12 years. It allows a
person to serve a total of 12 years in the
Assembly or the Senate, or a combination
of both. The California State Chamber of
Commerce is supporting this initiative that
improves on the term limit initiative passed
in 1990.
Proposition 29 - Opposes. The measure
imposes an additional $1 per pack tax on
cigarettes and an equivalent tax increase
on other tobacco products to fund research
for cancer and tobacco related illnesses.
Although research is important and the
measure could raise nearly $1 billion in
new taxes, the State Chamber of Commerce
opposes Proposition 29 because nothing
in the measure requires the funding to be
spent in California or even in the United
States. Since the Legislative Analyst
Office also concluded that the revenue
stream to fund these new programs would
be declining and a new program could put
existing programs at risk in the future years
Buy Local
Year Round
Supporting local businesses is the
BEST decision you can make all
year long! Supporting local retailers
and businesses is great for our local
economy in two obvious ways:
1. Money spent locally, stays
local
2. Buying locally keeps sales
tax revenue in Rosemead.
Spending $100 at a locally-owned
business generates about $68 in local
economic spending compared to $43
from spending that same $100 at a
national chain
Local businesses create local jobs.
Local businesses tends to have higher
payrolls and often purchase goods and
services from other local businesses
including payroll and accounting
services. Staff at local independent
businesses tend to work closer to
their homes than big box employees:
their income taxes and property
taxes then support these same local
communities.
So please remember to Buy Local
this spring and all year long for
these great reasons!
1. Money spent locally, stays local
2. Buying locally keeps sales tax
revenue in Rosemead
3. Local businesses create and
maintain local jobs
4. Local businesses are preportionately
more generous to local charities,
schools and community events
5. Buying locally saves you money
on gas and travel time and you avoid
shipping and handling fees on catalog
and Internet purchases
6. Buying locally supports and
retains our neighborhood business
community ontrepreneurs
A Message from your Social Security
Administration
Did you know that May is National
Military Appreciation Month
If you are a military service member who was wounded and
needs to apply for disability benefits, it’s important to know that you
will receive expedited processing. Our wounded warriors initiative
is for military service members who become disabled while on
active duty on or after October 1, 2001, regardless of where the
disability occurs. Depending on the situation, some family members
of military personnel, including dependent children and, in some
cases, spouses, may be able to receive benefits. Learn more about it
at www.socialsecurity.gov/woundedwarriors.
To learn more about the Social Security benefits for those who
have served in the military, read our publication, Military Service
and Social Security. You can find it online at www.socialsecurity.
gov/pubs/10017.html, or send us an email at OPI.Net.Post@ssa.gov,
or call us at 1-800-772-1213 (TTY 1-800-325-0778) to ask for a free
copy to be mailed to you.
Memorial Day also is a good time to remind families of fallen
military heroes that we may be able to pay Social Security survivors
benefits. If the person you depended on for income has died, you
should apply for survivors benefits. Learn more about Social Security
survivors benefits at www.socialsecurity.gov/pgm/survivors.htm.
The men and women of the Armed Forces serve us each and
every day. At Social Security, we’re here to serve them too.
Rosemead Report • May 2012 15
Then & Now...
When the Rosemead Chamber of Commerce was
organized in 1927, the President, A.L. Valentine Sr. had no
way of knowing that 85 years later the Chamber would not
only still be functioning, but would be located in their own
building right off what used to be the main street, Valley
Boulevard.
Streets, lights, zoning, schools, library, fire protection,
parks,
scouting, maps, booklets,
sewers (1947), traffic
regulations, fairs, parades,
festivals, a community
bank, post office, a
band, mail service and
finally incorporation--
every problem that faces
a young and growing
community came before
the Chamber and was
given the customary
boost.
C o m m u n i t y
redevelopment then, as
now, was a major item
for discussion at Board
meetings. Things really haven’t changed. In 1959 the
city of Rosemead was incorporated and the Chamber was
there. During the 60’s the Chamber was involved with the
Christmas street lights and the County Fair. Montgomery
Ward (located in Rosemead Place) came to town in 1967
and the Chamber assisted with the Grand Opening on March
15th of that year.
The Chamber
received a
C e r t i f i c a t e
of Merit for
“Distinguished
C o m m u n i t y
S e r v i c e ”
from the L.A.
County Board
of Supervisor’s
( C h a i r m a n
was Frank G.
Bonelli). South
San Gabriel
o f f i c i a l l y
became part of
Rosemead. Security Bank broke ground July, 1967, and yet
another ribbon cutting for the Chamber. Parades and beauty
pageants continued to be a part of the Chamber activities
through the 70’s, but the 80’s brought changes.
Membership drives were a lot more fun in 1965. The
Board meeting of April 1, 1965 was called to order by
President Ken Pike. After reports on the Halloween Parade
and the Legislative Activities, Ken called Membership
chairman Pat Cleveland to
report on their
recent drive.
It had been
s u c c e s s f u l
b e c a u s e
each Board
member in
turn had to
take care of
`Duchess’ the
pig, pen and
all, until he/
she brought
in a check
for a new
c h a m b e r
m e m b e r
and then
D u c h e s s
could be
delivered to the next
Board member. Since Duchess was a pig, no one wanted to
keep her in their place of business more than a day or two.
A successful drive and Duchess was retired to a farm in La
Verne.
In the “80’s”, as members’ businesses changed, there were
fewer dollars and volunteer hours available for parade activities.
And the
interests of the
youth of our
community
also changed.
The “Miss
Rosemead”
Pageant in
1981 brought
out only 4
girls, so it too
was dropped,
only to be
re-organized
later. New
a c t i v i t i e s
were then initiated: “One On One” luncheons with outstanding
speakers to keep us informed and u p
to date on a variety of subjects; and
the Legislative Action committee,
keeping tabs on the County, State
and Federal issues; trade fairs for
merchants and craft fairs for the
talented; career days for the high
school students.
Today, we still assist in new
business Grand Openings and
R i b b o n
Cuttings, and
attend and
p u b l i c i z e
the city’s
events and
promote the
happenings
in Rosemead.
And over the
years the
Chamber has
had many
Presidents,
lots of great
m e m b e r s ,
and several fantastic and
profitable events. We’ve had our share of financial ups and
downs, but through it all, the Chamber has served an ever
changing membership and community.
Where will we be in 2097 (another 85 years) Who really
knows. But there will probably be new Board members,
committees and a CEO getting ready for yet another big event.
This year on June
28th, the Rosemead Chamber
of Commerce will be
celebrating 85 years
of service to the
business community
at our Annual
Installation and
Awards Banquet.
We will also be
celebrating a new
Board President,
the winner of the
30th Annual Herb
Hunter “Business
Person of the
Year” award and
the “Business of
the Year”. The
event is open to all chamber
members, and anyone who would find this event enjoyable.
So please join us at this memorable event on June 28, 2012.
The price is $70 or $600 per table of 10. Sponsorships are also
available.
Today, the future is bright for the Rosemead Chamber of
Commerce. And plans are underway for next year’s activities
and events.
