Approximately 350 corporate and<br />
civic <strong>of</strong>ficials, community leaders,<br />
friends, and supporters attended,<br />
including Rep. Judy Chu (D-Calif.).<br />
The Westfield Group, who<br />
operates one <strong>of</strong> the world’s largest<br />
shopping center portfolios, received<br />
LTC’s President Award. LTC and its<br />
clients perform grounds keeping and<br />
landscaping service for Westfield<br />
Shopping Centers in Roseville, Carlsbad,<br />
Solano, and San Jose. Currently,<br />
the Westfield Group employs 24 LTC<br />
clients, including client <strong>of</strong> the year<br />
Taylor Rampick.<br />
“I’m really thankful for Lincoln<br />
giving me the opportunity to work with<br />
Westfield,” Rampick said. “Westfield<br />
Lincoln Training<br />
Center’s<br />
Taylor Rampick and Gavin Farnam award recipients at<br />

People For People<br />
is Moving to a New<br />
Location<br />
Due to the difficult economic times,<br />
“People For People”, a Christian Non-<br />
Pr<strong>of</strong>it food pantry, long time member <strong>of</strong><br />
the <strong>Chamber</strong>, and in business for over<br />
28 years, finds it necessary to move to a<br />
smaller location. This move will create<br />
expenses above and beyond their normal<br />
operating expenses.<br />
Hopefully, with the help from the<br />
community and Church supporters, People<br />
for People hope to raise $6,000.00 to make<br />
this move possible.<br />
The new location will be small but<br />
will remain local. Consequently, due to<br />
the smaller size <strong>of</strong> the building, People for<br />
People now find it necessary to CLOSE the<br />
Thrift Store portion <strong>of</strong> the food pantry.<br />
Beginning June 1, <strong>2012</strong>, their new<br />
location will be 1311 E. Las Tunas Drive,<br />
San Gabriel.<br />
People for People appreciates all the<br />
community’s’ past support and hopes that<br />
they will continue to help them find a way<br />
to generate more funds.<br />

<strong>Rosemead</strong>: Looking Back, Moving Forward<br />
In celebration <strong>of</strong> our Nation’s 235th<br />
birthday, the City <strong>of</strong> <strong>Rosemead</strong> is hosting<br />
their Annual 4th <strong>of</strong> July Parade on<br />
Wednesday, July 4th. The city hopes that<br />
you will join them for this year’s event<br />
which is themed: “<strong>Rosemead</strong>: Looking<br />
Back, Moving Forward”.<br />
To participate in the parade, please call<br />
the Parks and Recreation Department at<br />

you get an application.<br />

What is a <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong><br />
A <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> is a local association <strong>of</strong><br />
business people organized to promote the welfare <strong>of</strong><br />
their community, especially its’ commercial interests.<br />
It is a non-pr<strong>of</strong>it mutual benefit corporation <strong>of</strong><br />
voluntary membership that invests time and money to<br />
carry forward programs relevant to members needs,<br />
and that affect the orderly growth and development <strong>of</strong><br />
the community and it’s the businesses.<br />

Phase 1 & 2 Completed<br />
On March 27, <strong>2012</strong>, the City <strong>of</strong><br />
<strong>Rosemead</strong> invited residents and neighbors<br />
to join them in celebrating the completion<br />
<strong>of</strong> the first two phases <strong>of</strong> its civic center<br />
development with a ribbon cutting<br />
ceremony. Attending the event were <strong>May</strong>or<br />
Steven Ly, <strong>May</strong>or Pro tem Sandra Armenta,<br />
and Council Members Margaret Clark,<br />
Polly Lo and Bill Alarcon, along with<br />
the City Hall Staff, City Commissioners,<br />
members <strong>of</strong> the <strong>Rosemead</strong> <strong>Chamber</strong> and<br />
about 100 or more <strong>Rosemead</strong> residents.<br />
The project was completed<br />
despite delays resulting from the state<br />
legislature dissolving redevelopment<br />
agencies throughout the state. By using<br />
redevelopment funds to support bonds,<br />
the city has been able to rebuild several<br />
old parks and swimming pools and other<br />
community facilities. This city is also<br />
planning a third phase <strong>of</strong> the civic center<br />
development, if funds are available.<br />
In addition to the traditional<br />
ceremonies, the city had some classic<br />
cars on display along with information<br />
booths, refreshments and a raffle.<br />
The new addition <strong>of</strong> Phases 1 and 2 <strong>of</strong><br />
the project consisted <strong>of</strong> rebuilding the<br />
parking lot pavement that serves city hall,<br />
<strong>Rosemead</strong> Community Center and the<br />
county library. The new parking area is<br />
located directly behind the library and city<br />
hall, just <strong>of</strong>f <strong>of</strong> Valley Boulevard.<br />
Besides repaving the parking area, the<br />
project included the removal <strong>of</strong> a block<br />
wall that separated the three facilities<br />
and installed a pedestrian walkway<br />
that improves access between the three<br />
buildings. The project resulted in an<br />
increased number <strong>of</strong> parking spaces, new<br />
landscaping and improved traffic flow.<br />
“The whole area is so colorful with all<br />
the pretty little flowers and benches to rest<br />
on and admire the view” commented Jean<br />
Hall, Traffic Commissioner.<br />

heard it said time<br />
and time again,<br />
o u t<br />
<strong>of</strong> sight means out <strong>of</strong><br />
mind. This is not a smart strategy for<br />
any business, especially when times are<br />
good. A market can change quickly. While<br />
good is the enemy <strong>of</strong> great, complacency<br />
and short-term thinking is the enemy <strong>of</strong><br />
sustained marketing breakthroughs.<br />
2. Access. Unless you’re crazy or like<br />
consistent rejection, no one enjoys making<br />
cold calls all day long. When you join a<br />

If you’re expecting a tax refund<br />
this year, you need a good plan for your<br />
money. <strong>May</strong>be you already have the funds<br />
earmarked for some spending, but before<br />
you let your tax refund burn a hole in your<br />
pocket, remember that the government<br />

The History <strong>of</strong> Mother’s Day<br />
In the United States, Mother’s Day started<br />
nearly 150 years ago, when Anna Jarvis, an<br />
Appalachian homemaker, organized a day<br />
to raise awareness <strong>of</strong> poor health conditions<br />
in her community,<br />
a cause she<br />
believed would<br />
be best advocated<br />
by mothers.<br />
She called it<br />
“Mother’s Work<br />
Day.”<br />
In 1905 when Anna Jarvis died,<br />
her daughter, also named Anna, began a<br />
campaign to memorialize the life work <strong>of</strong><br />
her mother. Legend has it that young Anna<br />
remembered a Sunday school lesson that her<br />
mother gave in which she said, “I hope and<br />
pray that someone, sometime, will found<br />
a memorial mother’s day. There are many<br />
days for men, but none for mothers.”<br />
Anna began to lobby prominent<br />
businessmen like John Wannamaker,<br />
and politicians including Presidents Taft<br />
and Roosevelt to support her campaign<br />
to create a special day to honor mothers.<br />
At one <strong>of</strong> the first services organized to<br />
celebrate Anna’s mother in 1908, at her<br />
church in West Virginia, Anna handed out<br />
her mother’s favorite flower, the white<br />
carnation. Five years later, the House<br />
<strong>of</strong> Representatives adopted a resolution<br />
calling for <strong>of</strong>ficials <strong>of</strong> the federal<br />
government to wear white carnations on<br />

The Center began its work in 1964<br />
as small group <strong>of</strong> parents teaching their<br />
children simple production work. And in<br />
2010, LTC was honored as nonpr<strong>of</strong>it <strong>of</strong> the<br />
Mother’s Day. In 1914 Anna’s hard work<br />
paid <strong>of</strong>f when Woodrow Wilson signed a<br />
bill recognizing Mother’s Day as a<br />
national holiday.<br />

by attending<br />
church, writing<br />
letters to their<br />
mothers, and<br />
e v e n t u a l l y,<br />
by sending<br />
cards, presents,<br />
and flowers. With the increasing giftgiving<br />
activity associated with Mother’s<br />
Day, Anna Jarvis became enraged. She<br />
believed that the day’s sentiment was<br />
being sacrificed at the expense <strong>of</strong> greed<br />
and pr<strong>of</strong>it. In 1923 she filed a lawsuit to<br />
stop a Mother’s Day festival, and was<br />
even arrested for disturbing the peace at<br />
a convention selling carnations for a war<br />
mother’s group. Before her death in 1948,<br />
Jarvis is said to have confessed that she<br />
regretted ever starting the mother’s day<br />
tradition.<br />
Despite Jarvis’s misgivings, Mother’s<br />
Day has flourished in the United States. In<br />
fact, the second Sunday <strong>of</strong> <strong>May</strong> has become<br />
the most popular day <strong>of</strong> the year to dine out,<br />
and telephone lines record their highest<br />
traffic, as sons and daughters everywhere<br />
take advantage <strong>of</strong> this day to honor and<br />
to express appreciation <strong>of</strong> their mothers.<br />

What the U.S. Flag Means to Me<br />

Would you like to know some facts<br />
about the US Flag The American Flag<br />
had 13 stars and 13 stripes to represent the<br />
13 original Colonies. George Washington<br />
was on a committee to design the flag.<br />
It is told that the committee approached<br />
Betsy Ross to sew the flag. In <strong>May</strong> 1776,<br />
the committee went to her upholstery shop<br />
and showed her a rough design <strong>of</strong> the Flag.<br />
George Washington wanted a star with 6<br />
points, however Betsy Ross showed them<br />
a 5 pointed star which could be cut with<br />
just one quick snip <strong>of</strong> the scissors, and the<br />
men where amazed. And so the story goes<br />
that Betsy Ross sewed the first Flag. Today<br />
there are 50 stars to represent the 50 states.<br />
And it still has its 13 stripes to represent<br />
the 13 original Colonies. We also know the<br />
colors have meanings.<br />
Red symbolizes hardiness and valor.<br />
White symbolizes purity and innocence.<br />
Blue represents vigilance, perseverance<br />
and justice.<br />
When I think <strong>of</strong> the American Flag, I<br />
think about the flag salute and saying the<br />
pledge <strong>of</strong> allegiance every morning at<br />
school. It reminds me <strong>of</strong> how proud I am<br />
<strong>of</strong> my country. I also think about the men<br />
and women in the military protecting my<br />
freedom. We put a flag out in front <strong>of</strong> our<br />
house to show our pride in our flag and<br />
country. I call my Grandpa on Veteran’s<br />
Day since he served in the United States<br />
Army.<br />
My Goal is to travel the 50 States <strong>of</strong><br />
America. I have been to Hawaii, which is<br />
the 50th state. I have also been to Georgia,<br />
South Carolina and North Carolina. Those<br />
states were part <strong>of</strong> the first 13 colonies.<br />
I also have visited Arizona and Nevada.<br />
When I look back, I have visited 6 states so<br />
far, and live in California, which makes it<br />
7 states total. I need to visit 43 more states.<br />
If I think about the flag, I think about the<br />
word pride. My goal is to become a marine<br />
biologist, so for that to happen, I will<br />
have to get better grades and do better in<br />
schoolwork. That is what I call pride.<br />

Union Grant<br />

The South El Monte High School Art<br />
Department has been awarded a $200 Foothill<br />
Federal Credit Union classroom grant. The<br />
funds will be used to purchase art class<br />
printmaking tools and supplies. The grant<br />
will allow all students, including those with<br />
disabilities, to create high quality linoleum and<br />
wood block prints.<br />
“The South El Monte High School<br />
Art Department is proud to continue the<br />
legacy <strong>of</strong>Winstructor Margaret McCray,Wan<br />
advocateWfor the inclusion <strong>of</strong> studentsWwith<br />
disabilities into artWclasses,” saidWSouth El<br />
Monte art teacher Richard Heilemann. “In<br />
recentWyears, studentsWwith disabilities have<br />
won awards at the Los Angeles County Fair for<br />
the prints they create in my class.”<br />
The grant proposal Heilemann submitted<br />
specified the need for adaptive materials for<br />
printmaking projects, in addition to increasing<br />
the number <strong>of</strong> tools available so that all students<br />
can work on individual artworks despite<br />
increased class size.<br />
“The increased availability <strong>of</strong> materials and<br />
alternatives will allow all students greater access<br />
to creative possibilities,”said Heilemann.<br />

total value <strong>of</strong> all three scholarships is more<br />

According to Heilemann, block prints are<br />
made by cutting into a flat-surface material,<br />
usually wood or linoleum, with a sharp tool.<br />
The surface <strong>of</strong> the block is then inked using<br />
a roller. The inked block is then pressed onto<br />
a paper and peeled back to reveal the image.<br />
As with many art techniques, the work can<br />
range from deceptively simple to remarkably<br />
complex. Mastery is a lifelong quest for many<br />
artists, but the technique is easy to comprehend<br />
quickly with capable instruction.<br />
“We start with three-color prints which<br />
require planning, vision and careful execution<br />
and result in great looking works <strong>of</strong> art,” said<br />
Heilemann. “FromWthere, studentsWbegin to<br />
explore the infinite available alternatives.”<br />

“This will allow greater freedom <strong>of</strong><br />
experimentation, a key part <strong>of</strong> art making to all<br />
students,” he said.<br />
The grant has made possible the purchase <strong>of</strong><br />
safer knives, which cut by being pulled rather<br />
than pushed, and reduce the danger to fingers<br />
and hands.<br />

Credit Union for this grant,” said Heilemann.<br />

as this is very appreciated and is very helpful to<br />

identifies public high school students with<br />
extraordinary academic and leadership potential<br />
who may be overlooked by traditional college<br />

students the opportunity to pursue personal<br />
and academic excellence by placing them in<br />
supportive, multicultural teams <strong>of</strong> 10 students<br />
called posses. These teams are then prepared,<br />
through an intensive eight-month pre-collegiate<br />
training program, for enrollment at top-tier<br />

host to a delegation <strong>of</strong> ten Chinese educators<br />
from the Henan province during a visit to the<br />
campus spearheaded by Charlie Lu <strong>of</strong> Sunbright<br />
International, Inc. in<br />

the El Monte-<strong>Rosemead</strong> Adult School Granada<br />
Child Care Center held a family literacy event<br />
for children and their<br />
parents.<br />

while outsmarting the cat,<br />
was selected. After reading the story to the<br />
children, teachers prepared hands-on activities<br />
allowing the children to explore the mixing<br />
<strong>of</strong> primary colors. Parents participated in the<br />
creation <strong>of</strong> fun art projects and the science <strong>of</strong><br />
color mixing.<br />

The delegation wanted to better understand<br />
the United States educational system by visiting<br />
an American high school. While at Arroyo,<br />

school and the memories<br />
<strong>of</strong> their visit will last for<br />
a long time,” said Lu. “I<br />
feel proud the delegation<br />
had a chance to visit the<br />
school where my son<br />
was educated.”<br />
“It was exciting to have a conversation with<br />
educators from China,” said Angie Gonzales,<br />
assistant principal. It was very informative to<br />
share ideas and programs.”<br />
“Arroyo High School was honored to host<br />
these fine educators,” said principal Oscar<br />
Cisneros. “We enjoyed hearing from our<br />
counterparts on the educational system in China<br />
and enjoyed the opportunity to spend some time<br />
with them.”<br />

to give each family the opportunity<br />
to take a book with them, enabling<br />
children to reinforce their new vocabulary and<br />
science skills at home.<br />

What is Relay for Life<br />
The American Cancer Society Relay<br />
for Life is a fun overnight team event that<br />
raises funds to fight cancer. Throughout<br />
Relay for Life, dedicated teams <strong>of</strong> friends,<br />
families, and co-workers commit to<br />
keeping at least one member walking the<br />
track at all times….because cancer never<br />
stops. Relay for Life brings together the<br />
entire <strong>Rosemead</strong> Community in the fight<br />
against cancer.<br />
Relay for Life gives us an opportunity<br />
to honor cancer survivors and to remember<br />
those who have lost their fight with the<br />
disease. We honor cancer survivors by<br />
inviting them to take the first lap around<br />
the track, the Survivor’s Lap, where we<br />
celebrate their victory over this disease.<br />
The Luminaria ceremony is another<br />
highlight <strong>of</strong> the event. A Luminaria is a<br />
small bag filled with sand, containing<br />
a small candle that makes it glow. Each<br />
Luminaria bears the name <strong>of</strong> a person who<br />
has battled cancer. At dusk, we light all the<br />
candles along the path. They burn into the<br />
night, honoring and memorializing those<br />
who have faced cancer, and lighting the<br />
way for walkers…along the path <strong>of</strong> hope.<br />

Challenge for the Business Community<br />
Be prepared at work and create a personal workplace emergency kit that will help you<br />
survive for several days in the event roads become impassable and you are required to<br />
stay at your work site for several hours or several days, and each month be entered to<br />

It is now <strong>May</strong>, and if you haven’t already<br />
heard we are on our second month in the<br />
race to “Get ready <strong>Rosemead</strong>”. Last month,<br />
the City teamed up with local businesses to<br />
launch “Get Ready <strong>Rosemead</strong>,” a program<br />
that encourages those who live or work in<br />
<strong>Rosemead</strong> to prepare for an earthquake or<br />
other disaster.<br />
During Earthquake Preparedness month.<br />
Participants who meet each challenge will<br />
be entered into a monthly drawing to win<br />
items for their emergency kits.<br />
City <strong>of</strong>ficials believe that during<br />
and after an emergency, emergency<br />
personnel will be overwhelmed, and will<br />
not be able to respond immediately to all<br />
calls for service. Usual services such as<br />
electricity, running water, refrigeration,<br />
and telephones may be unavailable.<br />
Additionally, basic supplies may also be<br />
out <strong>of</strong> stock at local retailers as a result <strong>of</strong><br />
public demand.<br />
“The goal <strong>of</strong> the “Get Ready <strong>Rosemead</strong>”<br />
challenge is to help the community increase<br />
their level <strong>of</strong> preparedness and chances <strong>of</strong><br />

Monthly Challenge<br />
Each month, businesses and residents<br />
will be challenged by the city to gather<br />
specific emergency preparedness supplies<br />
or to complete tasks that will make their<br />

monthly challenge will be entered for a<br />
chance to win items such as first aid kits,<br />
hygiene supplies, and other items that will<br />
be helpful during and after an emergency.<br />
The grand prize is a portable household<br />
generator, which will be awarded at the<br />
end <strong>of</strong> the challenge in April 2013.<br />

For those who work in <strong>Rosemead</strong>, the<br />
6-month program challenges employees to<br />

agreements that will improve educational,<br />

“These grants are a wise investment in<br />
America’s greatest resource, our nation’s<br />
workers,” said Secretary <strong>of</strong> Labor Hilda<br />
L. Solis. “The mission <strong>of</strong> the programs<br />
awarded under these grants will be to<br />
improve services for people with disabilities<br />
so they can more easily and effectively<br />
reasonable terms and conditions.<br />
• To purchase an existing business.<br />
The CDC - 504 Loan<br />
The 504 Certified Development Company<br />
(CDC) Program provides growing<br />
businesses with long-term, fixed-rate<br />
financing for fixed assets, such as land<br />
and building. Uses for loan proceeds may<br />

Committee on Insurance today on a 13 to<br />
0 vote.<br />
“Acupuncturists are highly<br />
skilled, licensed individuals<br />
who have been treating<br />
patients in California since<br />
1972,” said Assembly<br />
Member Eng. “This bill<br />
will give the Legislature<br />
the information they need<br />
to help ensure acupuncturists<br />
can get the training they need<br />
to help determine disability for<br />
workers compensation.”<br />
Nearly 120,000 people filed workers’<br />
compensation claims in the 2010-11 fiscal<br />
year. At the same time California is facing a<br />
primary care provider shortage. According<br />
to the California Medical Association, 74<br />
percent <strong>of</strong> California’s 58 Counties have<br />
an undersupply <strong>of</strong> primary care physicians.<br />
With more people expected to need health<br />
services with health care reform and as<br />
the senior population continues to grow,<br />
Californians will need more providers or<br />
patients will have trouble accessing care.<br />
This shortage means injured workers will<br />
need other providers to be able to determine<br />
disability for workers’ compensation.<br />
AB 2072 will help by informing<br />
Senator Hernandez Proposes Bill<br />
Committing California to Health Care Reform<br />
Senator Dr. Ed Hernandez, O.D. (D –<br />
West Covina), Chair <strong>of</strong> the Senate Health<br />
Committee, has introduced legislation<br />
that states the intent <strong>of</strong> the State Legislature<br />
to effectively implement the coming federal<br />
healthcare reforms in California, no matter<br />
what the U.S. Supreme Court may decide<br />
in June.<br />
Senator Hernandez’ legislation, SB<br />
1487, would put California in position to<br />
fully enact under state law any provision <strong>of</strong><br />
the Affordable Care Act (ACA) necessary<br />
to realize the “full promise” <strong>of</strong> the ACA<br />
for all Californians. The Supreme Court is<br />
expected to render a decision in June on the<br />
constitutionality <strong>of</strong> a number <strong>of</strong> provisions<br />
in the federal health care reform package,<br />
putting large portions <strong>of</strong> the ACA at risk.<br />
“The ACA is the most significant piece<br />
<strong>of</strong> Legislation enacted since the Medicare<br />
Act and I commend the President for<br />
accomplishing what so many before him<br />
the Legislature about what training<br />
acupuncturists would need to go through<br />
in order to meet the standards to determine<br />
disability. In the future, acupuncturists<br />
who complete the training and who meet<br />
the standards that other physicians meet<br />
to determine disability, might be given<br />
the same authority as other primary care<br />
providers to determine disability for<br />
workers’ compensation.<br />
There are 5 million Asian Americans<br />
living in California, accounting for<br />
approximately 14 percent <strong>of</strong> the population,<br />
the second fastest growing group <strong>of</strong> people<br />
in the state behind Latinos. Many <strong>of</strong> the<br />
individuals in these communities<br />
value acupuncture as a means<br />
<strong>of</strong> health care treatment since<br />
Acupuncturists are considered<br />
primary care providers<br />
under current law. California<br />
accounts for one-third <strong>of</strong><br />
the total U.S. acupuncture<br />
workforce with over 14,000<br />
acupuncturists licensed and<br />
regulated by the California Board <strong>of</strong><br />
Acupuncture.<br />
“Acupuncturists have been treating<br />
patients in the workers’ compensation<br />
system for over twenty-five years,” said<br />
Michelle Lau, President <strong>of</strong> the Council<br />
<strong>of</strong> Acupuncture and Oriental Medicine<br />
Associations, one <strong>of</strong> the sponsors <strong>of</strong> AB<br />
2072. “The pr<strong>of</strong>ession <strong>of</strong> acupuncture has<br />
become more skilled and accepted and if<br />
we get the appropriate training we can help<br />
determine disability for workers’ comp to<br />
increase patient’s access to care, and save<br />
them time and money.”<br />
AB 2072 will be heard next by the<br />
Assembly Committee on Appropriations.<br />

waiting for the coverage they will have<br />
under a full implementation <strong>of</strong> the ACA,<br />
and we are too far along in implementing<br />
federal health reform to stop now.” said<br />
Hernandez, “California needs to take the<br />
initiative to make these reforms a reality in<br />
our State, whatever side the U.S. Supreme<br />
Court comes down on.”<br />
Senator Hernandez remains confident<br />
the Supreme Court will uphold all or<br />
most <strong>of</strong> the ACA but stressed the need for<br />
California to be ready for any result.<br />
“The Supreme Court won’t render a<br />
decision until June, and that will be too<br />
far into the legislative cycle to introduce a<br />
bill” added Hernandez, “I am introducing<br />
this legislation now so that we have the<br />
mechanisms in place to keep health care<br />
reform on track for our state.”<br />
Support The Foreclosure Reduction Act<br />
<strong>of</strong> <strong>2012</strong><br />
AB 1602 is going before policy<br />
committee and I need your help! As you<br />
may already know, I teamed up with<br />
California Attorney General Kamala<br />
Harris to prohibit banks from foreclosing<br />
on a borrower’s home while the borrower<br />
is in the process <strong>of</strong> negotiating a loan<br />
modification, a practice commonly<br />
referred to as a “dual track” foreclosure.<br />
Under existing law, prior to filing a<br />
notice <strong>of</strong> default, mortgage loan servicers<br />
are required to make attempts to contact<br />
borrowers regarding potential foreclosure<br />
alternatives, as well as provide notice to<br />
a delinquent borrower concerning their<br />
foreclosure rights. Unfortunately, this<br />
does not always occur. Instead, lenders<br />
<strong>of</strong>ten proceed to foreclose and evict<br />
homeowners even when they are in the<br />
process <strong>of</strong> seeking loan modifications,<br />
drastically reducing the likelihood that<br />
they will be able to attain the requested<br />
modification.<br />
Sadly, the number <strong>of</strong> completed<br />
foreclosures for the 12 months ending in<br />
February <strong>2012</strong> was 862,000. California<br />
alone accounts for 154,000 <strong>of</strong> the<br />
New Legislation to Help Taxpayers Succeed<br />
Most legislation makes life more<br />
difficult for the taxpayer, but some<br />
legislation can also be used to help make<br />
taxpayers’ lives easier as well.<br />
This year there are several measures<br />
in the <strong>2012</strong> legislative session that can<br />
help. These measures aim to help the<br />
taxpayers, including small businesses and<br />
other job creators, succeed in California.<br />
Many members on the Board <strong>of</strong><br />
Equalization have joined forces in cosponsoring<br />
a number <strong>of</strong> these measures,<br />
making them <strong>of</strong>ficial BOE legislative<br />
proposals.<br />
• Appeals Extension: AB 2453 - This<br />
measure will extend the time a taxpayer<br />
has to file an appeal after a notice <strong>of</strong><br />
determination is issued.<br />
• Lien Withdrawal: AB 2175 - This<br />
measure authorizes the BOE to withdraw<br />
a lien after a taxpayer, fee payer, or<br />
surcharge payer pays the delinquent<br />
liability for which the lien has filed<br />
national totals and leads all states. We must<br />
act immediately in order to bring fairness<br />
and equity to the foreclosure process.<br />
Specifically, AB 1602 would put an end<br />
to the “dual track” practice and re-establish<br />
integrity in the foreclosure process by<br />
implementing a number <strong>of</strong> consumer<br />
protection provisions, such as: prohibiting<br />
creditors from recording a notice <strong>of</strong> default<br />
and/or sale when a timely-filed application<br />
for a loan modification is pending; barring<br />
creditors from recording a notice <strong>of</strong> sale<br />
while a borrower is complying with the<br />
terms <strong>of</strong> a trial loan modification; and<br />
requiring that notices <strong>of</strong> foreclosure sales<br />
be personally served.<br />

2059 - This measure would revise the<br />
existing “qualified purchaser program”<br />
to increase the threshold <strong>of</strong> the filing<br />
requirement from $100,000 to $500,000.<br />
It would also create a look-up table for<br />
qualified purchasers to comply with their<br />
use tax requirement.<br />
• Use Tax Due Date: AB 2270 - This<br />
measure will move the due date for filing<br />
and paying use tax to April 15th in order to<br />
align it with the option <strong>of</strong> filing use tax on<br />
the designated line <strong>of</strong> the personal income<br />
tax form.<br />

Two new measures have qualified for<br />
California’s statewide ballot in June.<br />
Proposition 28 - “Limits on Legislators’<br />
Terms in Office” reduces the total time a<br />
person may serve in the state legislature<br />
from 14 years to 12 years. It allows a<br />
person to serve a total <strong>of</strong> 12 years in the<br />
Assembly or the Senate, or a combination<br />
<strong>of</strong> both. The California State <strong>Chamber</strong> <strong>of</strong><br />
<strong>Commerce</strong> is supporting this initiative that<br />
improves on the term limit initiative passed<br />
in 1990.<br />
Proposition 29 - Opposes. The measure<br />
imposes an additional $1 per pack tax on<br />
cigarettes and an equivalent tax increase<br />
on other tobacco products to fund research<br />
for cancer and tobacco related illnesses.<br />
Although research is important and the<br />
measure could raise nearly $1 billion in<br />
new taxes, the State <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong><br />
opposes Proposition 29 because nothing<br />
in the measure requires the funding to be<br />
spent in California or even in the United<br />
States. Since the Legislative Analyst<br />
Office also concluded that the revenue<br />
stream to fund these new programs would<br />
be declining and a new program could put<br />
existing programs at risk in the future years<br />
and cause budget imbalances.<br />

Then & Now...<br />
When the <strong>Rosemead</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> was<br />
organized in 1927, the President, A.L. Valentine Sr. had no<br />
way <strong>of</strong> knowing that 85 years later the <strong>Chamber</strong> would not<br />
only still be functioning, but would be located in their own<br />
building right <strong>of</strong>f what used to be the main street, Valley<br />
Boulevard.<br />
Streets, lights, zoning, schools, library, fire protection,<br />
parks,<br />
scouting, maps, booklets,<br />
sewers (1947), traffic<br />
regulations, fairs, parades,<br />
festivals, a community<br />
bank, post <strong>of</strong>fice, a<br />
band, mail service and<br />
finally incorporation--<br />
every problem that faces<br />
a young and growing<br />
community came before<br />
the <strong>Chamber</strong> and was<br />
given the customary<br />
boost.<br />
C o m m u n i t y<br />
redevelopment then, as<br />
now, was a major item<br />
for discussion at Board<br />
meetings. Things really haven’t changed. In 1959 the<br />
city <strong>of</strong> <strong>Rosemead</strong> was incorporated and the <strong>Chamber</strong> was<br />
there. During the 60’s the <strong>Chamber</strong> was involved with the<br />
Christmas street lights and the County Fair. Montgomery<br />
Ward (located in <strong>Rosemead</strong> Place) came to town in 1967<br />
and the <strong>Chamber</strong> assisted with the Grand Opening on March<br />
15th <strong>of</strong> that year.<br />

San Gabriel<br />
o f f i c i a l l y<br />
became part <strong>of</strong><br />
<strong>Rosemead</strong>. Security Bank broke ground July, 1967, and yet<br />
another ribbon cutting for the <strong>Chamber</strong>. Parades and beauty<br />
pageants continued to be a part <strong>of</strong> the <strong>Chamber</strong> activities<br />
through the 70’s, but the 80’s brought changes.<br />
Membership drives were a lot more fun in 1965. The<br />
Board meeting <strong>of</strong> April 1, 1965 was called to order by<br />
President Ken Pike. After reports on the Halloween Parade<br />
and the Legislative Activities, Ken called Membership<br />
chairman Pat Cleveland to<br />
report on their<br />
recent drive.<br />

all, until he/<br />

delivered to the next<br />
Board member. Since Duchess was a pig, no one wanted to<br />
keep her in their place <strong>of</strong> business more than a day or two.<br />
A successful drive and Duchess was retired to a farm in La<br />
Verne.<br />
In the “80’s”, as members’ businesses changed, there were<br />
fewer dollars and volunteer hours available for parade activities.<br />
And the<br />
interests <strong>of</strong> the<br />
youth <strong>of</strong> our<br />
community<br />
also changed.<br />

Pageant in<br />
1981 brought<br />
out only 4<br />
girls, so it too<br />
was dropped,<br />
only to be<br />
re-organized<br />
later. New<br />
a c t i v i t i e s<br />
were then initiated: “One On One” luncheons with outstanding<br />
speakers to keep us informed and u p<br />
to date on a variety <strong>of</strong> subjects; and<br />
the Legislative Action committee,<br />
keeping tabs on the County, State<br />
and Federal issues; trade fairs for<br />
merchants and craft fairs for the<br />
talented; career days for the high<br />
school students.<br />
Today, we still assist in new<br />
business Grand Openings and<br />
R i b b o n<br />
Cuttings, and<br />
attend and<br />
p u b l i c i z e<br />
the city’s<br />
events and<br />
promote the<br />
happenings<br />
in <strong>Rosemead</strong>.<br />
And over the<br />
years the<br />
<strong>Chamber</strong> has<br />
had many<br />
Presidents,<br />
lots <strong>of</strong> great<br />
m e m b e r s ,<br />
and several fantastic and<br />
pr<strong>of</strong>itable events. We’ve had our share <strong>of</strong> financial ups and<br />
downs, but through it all, the <strong>Chamber</strong> has served an ever<br />
changing membership and community.<br />
Where will we be in 2097 (another 85 years) Who really<br />
knows. But there will probably be new Board members,<br />
committees and a CEO getting ready for yet another big event.<br />
This year on June<br />
28th, the <strong>Rosemead</strong> <strong>Chamber</strong><br />
<strong>of</strong> <strong>Commerce</strong> will be<br />
celebrating 85 years<br />
<strong>of</strong> service to the<br />
business community<br />
at our Annual<br />
Installation and<br />
Awards Banquet.<br />
We will also be<br />
celebrating a new<br />
Board President,<br />
the winner <strong>of</strong> the<br />
30th Annual Herb<br />
Hunter “Business<br />
Person <strong>of</strong> the<br />
Year” award and<br />
the “Business <strong>of</strong><br />
the Year”. The<br />
event is open to all chamber<br />
members, and anyone who would find this event enjoyable.<br />
So please join us at this memorable event on June 28, <strong>2012</strong>.<br />
The price is $70 or $600 per table <strong>of</strong> 10. Sponsorships are also<br />
available.<br />
Today, the future is bright for the <strong>Rosemead</strong> <strong>Chamber</strong> <strong>of</strong><br />
<strong>Commerce</strong>. And plans are underway for next year’s activities<br />
and events.
