2. Regi<strong>on</strong>al President’s Report<br />
Cristy Lutherborrow provided the Regi<strong>on</strong>al President’s Report for the <strong>RCSA</strong> QLD/NT as<br />
follows. A full copy of the President’s Report was provided for all <str<strong>on</strong>g>at</str<strong>on</strong>g>tendees as part of the<br />
General Meeting Paperwork.<br />
“The c<strong>on</strong>tinuing challenges of the booming Queensland and Australian ec<strong>on</strong>omy have<br />
placed plenty of pressure <strong>on</strong> all professi<strong>on</strong>als in the industry and have provided our<br />
members and their teams with increased pressures as they seek to meet the expect<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>s<br />
of clients and candid<str<strong>on</strong>g>at</str<strong>on</strong>g>es.<br />
This situ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> is not just c<strong>on</strong>fined to Australia, as many intern<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>al clients are seeking to<br />
meet commitments intern<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>ally as the global ec<strong>on</strong>omy c<strong>on</strong>tinues to boom.<br />
For <strong>RCSA</strong> it has c<strong>on</strong>tinued to be a busy and challenging year as our n<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>al based<br />
organis<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> seeks to service members utilising modern day technology and still retain the<br />
face to face rel<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>ship of the networking role which is so important for members and<br />
their professi<strong>on</strong>al development.<br />
This is a c<strong>on</strong>tinuing challenge for the professi<strong>on</strong> as we strive to ensure th<str<strong>on</strong>g>at</str<strong>on</strong>g> we maintain<br />
our professi<strong>on</strong>al role in servicing the industry in this time of a critical jobs skills shortage<br />
across so many professi<strong>on</strong>al areas.<br />
From a pers<strong>on</strong>al perspective, I am delighted to have served as Acting President of the<br />
QLD/NT Regi<strong>on</strong>al Council for the past four m<strong>on</strong>ths.<br />
The year for the QLD/NT regi<strong>on</strong> has c<strong>on</strong>tinued to be <strong>on</strong>e of growth and c<strong>on</strong>solid<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> for<br />
the Regi<strong>on</strong> with many positive achievements <strong>on</strong> which to build for the future.<br />
Membership of the <strong>RCSA</strong> QLD/NT Regi<strong>on</strong> has c<strong>on</strong>tinued to increase steadily over the past<br />
year, and there c<strong>on</strong>tinues to be a c<strong>on</strong>sistent stream of new membership applic<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>s each<br />
m<strong>on</strong>th. There are now more than 490 members in Queensland and almost 30 members in<br />
the Northern Territory. These figures are encouraging, and it is pleasing th<str<strong>on</strong>g>at</str<strong>on</strong>g> our <strong>on</strong>going<br />
work to provide quality member benefits has been recognised by this increase in<br />
membership.<br />
<strong>RCSA</strong> QLD/NT events are c<strong>on</strong>tinuing to provide a valuable member benefit, with more than<br />
400 people <str<strong>on</strong>g>at</str<strong>on</strong>g>tending various functi<strong>on</strong>s throughout the year.<br />
Our regular breakfast seminars, held <strong>on</strong> the first Friday of every m<strong>on</strong>th, c<strong>on</strong>tinue to be a<br />
valuable networking and learning forum for our members. I urge members to diarise this<br />
time slot so th<str<strong>on</strong>g>at</str<strong>on</strong>g> we can c<strong>on</strong>tinue to enjoy the opportunity for regular professi<strong>on</strong>al<br />
exchanges.<br />
The <strong>RCSA</strong> c<strong>on</strong>tinues to evalu<str<strong>on</strong>g>at</str<strong>on</strong>g>e each functi<strong>on</strong> and implement changes where necessary in<br />
order to meet its members’ needs in a more effective manner. We are also c<strong>on</strong>tinuing to<br />
deliver <strong>on</strong>going professi<strong>on</strong>al development opportunities, with many members <str<strong>on</strong>g>at</str<strong>on</strong>g>tending<br />
the various <strong>RCSA</strong> QLD/NT workshops and educ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> programs held throughout the past<br />
twelve m<strong>on</strong>ths.<br />
With support from the Regi<strong>on</strong>al Functi<strong>on</strong>s Committee and the <strong>RCSA</strong> N<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>al Office, the<br />
Regi<strong>on</strong> has reintroduced a series of regular networking evenings. These functi<strong>on</strong>s are<br />
specifically designed to provide members and their guests with an opportunity to network<br />
and discuss key industry issues in a slightly more relaxed and informal envir<strong>on</strong>ment. To<br />
d<str<strong>on</strong>g>at</str<strong>on</strong>g>e the number of <str<strong>on</strong>g>at</str<strong>on</strong>g>tendees <str<strong>on</strong>g>at</str<strong>on</strong>g> these functi<strong>on</strong>s has been promising; however the<br />
c<strong>on</strong>tinued support of such events by members is crucial.<br />
Professi<strong>on</strong>al development does need a commitment and I hope th<str<strong>on</strong>g>at</str<strong>on</strong>g> members recognise<br />
the need to be involved in these programs.

In the political arena, the <strong>RCSA</strong> QLD/NT is c<strong>on</strong>tinuing to look <str<strong>on</strong>g>at</str<strong>on</strong>g> proactive str<str<strong>on</strong>g>at</str<strong>on</strong>g>egies to<br />
build and foster rel<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>ships with key Government bodies and industry stakeholders.<br />
Earlier this year represent<str<strong>on</strong>g>at</str<strong>on</strong>g>ives from the Regi<strong>on</strong> met with the H<strong>on</strong>ourable John Mickel,<br />
Minister for St<str<strong>on</strong>g>at</str<strong>on</strong>g>e Development, Employment and Industrial Rel<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>s to discuss pertinent<br />
issues affecting the recruitment and <strong>on</strong>-hire industry in Queensland. This meeting was a<br />
significant success and the <strong>RCSA</strong> will c<strong>on</strong>tinue to look <str<strong>on</strong>g>at</str<strong>on</strong>g> ways to build up<strong>on</strong> this key<br />
rel<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>ship in the future.<br />
With the PEA legisl<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> in Queensland regul<str<strong>on</strong>g>at</str<strong>on</strong>g>ing our professi<strong>on</strong>al activities and<br />
performance, it is important th<str<strong>on</strong>g>at</str<strong>on</strong>g> we c<strong>on</strong>tinue to receive feedback so th<str<strong>on</strong>g>at</str<strong>on</strong>g> the practicalities<br />
of the administr<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> of the laws can be reviewed by the advisory committee. The <strong>RCSA</strong><br />
c<strong>on</strong>tinues to maintain an active liais<strong>on</strong> with the Government and was also represented <str<strong>on</strong>g>at</str<strong>on</strong>g><br />
the ALP St<str<strong>on</strong>g>at</str<strong>on</strong>g>e C<strong>on</strong>ference through our Regi<strong>on</strong>al Secretari<str<strong>on</strong>g>at</str<strong>on</strong>g>.<br />
During the past twelve m<strong>on</strong>ths the Regi<strong>on</strong> also cre<str<strong>on</strong>g>at</str<strong>on</strong>g>ed forums through events for our<br />
members to address senior staff from Workplace Health and Safety Queensland,<br />
Department of Industrial Rel<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>s and the Department of Immigr<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>.<br />
The Regi<strong>on</strong>al Council c<strong>on</strong>tinues to meet regularly to deal with member issues and events<br />
delivery. I wish to take this opportunity to extend a sincere thank you to all Councillors<br />
and Committee members for their hard work during the past 12 m<strong>on</strong>ths. The commitment<br />
and support of all Council members has been invaluable in c<strong>on</strong>tributing to the Regi<strong>on</strong>’s<br />
successes during the year.<br />
In particular I wish to pay tribute to the efforts of outgoing Councillor Kim Mal<strong>on</strong>e-Schultz.<br />
Kim has been a l<strong>on</strong>g-standing member of the Regi<strong>on</strong>al Council in Queensland, and has<br />
served as Chair of the Educ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> and Training Committee for many years.<br />
Her c<strong>on</strong>tributi<strong>on</strong> and enthusiasm in these roles has been invaluable to the Associ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> and<br />
its members in Queensland. Kim’s input has been an asset to the <strong>RCSA</strong> and will be sorely<br />
missed in the coming years.<br />
Involvement in the <strong>RCSA</strong> Council c<strong>on</strong>tinues to provide the opportunity for all members to<br />
get involved <str<strong>on</strong>g>at</str<strong>on</strong>g> a local level with industry initi<str<strong>on</strong>g>at</str<strong>on</strong>g>ives and areas of c<strong>on</strong>cern. It is important<br />
for the <strong>RCSA</strong> to have a str<strong>on</strong>g and active voice <str<strong>on</strong>g>at</str<strong>on</strong>g> a regi<strong>on</strong>al level, and Queensland<br />
Councillors are pivotal in this area. I encourage you all to c<strong>on</strong>sider becoming more<br />
involved in Associ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> m<str<strong>on</strong>g>at</str<strong>on</strong>g>ters, whether as a Councillor or as a member of a Committee,<br />
<str<strong>on</strong>g>at</str<strong>on</strong>g> a very exciting time for our industry and the <strong>RCSA</strong>.<br />
In closing, I look forward to seeing the Council build up<strong>on</strong> the successes achieved this<br />
year, and the <strong>on</strong>going commitment of the Associ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> towards working for the benefit of<br />
members and the industry.”<br />
N<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>al President’s Report<br />
<strong>RCSA</strong> Australia/New Zealand President Stephen Shepherd M<strong>RCSA</strong> tabled the N<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>al<br />
President’s report as follows. A full copy of the President’s Report was circul<str<strong>on</strong>g>at</str<strong>on</strong>g>ed to all<br />
members.<br />
“Champi<strong>on</strong>ing the Accredited Professi<strong>on</strong>al program, raising awareness of our Code for<br />
Professi<strong>on</strong>al Practice and forging close rel<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>ships with key Government departments are<br />
just some of the areas th<str<strong>on</strong>g>at</str<strong>on</strong>g> the <strong>RCSA</strong> has focused <strong>on</strong> early in the last year.<br />
We have chosen to focus <strong>on</strong> these areas for a two-fold reas<strong>on</strong>. Firstly, high professi<strong>on</strong>al<br />
standards and a positive regul<str<strong>on</strong>g>at</str<strong>on</strong>g>ory envir<strong>on</strong>ment underpin the business success of our<br />
growing industry, which is estim<str<strong>on</strong>g>at</str<strong>on</strong>g>ed to be worth up to $22 billi<strong>on</strong> annually.<br />
And sec<strong>on</strong>dly, while it’s important th<str<strong>on</strong>g>at</str<strong>on</strong>g> the industry is following best practice, it is equally<br />
important th<str<strong>on</strong>g>at</str<strong>on</strong>g> it is seen to be doing so. Percepti<strong>on</strong>s are important, am<strong>on</strong>g clients,<br />
candid<str<strong>on</strong>g>at</str<strong>on</strong>g>es, regul<str<strong>on</strong>g>at</str<strong>on</strong>g>ors and the broader community, so it’s crucial th<str<strong>on</strong>g>at</str<strong>on</strong>g> we c<strong>on</strong>tinue to send

out positive messages about the work we do, the way we do it, and the results we<br />
achieve.<br />
Moreover, if we are to dispel any neg<str<strong>on</strong>g>at</str<strong>on</strong>g>ive percepti<strong>on</strong>s of the recruitment and <strong>on</strong>-hire<br />
industry, we need to do more than simply get our own house in order – we have to tell<br />
people th<str<strong>on</strong>g>at</str<strong>on</strong>g> we have.<br />
We have been achieving this in a number of ways. We have a str<strong>on</strong>g <strong>on</strong>going focus <strong>on</strong><br />
building our media presence, and with the <strong>RCSA</strong> appearing in almost 270 articles in the<br />
past year. The topics and audience for these are divers, ranging from publicizing<br />
Government submissi<strong>on</strong>s, to encouraging <str<strong>on</strong>g>at</str<strong>on</strong>g>tendance <str<strong>on</strong>g>at</str<strong>on</strong>g> events, through to highlighting<br />
the growth of the Associ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>.<br />
One of the most effective ways to improve the industry’s profile has been through direct<br />
dialogue with those in Government, and this year has also seen us working increasingly<br />
closely with Oppositi<strong>on</strong> figures in the lead up to the Federal electi<strong>on</strong>.<br />
We liaise with these leaders in a range of ways. Sometimes it’s based <strong>on</strong> direct<br />
c<strong>on</strong>vers<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> and lobbying with the Minister’s Department and its staff, for example o the<br />
issue of 457 Visas. This was also supported by formal submissi<strong>on</strong>s and an appearance <str<strong>on</strong>g>at</str<strong>on</strong>g> a<br />
parliamentary hearing.<br />
Other events bring our industry leaders together for a more informal, intim<str<strong>on</strong>g>at</str<strong>on</strong>g>e and often<br />
robust discussi<strong>on</strong> <strong>on</strong> critical industry issue. Such CEO Roundtables have been held with<br />
T<strong>on</strong>y Burke MP, Shadow Minister for Immigr<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>, Integr<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> & Citizenship; Phil Barresi<br />
MP, Chair of the House Workplace Rel<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>s Committee and Abul Rizvi, Deputy Secretary,<br />
Department of Immigr<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> and Multicultural Affairs.<br />
Other, more public, forums seek to cre<str<strong>on</strong>g>at</str<strong>on</strong>g>e a c<strong>on</strong>vers<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> between diverse stakeholders.<br />
Our Lifel<strong>on</strong>g Learning Think Tank, fe<str<strong>on</strong>g>at</str<strong>on</strong>g>uring Federal Minister for Voc<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>al & Further<br />
Educ<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>, Mr. Andrew Robb AO MP was <strong>on</strong>e such event, which dem<strong>on</strong>str<str<strong>on</strong>g>at</str<strong>on</strong>g>ed the<br />
industry’s thought leadership and the fact th<str<strong>on</strong>g>at</str<strong>on</strong>g> its leadership positi<strong>on</strong> <strong>on</strong> issues of n<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>al<br />
significance.<br />
At times, the most appropri<str<strong>on</strong>g>at</str<strong>on</strong>g>e form<str<strong>on</strong>g>at</str<strong>on</strong>g> is a large event <str<strong>on</strong>g>at</str<strong>on</strong>g>tended by a broad range of<br />
Members, where policy makers can provide a first hand insight into their thinking. This<br />
was the case for Fair Pay Commissi<strong>on</strong>er Ian Harper, who spoke <str<strong>on</strong>g>at</str<strong>on</strong>g> our AGM lunch, and<br />
Julia Gillard MP, Deputy Leader of the Oppositi<strong>on</strong>, whom we heard <str<strong>on</strong>g>at</str<strong>on</strong>g> a special dinner in<br />
Sydney.<br />
The key to all of these events is Member particip<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>. Many recruitment professi<strong>on</strong>als say<br />
they want the industry to be better esteemed, and th<str<strong>on</strong>g>at</str<strong>on</strong>g> it should to be taking into account<br />
when policy is written. These Members need to <str<strong>on</strong>g>at</str<strong>on</strong>g>tend such events, as it is the <strong>on</strong>ly way to<br />
ensure their voice is heard, and th<str<strong>on</strong>g>at</str<strong>on</strong>g> we have a fair represent<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> of all views from within<br />
the industry.<br />
They also need to commit to becoming an Accredited Professi<strong>on</strong>al, to <str<strong>on</strong>g>at</str<strong>on</strong>g>tending training<br />
and implementing best practice, and to c<strong>on</strong>stantly exemplifying the high standards of<br />
