IMPLEMENTATION <strong>OF</strong> <strong>THE</strong> <strong>SCHEME</strong>:-<br />

The scheme is implemented by all the District/Taluk level education department officers<br />

DDPI’s, BEO’s. and supplying agencies Karnataka Handloom development<br />

corporation,(KHDC), Karnataka State Power loom Development Corporation(KSPDC) and<br />

Textiles Committee, Ministry of Textiles, Government of India. The overall supervision headed<br />

by the Commissioner For Public Instruction, Bangalore.<br />

Main responsibility to ensure timely distribution of quality uniforms is entrusted to KHDC and<br />

KSPDC.<br />

A committee comprising of the officers from Education Department, representatives of KHDC<br />

and KSPDC is constituted to ensure quality of the uniform distribution to the children.<br />

Textiles Committee, Ministry of Textiles, Government of India. Will asses the quality of the<br />

uniform material before the supply to the children.<br />

OBJECTIVES <strong>OF</strong> <strong>EVALUATION</strong> <strong>OF</strong> <strong>THE</strong> <strong>SCHEME</strong>:-<br />

The following are the reasons for choosing the scheme for evaluation:-<br />

‣ To assess the impact of the scheme in improving attendance, dropouts and participation of<br />

children in schools.<br />

‣ To assess the perceptions of the beneficiaries, their parents, school teachers regarding the<br />

quantity of the material supplied, quality of material supplied, timely supplied sufficiency and<br />

the benefit.<br />

‣ To study the nature of supply and distribution of the material from the supplying agencies to<br />

the beneficiary.<br />

‣ Evaluate the impact of this scheme on the learning achievement of the students.<br />

‣ Evaluate the “cost effective” of the scheme.<br />

‣ Evaluate the advantages and disadvantages in continuing this scheme further<br />

‣ Evaluate the actual implementation of the scheme in terms of its utilization<br />

EXPECTED OUTCOMS <strong>OF</strong> <strong>THE</strong> STUDY<br />

To Know the increase in the enrolment, retention and participation of the children in<br />

Government Schools.<br />

To Know the decrease in the dropout children rate in Primary and Secondary School level.<br />

To Know the actual utilization of the supply of the uniforms.<br />

To Know the awareness of the children regarding uniformity and equality<br />

<br />

To Know the performance of the supply agencies regarding distribution and cost<br />

effectiveness of the scheme.<br />

SUGGESTED STUDY DESIGN<br />

o The sample for the study should be based on representative coverage of all Government<br />

Schools of the State.(Boys and Girls separately).<br />

o The year for reference for this study would be 2004-05 to 2010-11.<br />
