While the District of Columbia metropolitan region has a high median income, the regional unemployment rate has been rising. Our<br />

review indicates that the District, as the largest job center in the region, will be affected by economic declines (i.e., less water used<br />

during the working day by fewer workers coming from outside the District to work). Reviewing commercial space <strong>and</strong> hotel<br />

vacancies against water dem<strong>and</strong>s supports such trends. The dem<strong>and</strong> decline experienced by <strong>DC</strong> WASA is similar to that<br />

experienced by other regionalwater systems.<br />
