We completed various renovations in the Central Operations Facility (CO F) at a total cost of $2.1 million. This included office<br />

additions <strong>and</strong> renovations of the Finance <strong>and</strong> Procurement departments, replacements of window blind systems for on several floors<br />

<strong>and</strong> roof replacements at the COF <strong>and</strong> the Central Maintenance Facility (CMF). We also made improvements to signs <strong>and</strong> fencing at<br />

our Bryant Street location.<br />

Over the next several years, we will spend almost $5 million, continuing our efforts to retrofit buildings <strong>and</strong> bathrooms throughout the<br />

Authority to make them accessible to the disabled. We will also finish installation of a comprehensive fire suppression system, within<br />

the plant, <strong>and</strong> complete renovations needed at the CMF. As part of our ongoing maintenance efforts, we will be repaving roadways<br />

<strong>and</strong> replacing roofs at various pumping stations <strong>and</strong> other locations. Through <strong>DC</strong> WASA's comprehensive space assessment, which<br />

is now underway, we will begin to plan <strong>and</strong> address both short <strong>and</strong> long-term space needs <strong>and</strong> to prepare for several large projects<br />

planned for the Blue Plains Plant (Long Term Control Plan, Digesters, <strong>and</strong> Nitrogen Removal <strong>Proj</strong>ects).<br />

<strong>DC</strong> WASA's continues its. commitment to improving the environment around us through our <strong>DC</strong> WASA-wide Recycling<br />

Program. During <strong>FY</strong> 2009, the "I'm Recycling <strong>DC</strong> WASA - Office Recycling Program" was launched by the Authority as part of its<br />

commitment to making our business operations environmentally sustainable <strong>and</strong> involves all employees throughout <strong>DC</strong> WASA. The<br />

theme of the program, "Reduce, Reuse, Recycle!" encourages the recycling of office products <strong>and</strong> use of recycled office products<br />

such as papers, plastic, cans <strong>and</strong> glass; <strong>and</strong> supports the "Green <strong>DC</strong>" revolution in the District.<br />

When reviewing our current Ten-Year Plan, it should be remembered that there are a number of important issues <strong>and</strong> strategic goals<br />

that we continue to review <strong>and</strong> study as we maintain <strong>and</strong> build the infrastructure necessary to support an excellent organization.<br />

Currently, there are a number of important emerging issues that we are closely monitoring to ensure that we maintain reliable <strong>and</strong><br />

efficient service to our customers. We continue to broaden our planning horizon for projects or operational changes that may be<br />

necessary to address regulatory as well as other emerging issues.<br />

Our updated CIP involved great consideration given to important needs that management <strong>and</strong> staff believe cannot be deferred,<br />

balanced against the current economic conditions <strong>and</strong> the impact of our capital program upon our retail <strong>and</strong> wholesale customers. It<br />

must be recognized that local <strong>and</strong> federal officials have understood the importance of safe drinking water <strong>and</strong> reliable sewer <strong>and</strong><br />

wastewater treatment throughout the Washington metropolitan region for many years. The recent bond rating upgrade by Moody's<br />

was due, in part, to the recognition that <strong>DC</strong> WASA has continually re-invested in the infrastructure of an aging <strong>and</strong> complex system to<br />

meet the critical water <strong>and</strong> sanitary needs throughout our service area. Research by the American <strong>Water</strong> Works Association<br />
