Serving People By Lending A Helping H<strong>and</strong> Program (SPLASH) - We further assist our customers through our SPLASH<br />

program. Contributions to this program have grown due to the convenience of the bill round-up feature which enables customers to<br />

make donations with their payments to assist other customers in paying their water <strong>and</strong> sewer bills. <strong>DC</strong> WASA continues to sponsor<br />

the SPLASH Program. In <strong>FY</strong> 2009, we received more than $95,162 in contributions from our caring customers, which enabled us to<br />

assist approximately 348 income eligible customers through September 2009. The Greater Washington Urban League administers<br />

this program for the Authority.<br />

<strong>DC</strong> WASA continues to strengthen its relationships at all levels of government <strong>and</strong> across the Washington Metropolitan community.<br />

In addition to legislative <strong>and</strong> regulatory bodies, we also work with national trade organizations through committee participation <strong>and</strong><br />

conference calls on matters that potentially affect <strong>DC</strong> WASA, its operations <strong>and</strong> stakeholders.<br />

<strong>DC</strong> WASA was proud to participate, once again, in the preparations of the inauguration of the 44 th President of the United States,<br />

Barack Obama. Given the magnitude of this particular inauguration, <strong>and</strong> the high volume of visitors to the Nation's Capital requiring<br />

the use of water <strong>and</strong> sewage services, <strong>DC</strong> WASA security, comm<strong>and</strong> center <strong>and</strong> operations teams worked around the clock to<br />

ensure reliable service <strong>and</strong> appropriate security for one of the most remarkable events in American history.<br />

The financing of environmental initiatives continues to be one of the Authority's highest priorities. For the past five years, we have<br />

worked very closely with the Mayor <strong>and</strong> the Council of the District of Columbia, the Office of Management <strong>and</strong> Budget within the<br />

Executive Office of the President <strong>and</strong> the House <strong>and</strong> Senate Appropriations Committees <strong>and</strong> Congresswoman Eleanor Holmes<br />

Norton to secure additional federal funding for <strong>DC</strong> WASA efforts to reduce combined sewer overflows. In <strong>FY</strong> 2009 <strong>and</strong> <strong>2010</strong>, we<br />

received $16.4 <strong>and</strong> $20 million respectively in federal appropriations for this purpose.<br />
