Rate Stabilization Fund - Consistent with Board policy, in years where our financial performance is better than projected, we set<br />

aside additional funds that we use in future years where capital spending <strong>and</strong> debt service peak, helping to avoid "spikes" in rate<br />

increases for our retail customers. At the end of <strong>FY</strong> 2009, the Rate Stabilization Fund (RSF) balance totaled $28.6 million.<br />

The RSF is in addition to the Board-required 120 calendar days of budgeted operations <strong>and</strong> maintenance reserve. Additional<br />

contributions will be determined each year based on actual financial performance, <strong>and</strong> only if all other Board policy <strong>and</strong> indenture<br />

requirements are met. The <strong>FY</strong> <strong>2011</strong> budget projects full utilization of the RSF by the end of the fiscal year.<br />

Customer Assistance Program (CAP) Discount - We are continuing our commitment to help improve the quality of life for those of<br />

our customers who are least able to pay, by providing relief through our customer assistance programs (CAP). Since 2001, we have<br />

provided eligible customers a discount of 4 Ccfs per month on their water bills. In <strong>FY</strong> 2009, <strong>DC</strong> WASA's Board of Directors approved<br />

the expansion of the Customer Assistance Program (CAP) to provide a discount on sewer charges in addition to the discount<br />

currently provided on water. In <strong>FY</strong> <strong>2010</strong>, <strong>DC</strong> WASA's Board of Directors approved advertisement of a proposal to exp<strong>and</strong> the<br />

Customer Assistance Program (CAP) to provide a discount on PILOT/ROW fees effective <strong>FY</strong> <strong>2011</strong>. If adopted in September <strong>2010</strong>,<br />

this discount would be in addition to the current discount provided on water <strong>and</strong> sewer. In <strong>FY</strong> 2009, this discount provided up to<br />

$277 in annual discounts to income eligible customers. In <strong>FY</strong> 2009, <strong>DC</strong> WASA provided discounts to 6,458 customers representing<br />

$903,915 through September 2009. The District Department of Environment, Office of Energy, administers this program for the<br />

Authority <strong>and</strong> several other local utilities.<br />
