<strong>DC</strong> WASA successfully completed another year of operations by meeting several key milestones, while also dealing with our share of<br />

challenges, as we pursued our mission of serving all our customers with outst<strong>and</strong>ing service. The Board has adopted a spending<br />

plan for <strong>FY</strong> <strong>2011</strong> that addresses their priorities for critical infrastructure improvements <strong>and</strong> environmental protection projects.<br />

Cognizant of tough economic times, the Board made every effort to minimize rate increases <strong>and</strong> impacts to our wholesale customers.<br />

The following discussion provides highlights of our <strong>FY</strong> 2009 performance <strong>and</strong> a summary of the revised <strong>FY</strong> <strong>2010</strong> <strong>and</strong> approved <strong>FY</strong><br />

<strong>2011</strong> budgets. This information is presented within the context of the <strong>DC</strong> WASA Board of Director's 2008 - 2013 Strategic Plan, "A<br />

Guide for Measureable Progress <strong>and</strong> Achievement." We provide more detailed information throughout the remainder of this<br />

document.<br />

This Strategic Plan Critical Success Factor requires us to effectively anticipate, respond in a timely manner to, <strong>and</strong> communicate<br />

about the needs of our customers, the public, <strong>and</strong> other regional stakeholders with honesty, respect <strong>and</strong> transparency. The Board<br />

also identified a number of objectives under each critical success factor.<br />

Although we work in a highly regulated environment <strong>and</strong> we are committed to meeting or exceeding all regulatory m<strong>and</strong>ates.<br />

Compliance in the water system is especially more challenging because water treatment <strong>and</strong> distribution systems are by their nature<br />

very dynamic. The Washington Aqueduct's treatment regimen <strong>and</strong> <strong>DC</strong> WASA's commitment to simultaneously comply with many<br />

federal drinking water st<strong>and</strong>ards is challenging because it requires continual monitoring, research <strong>and</strong> operational readiness in<br />

managing the complex treatment <strong>and</strong> distribution systems. Since 2004, the Authority has fully complied with all water quality<br />

st<strong>and</strong>ards, meeting all of the strict requirements of the Safe Drinking <strong>Water</strong> Act, inclusive of our compliance with federal st<strong>and</strong>ards<br />

under the U.S. Environmental Protection Agency's Lead <strong>and</strong> Copper Rule. A report on water quality <strong>and</strong> <strong>DC</strong> WASA's compliance<br />

with federal <strong>and</strong> regulatory requirements is published annual <strong>and</strong> available on the website www.dcwasa.com. The <strong>FY</strong> <strong>2010</strong> <strong>and</strong> <strong>FY</strong><br />

<strong>2011</strong> operating budgets <strong>and</strong> ten-year capital program reflect our continued commitment to providing clean <strong>and</strong> safe drinking water<br />

that our customers can rely upon. These budgets provide for significant water <strong>and</strong> sewer system capital <strong>and</strong> operational<br />

improvements that help us maintain <strong>and</strong> enhance water quality <strong>and</strong> system reliability.<br />
