I WATER SERVICES I<br />

OVERVIEW<br />

<strong>FY</strong> <strong>2010</strong> Major Recommended Activities <strong>and</strong> Changes<br />

• Review overall strategy on water distribution infrastructure improvements - water main, fire hydrants repair <strong>and</strong> replacement program<br />

• Upgrade the Valve Exercise Program<br />

o Exercise all critical valves annually <strong>and</strong> all non-critical valves every three years<br />

o Capture valve characteristics <strong>and</strong> on-time operational information<br />

• Reclassify field job descriptions to merge similar functions <strong>and</strong> establish three job categories for all field operations<br />

o Create a pool of workers to undertake multiple tasks<br />

o Establish skills set <strong>and</strong> develop a training plan<br />

o Implement certification <strong>and</strong> licensing requirements<br />

• Upgrade the Fire Hydrant Program<br />

o Perform preventive maintenance on fire hydrants - each fire hydrant will be calibrated within a three year cycle<br />

o Emergency Repairs - all faulty fire hydrants will be repaired within five days or replaced if necessary<br />

o Capital Improvement - forty percent of the fire hydrants are scheduled to be replaced over a five year period<br />

o Retrofit hydrants with National St<strong>and</strong>ard Threads (NST)<br />

• <strong>Water</strong> Quality operations will continue to focus on:<br />

o Regulatory Compliance<br />

o Maintaining high water quality st<strong>and</strong>ards<br />

o On-line water security monitoring<br />

o Reservoir profile analysis<br />

o School <strong>and</strong> daycare monitoring<br />

o Cross Connection program<br />

o <strong>Water</strong> conservation initiative <strong>and</strong> outreach<br />

• The Asset Management Program will:<br />

o Establish a construction contract management program<br />

o Refine quality control program for asset management data<br />

• The Pumping Division will undertake or continue with the following initiatives:<br />

o Initiate a certification <strong>and</strong> training program for all existing operators <strong>and</strong> facilities inspectors<br />

o Continue with Cleaning <strong>and</strong> Disinfection program for all water storage facilities<br />

o Develop st<strong>and</strong>ard operating procedures <strong>and</strong> provide training for new <strong>and</strong> existing modules<br />

o Contract Pumping Machinery to monitor pump performance for all water facilities<br />

o Update <strong>and</strong> revise Supervisory Control <strong>and</strong> Data Acquisition (SCADA) system to reflect current system configuration<br />

o Institute a corrosion control cathodic protection services for existing water distribution system<br />

<strong>FY</strong> <strong>2011</strong> Major Recommended Activities <strong>and</strong> Changes<br />

• Continue reorganization of department<br />

• Continue training <strong>and</strong> certification programs<br />

Impact of Capital <strong>Proj</strong>ects on <strong>FY</strong> <strong>2010</strong> <strong>and</strong> <strong>FY</strong> <strong>2011</strong> <strong>Operating</strong> Expenditures<br />

Capital projects in the <strong>Water</strong> Service area are designed to maintain safe, adequate <strong>and</strong> reliable potable water supply to customers <strong>and</strong> for fire<br />

protection. Categories of projects include the rehabilitation <strong>and</strong> replacement of water mains, storage facilities, pumping stations, <strong>and</strong> water service<br />

line <strong>and</strong> meter replacements. Some of these projects do have a direct or indirect impact on operating expenditures. For example, replacements of<br />

fire hydrants would reduce the number of service calls, water main breaks would require repaving <strong>and</strong> emergency repairs, etc.<br />
