Dear Chairman Walker <strong>and</strong> <strong>DC</strong> WASA Board Members:<br />

I am pleased to present the District of Columbia <strong>Water</strong> <strong>and</strong> Sewer Authority's (<strong>DC</strong> WASA or Authority) revised <strong>FY</strong> <strong>2010</strong> <strong>and</strong><br />

proposed <strong>FY</strong> <strong>2011</strong> budgets for your consideration. These budgets are intended to meet the m<strong>and</strong>ate provided for in District of<br />

Columbia Law 11-111, which specifies that "...WASA sha// prepare <strong>and</strong> submit to the Mayor, for inclusion in the annual budget,<br />

annual esfimafes of the expenditures <strong>and</strong> appropriations necessa4y for the operation of the Authority for the year..." Preparation of<br />

<strong>DC</strong> WASA's budget documents, which includes the operating budgets, ten-year plan, <strong>and</strong> capital improvement program, began in<br />

May 2009. The proposed budgets are submitted for Board review in October, with final Board action planned for January <strong>2010</strong>.<br />

Let me express my appreciation for the magnitude of the responsibility entrusted to me when you selected me to serve as Interim<br />

General Manager following the departure of the former General Manager (GM), Jerry N. Johnson in July 2009. Mr. Johnson, who<br />

served as General Manager for 12 years, has built a strong foundation <strong>and</strong> has left a tremendous legacy. Serving as lnterim GM,<br />

has heightened my appreciation for the enormity of the obligations we have to our customers as we provide safe drinking water to<br />

their homes <strong>and</strong> businesses daily; the dedication of our employees who serve, with professionalism <strong>and</strong> a firm commitment to our<br />

customers, under challenging circumstances; <strong>and</strong> the daily effort to maintain our vast infrastructure, while managing scarce<br />

resources <strong>and</strong> impacts on the environment.<br />

The management <strong>and</strong> employees of <strong>DC</strong> WASA applaud the Board's commitment to ensure continuing stability of the Authority as<br />

evidenced by your prompt appointment of former alternate Board Member, George S. Hawkins, as General Manager beginning<br />

October 19, 2009. We welcome Mr. Hawkins, who has received much acclaim as the first Director of the District of Columbia<br />

Department of the Environment.<br />
